This is a request to expand the Huntington Beach Medical Center by 5,000 square feet in order to increase the size and capabilities of the existing emergency room and out- patient facilities. Included in the proposed expansion is a request to delete conditions imposed by the Planning Commission through Conditional Use Permit Nos. 84-16 and 87-48 that required a total of 934 parking spaces, 22 spaces above the requirements of the Huntington Beach Ordinance Code, and instead provide 925 parking spaces. The appeal was filed due to concerns about possible parking impacts to adjacent properties and the fact that the Planning Commission's action may not be consistent with prior actions. RCA 6/20/94 2 g:rca\ca 94-34 ANALYSIS: Introduction The applicant, Edward Endo, acting on behalf of the property owner, Huntington Intercommunity Hospital, has submitted a request to expand the emergency room and out-patient facilities of the existing Huntington Beach Medical Center. The medical center is located at 17772 Beach Boulevard on the South-east corner of Beach Boulevard and Newman Avenue on a 4.86 acre site. The property is zoned OP (Office Professional)with a general plan designation of CG (Commercial General). The property is surrounded by compatible uses such as medical and office uses, high density residential uses and a cemetery. The following are the specific surrounding Land Uses, General Plan and Zoning Designations: North of Subject Property: General Plan Designation: Office Professional/High and Medium Density Residential Zone: C4 (Highway Commercial)/R3 (Medium-High Density residential)/OP (Office Professional)/R2 (Medium Density Residential) Land Use: Commercial, Office and Residential East and South of Subject Property: General Plan Designation: Public, Quasi-Public/Institutional Zone: SP-1 (Special Zone-Cemetery) Land Use: Cemetery West of Subject Property: General Plan Designation: General Commercial Zone: C4 (Highway Commercial) Land Use: Commercial, Office Pursuant to Section 9630 (I) of the Huntington Beach Ordinance Code, an expansion of a hospital requires Conditional Use Permit approval by the Planning Commission.-Additionally, pursuant to Section 9851 of the Huntington Beach Ordinance Code, the Design Review Board must review and make recommendations on the proposed design, materials and colors of a project located in a designated area, such as Beach Boulevard. RCA 6/20/94 3 g:rca\ca 94-34 Planing Commission Action On April 5, 1994, the Planning Commission approved the request as submitted by the applicant. Two persons, representing the adjacent Outpatient Surgery Center, spoke in opposition to the request and raised issues regarding parking spaces located in fire lanes, insufficient parking and consistency with past actions. Six persons spoke in favor of the request and mentioned the need for increased.paramedic services and improved medical facilities. The Planning Commission concurred with Staff and approved the request based upon the attached findings and upon the need for improved medical facilities. In addition, the Planning Commission felt that additional parking was not required based upon the results of the parking study submitted by the applicant. Project Description The Huntington Beach Medical Center has submitted a request to expand the existing emergency room and out-patient facilities by 5,000 square feet (Please see Attachment No. 5). The expansion is necessary in order to provide new triage and trauma care facilities and to expand the waiting room and employee lounge facilities of the hospital. The proposed expansion will accommodate an increase in the employee lounge areas and emergency room facilities from an existing 1,914 square feet to 4,075 square feet (2,161 square feet of new floor area). The expansion will also increase the out-patient registration area from an existing 381 square feet to 925 square feet (544 square feet of new floor area). The expansion is proposed to occur on the North west side of the hospital on an existing landscaped area. Five (5) mature pine trees are proposed to be replaced as a result of the expansion. The trees will be replaced on a two-to-one ratio in the planting areas surrounding the proposed expansion. Design Review Board: The proposed expansion was reviewed by the Design Review Board on December 9, 1993. The Design Review Board recommended approval to the Planning Commission of the materials, colors and design of the proposed expansion. Parkin The applicant originally submitted a parking variance based on one (1) parking space per 175 square feet of expansion(See attachment No. 6). After consultations with Staff, it was decided that the proposed expansion is within the minimum parking requirements of the Huntington Beach Ordinance Code and the variance request would not be the proper processing mechanism. Instead, an amendment to