Topography of this area varys from partial plateau areas, at the northwest and southeast ends, to tideland or lowland marsh areas. 3. There are no promizeit natural boundaries at the present, however, the proposed future Coastal Freeway will lie within the southwesterly boundary of the annexed area. 4. Within the northwesterly portion of the area lies the Orange County Flood Control District's C-05 channel running from northeast to southwest. There is also the Huntington Beach Slater channel running from east to west into the C-05 channel. 5. This area will be served by the following north-south arterial highways; Bolsa Chica Street, Graham Street, Springdale Street, and Edwards Street; and by the following east-west arterial highways: Slater Avenue, Talbert Avenue, and Ellis Avenue; and ultimately by the Coastal Freeway. MILE 6. The northerly boundary line of this area is one quarter side south of the Meadowlark Airport. E) Existing services are very minimal due to slight or non-existant needs. Police Patrol by Orange County Sheriff, Fire by Huntington Beach by mutual aid agreement, Health services if any by Orange County, Oil Field Control by Orange County and State. F) 1. Police and Fire protection; Health services; trash collection; schools; libraries;parks;streets;street lighting;storm drains, sewer, and water systems; public utility systems gas, electric, telephone. 2. All of the above services will be incorporated into the development of this area. 3. Huntington Beach together with the developer and public utility companies will provide all services necessary for the new area. 4. The only alternate would be for the area to remain County or to form a new City, both of which would be prohibitive in costs of services.
