That pursuant to the provisions of the "Annexation
of Uninhabited Territory Act of 1939" Q ..and.,..arL-.en&-Liens thereof and
additions thereto,, the City Council did on the 6th day of May,
1963, pass and adopt Resolution Noo 1767 giving notice of the pro-
posal to annex certain uninhabited territory to the City of
Huntington Beach,, said territory being designated as OSunszt
Heights No. 2 Annexation". and said Faction being taken pursuant
to a written petition therefor. That annexation proceedings
were completed by said City Council on the' 24th day of June,, 1963,
by final adoption of its Ordinance No. 98% said Ordinance
becoming effective on July 24th,, 1963. That by said proceedings
said City annexed the territory referred to in that certain
certified copy of said Ordinance No. 983 and a asap delineating
said boundary,, which Ordinance and map are annexed hereto and
by this reference incorporated herein. The boundary description
of said annexed area is set forth in Ordinance No. 963.

At the last council meeting, the City Attor-_
ney' s office was asked to give an opinion pertain-
ing to the Little League' s request for the City to
supply water in an area outside the City.
I am sure that the Council sympathizes with
the Little League and its purposes. However, in my
opinion, it would be illegal for the City to supply
water as requested.
The obvious reason is the fact that part of
the land in question is outside of the City. A
secondary reason is that this would be establishing
a precedent.

Honorable Council:
We of the Ocean View Little League have been donated
five acres of land for Little League Baseball. The land
was donated by Mr. Goner Simms of the Meadowlark Country
Club. The board members of the Little League have
decided to have three baseball diamonds, football field,
playground and parking space on this land. Some grass
seed has been donated, lumber and construction equipment.
After deciding on all this for the children of
Huntington Beach, we find that the land is in the county
and that we will be without water. To drill a well is
beyond financial means.
We have contacted people with wells but that is also
outside of the question.
Next recourse to this is that the City of Huntington
Beach tap water into our county property for the purpose
of keeping this project alive. If this is done, the
parents of the Little Leaguers and the boys will be made
happy.
The property that is in the county donated for our
use is on the southwest corner of Heil Avenue and Graham
Place.