conditions imposed by the Planning Commission during earlier entitlements requiring an additional 22 parking spaces would be appropriate. The applicant subsequently amended the request to delete those conditions-(See Attachment No. 7). RCA 6/20/94 4 g:rCa\cd 94-34 At the time of expansion and initial construction of the hospital, the Huntington Beach Ordinance Code required a minimum of one(1) parking space per bed. Originally, the hospital was licensed for 141 beds, so all parking requirements were based upon that figure. Uses such as the emergency room and administrative offices were considered ancillary and included in this calculation. However, during review of Conditional Use Permit No. 84-16, submitted for a 20,020 square foot expansion of the hospital, 6.1 parking spaces were required for 1,225 square feet of pharmacy and 12.9 parking spaces were required for 3,885 square feet of new administrative offices. Later, during review of Conditional Use Permit No. 87-48, an additional 3.3 parking spaces were required for a 1,000 square foot administrative office expansion. In sum, a total of 22 parking spaces above the code requirement of one(1)parking space per bed were required. These additional 22 spaces were required because the office and pharmacy expansions were viewed as intensification that could generate additional trips. The proposed emergency room expansion would not increase the bed count beyond the currently licensed bed count of 135 beds so no new parking spaces would be required for the emergency room expansion. However, the Huntington Beach Ordinance Code specifies that out-patient uses require one(1) parking space per 175 square feet. The proposed 925 square foot out-patient surgery portion of the expansion requires 5.3 parking spaces. RCA 6/20/94 5 g:rcakd 94-34 • • As the above table indicates, the Huntington Beach Ordinance Code requires 912 parking spaces, including the proposed out-patient facility expansion. The applicants have indicated that 925 parking spaces will be provided, 13 more than required by code but nine(9) less than required by the conditions imposed by the Planning Commission when originally approved. A parking study, dated March 1, 1994, was conducted by the firm of Katz, Okitsu and Associates (See Attachment No. 9). The study occurred on five (5)weekdays from 6:00 A.M. to 5:00 P.M. between February 16 and February 28, excluding weekends and holidays. The study indicates that during the greatest average hourly demand, only 66% (611) of the 925 spaces were occupied with a peak occupancy of 73% (676 spaces). The study concludes that there is a surplus of parking, even during peak periods (on average 249 vacant spaces), and the emergency room expansion will not negatively impact existing parking. Staff has verified the results of the study with informal surveys conducted on March 29 and March 30 at approximately 11:00 a.m. Appeal The Planning Commission's approval of Conditional Use Permit No. 93-42\Design Review Board No. 94-2 was appealed by Council Member Sullivan on the grounds that the deletion of earlier conditions requiring the additional 22 parking may cause parking impacts to adjacent properties. In addition, it was felt that the Planning Commission's action may not be consistent with past actions on adjacent properties (See Attachment No. 2). Considering the vacancy rate shown in the parking study, informal surveys conducted by Staff and the fact that the overall bed count will not increase as a result of the expansion, it can be concluded that there will be sufficient parking to handle the expansion. The second issue of the appeal is that the deletion of the additional parking spaces may not be consistent with past actions on the Huntington Beach Medical Center Property or adjacent properties, namely the Outpatient Surgery Center. Concerning the Huntington Beach Medical Center property, the applicants have simply asked that the additional parking spaces beyond the minimum code requirements be deleted. These additional spaces were added because the office and pharmacy portions of past expansions were viewed as intensifications that could generate additional trips. The code sets forth a minimum standard and it is the discretion of the Planning Commission and City Council to apply more or less parking spaces if so merited. The applicants are arguing that the additional 22 spaces are not required and have submitted a parking study that shows a surplus of parking as evidence. Concerning the issue of consistency with the Outpatient Surgery Center, parking for an outpatient use is determined on a different basis than a hospital. The parking requirement for a hospital is determined on a per bed basis where an outpatient use is determined on square footage (one space per 175 square feet). Ancillary uses, such as a pharmacy or emergency room, are not parked on a