This Flan is the "mi:'dle ; ground" between the ininimum ..hange and the maximum change plans . The: basic philosophy of this plan is , to follow the goals ai' the people of the community while , at the same time, encouraging the resolution of some of the key problems of the area , The Citizens Project Cotivnittee endorsed Plan "C" and recommended the adoption of this plan by the County Planning Commission asa guide for decisions affecting the community. On ?larch 15, 1967, the Oclanee County Pxanrtinr Commission recomnanded Flan "C" to the Board i:f Supervisor z. On July 6, 1967: the Board of Supervisors adopted Plnn "C" as the plan to follow for resolving soma of the problems of the area. r On February 5 , 1969 the City of 11unti.n ton Zoach submitted another proposal- tei,med Sunset Beach 11o. 6 Annexation consisting of approxinintely 65. ? acres, taking in the remainder of the community of Sunset Beach. Based on the most recent filing of Annexation No. 6 by Eiunti, ngton Beach and the results of the study, as pre Pared by the County Planning Department with the citizens in the area,, it is felt that any annexation request for Sunset Beach should include the entire coninunity. Therefore, it is suggested the Commission continue Sunset Beach No . 5 Annexation until the: meeting of ?larch 1.2 , 1S-69, when Sunset E,each No . 6 Annexation is scheduled for hearing and hear both applications at the same time. The property considered for annexhti.on is zoned ' to allow C2 "General Business " and R4 "Suburban Residential" Diztrict uses. The land area is 3 .5 acres in size with a population of two residents . Th13., annexation is part of a 204 acre unincorporated community of 1200 residents known as Sunset Beach. The: community_ of Sunset Beach is •---A with many developmental problems . Since 1904, Sunset Be: ., .With the community of Surfside adjoining to . t•he north have .% doped on a lot by lot baatis . ' m for the corcunity which cu.minated in the adoption of a General Plan of Land Use by the board of .Supervisors on July E , S 196;►. The basic philosophy of the plan was to follow the goals of the people of the community, while , at the same: time, encourage ' the ' resolution of some of; the key problems of the area. The pplan 1. Includes such other suggestions as common off-street parkin1v and vista areas , confined shopping areas , and a community facility centRr. . In March, 1968 , a petition was received by -the Local Agency Formation Commission requesting the formation of 'the Sunset Blvd, District. This proposal was a citizen-h'&I`attempt `to correct some of the problems in the area related to ,sLireets , highways, vehicular circulation and off-street parking . Your Honorable . Commission denied the request for district formation on July 10, 1968. At the present, the County Administrative Office to conjunction with -the Harbor District and the Planning Department is studying possible alternatives to the parking situati'on at Sunset Beach. A recommended course of action has not been decided,.upon nor have the alternative plans been presented officially to tho Board of Supervisors . The ,.department believes that the annexation of Sunset Beach', should be approached on the basis of all 104 _acres of the community. This ' would .provide the city of Huntington Beach with the opportunity ::or guiding future land development and correcting deficiencies on a community basis rather than dividing the problems along jurisdiction boundaries .
