Annexation of the Bolsa Chica State Ecological Reserve has been previously
contemplated by the city of Huntington Beach most recently via a feasibility study prepared
in 2009. The study determined that the annexation was generally fiscally neutral, but there
were outstanding questions on the part of the City Council and no direction was given to
pursue the annexation. With the incorporation of Sunset Beach and Brightwater, the
annexation of the unincorporated Bolsa Chica area would essentially complete the city's
corporate boundary. More importantly, the wetlands and uplands are ecological and
tourist resources that would complement the diverse portfolio of amenities that help to
make Huntington Beach a destination location.
It is expected that some items in the 2009 study would need to be updated. The cost for
the update and consultant attendance at necessary meetings would be approximately
$5,000.00. Remaining contract funds set aside for the 2009 annexation study are
sufficient to cover these costs.
Motion to direct staff to update the Bolsa Chica Annexation Feasibility Study.

Dear Mayor Boardman and Members of the HB City Council,
My name is Jeff Smith, and I am representing Protect Coastal Huntington Beach. Protect
Coastal Huntington Beach is a nonprofit organization dedicated to the preservation of the Pacific
Ocean and its associated coastline and wetlands. We are very interested in agenda item 13 from
tonight's meeting, regarding the potential annexation of the Bolsa Chica Lowlands.
Our organization supports this initiative and will lend assistance wherever needed to help
accomplish the goal. If an annexation should occur, we believe that protections to the area must
be put in place that will be inviolable by any future opposition or governing body. Such pristine
land as the Bolsa Chica area deserves to be defended from interests that do not respect or
understand the impact this area has on the coastal ecosystem. The Bolsa Chica area is
irreplaceable, and Protect Coastal Huntington Beach will do everything in its power to ensure
this resource remains preserved for generations to come.
We look forward to reviewing the updated feasibility study.
