The proposed annexation cuts property as presently i aosessed. 2 . In our opinion', the proposed annexation will not result in double taxation unless the city will be furnishing a public service already ,,Iprovided by a district within the area of the proposed annexation. 3 . The proposed annexation overlaps the , existing boundary of the city of Huntington Beach and there- fore does not meet the approval of the Assessor's Office . I Properties included within this request are zoned to allow C2 "General Husineus" and RG "Suburban Residential" District uses . The annexation area together with the properties included within the proposed Sunset Beach No. 5 Annexation (City of Huntington Beach) , comprises the entire unincorporated community of Sunset Beach . in reference, to the proposed Sunset Beach No . 5 Annexation, the Planning' Dcpartment pointed out that the community of Sunset Beach is an area with many developmental problems , and that a comprehensive planning approach would be required in order to solve these problems . This Department believes that annexation of the whole community by a single municipal jurisdiction is a proper approach toward a solution co`' these problems . Several efforts by County Staff and property owners to resolves these problems have already transpired. Chronologically , these attempts were : 4. 1. Local Agency Formation Commission Re Sunset Beach No . 6 Annexation February 21 , 1969 Page 2 2 . March , 1968, a petition was received by the Local Agency Formation Commission requesting the formation of the Sunset Beach Boulevard District. This proposal was a citizen-led attempt to correct some of the problems in the area related to streets , highways , vehicular circulation and off-street parking. Your Honorable Commission denied the request for district formation on July 10 , 1968 . 3. October 2 , 1968, the first public hearing on Tone Change ZC 68-- 1 of Carlton Builders was held . This zone change applied to the properties within the Pacific Electric Railroad right of way (between Anderson Street and Fourth Street) and called for R3 "Apartment" , R2 "Group Dwelling" and b1 "Buffer" District uses . The plan provided for 150 dwelling units and several public parking areas . After a number of lengthy public hearings , the Orange. County Planning Commission recommended denial on the requested change of son+ on February . r dry 13 , 1 96 9 k. At the resent , the County Administrative Office in conjunction P I with the harbor District and the Planning Department is studying possible alternatives to the parking situation at Sunset Beach. A recommended course of action has not been decided upon nor have the alternative plans been presented officially to the Board of Supervisors . The proposed annexation , when combined with Sunset Beach No . 5 Annexation , is a logical extension of the city ' s boundaries . This proposal will provide the city of Huntington Beach with the opportunity for guiding future land development and correcting deficiencies on a community basis rather than dividing the problems along jurisdiction boundaries .
