" Prior to September 18, 1959, credit could be given only at the end of the two year period, and it was the practice of this office to send a certification form to the city for establishing the number of registered voters in the annexed area at that time. A sample copy of the revised certification form is attached. This practice will be continued unless a request is received from the city for population credit at an earlier specified date. Such request should be submitted as a formal action by the city's legislative body. Inasmuch as the amendment is effective also as to uninhabited annexations which occurred prior to September 18, 1959, a city may request early credit for any such annexations for which the two year period has not been completed. Any credit established prior to June 1, 1960 under this procedure will be effective as to the next apportionment of Motor Vehicle License Fees for the period, December l; 1959 to May 31, 1960. Under Article II, Section J, of the contract between your city and this Board for state administration of local sales and use taxes, your city must also notify this Board of each annexation, giving the address of the property in the annexed area which is nearest to the extended city boundary on every street crossing that boundary. You may meet both these requirements by sending one copy of the legal description of the area and three copies of the map. The map should be accompanied by three copies of a list of all names of streets wholly or partially within the annexed area. With respect to each such street, the List should show (1) that all addresses can a street are within the city if the street is wholly inside the city (and there is no other street of the same name served by your city post office); (2) the inclusive numbers of addresses within the city on a street that is partly inside and partly out- side the city; or (3) that odd or even address numbers, as the case may bey or odd or even numbers between certain limits, are within the city on a street that serves in whole or in part as a boundary of the city. In the event the annexed area is uninhabited or undevelopedo the foregoing information with respect to street names and numbers should be furnished to us as soon as it becomes available. Likewise, we should be informed of any new streets or extensions opened in other parts of the city, any changes in city street names, any renumbering of streets that brings numbers within the city that were formerly outside or vice versa, and any changes in postal addresses .from route and box numbers to city street num- bers.