square footage basis for a hospital but on a per bed basis. Whereas similar ancillary uses for an outpatient center are parked on a square footage basis. This determination was made by the City Council during an expansion request by the Outpatient Surgery Center in 1987. RCA 6/20/94 6 g:rca\ca 94-34 Recent Information Since the appeal, the Huntington Beach Medical Center has been issued a violation for utilizing a portion of a designated fire lane as temporary parking. The problem has since been rectified and the fire lane has been restored. The temporary parking was not counted in the overall parking counts so no parking has been eliminated. Summary The proposed expansion will allow the Huntington Beach Medical Center to better serve the emergency medical needs of the community by increasing the size and capabilities of the emergency room. The proposed expansion is compatible with the uses on-site and on adjacent properties. The proposed expansion will improve the existing emergency entrance and allow for more efficient access of emergency vehicles and transfer of patients to the hospital in an area sheltered from rain. The Design Review Board has reviewed the proposed expansion and is recommending approval based upon the fact that the proposed expansion matches the surrounding medical structures. Based upon parking requirements of the Huntington Beach Ordinance Code, there is an abundance of parking provided both for the existing hospital and the proposed expansion. In addition, a parking study has indicated that the existing parking is underutilized and should be sufficient to handle the proposed expansion. Based upon these facts, staff supports the request to delete the conditions of previous entitlements requiring an additional 22 parking spaces above the requirements of the Huntington Beach Ordinance Code and to expand the hospital. Environmental Status The proposed project is categorically exempt pursuant to Class 1, Section 15301 of the California Environmental Quality Act that exempts minor alterations to existing structures from the requirements of CEQA. The proposed 5,000 square foot hospital expansion to an existing 135 bed hospital is consistent with the goals and objectives of the General Plan, especially the goals of promoting the provision of adequate community facilities (Policy 3.5.6.1 Community Facilities Element) and encouraging the proper location and planning of community facilities (Policy 3.4.2.6 - Land Use) 2. The location, site layout, and design of the proposed 5,000 square foot hospital expansion to an existing 135 bed hospital properly adapts to existing streets, driveways, and other adjacent structures and uses in a harmonious manner. The proposed design will allow separate access for emergency vehicles and emergency room patients. The use of materials, such as brick, will match the existing structure. 3. The proposed 5,000 square foot hospital expansion is properly integrated to the other medical uses on a site and will provide more efficient medical services to the citizens of Huntington Beach. 4. The access to and parking for the proposed 5,000 square foot hospital expansion does not create an undue traffic or parking problem. As the parking study by Katz, Okitsu and Associates dated March 1, 1994, indicates, there is a surplus of parking during peak periods and the proposed expansion will not significantly increase the parking demand and the surplus will remain. I A T'T& SUGGESTED CONDITIONS OF APPROVAL- CONDITIONAL USE PERMIT 93-42: 1. The site plan, floor plans, and elevations received and dated December 27, 1993, shall be the conceptually approved layout. 2. Prior to Conditional Use Permit No. 93-42 becoming effective, the following shall be complied with: a) Submit an Acceptance of Conditions form to the Community Development Department that has been properly executed by the applicant and an authorized representative of the owner of the property. b) The Ten (10) day appeal period has elapsed. 3. The following shall be completed prior to construction: a) Submit a copy of the revised site plans, floor plans and elevations approved by the Office of State Architect for inclusion in the entitlement file. b) All applicable Public Works fees shall be paid. c) Obtain a grading permit from the Huntington Beach Department of Public Works. d) A landscape Construction Set must be submitted to the Departments of Community Development and Public Works and must be approved. The Landscape Construction Set shall include a landscape plan prepared and signed by a State Licensed Landscape Architect and which includes all proposed/existing plan materials (location, type, size, quantity), an irrigation plan, a grading plan, an approved site plan, and a coy of the entitlement conditions of approval. The landscape plans shall be in conformance with Section 9608 of the Huntington Beach Ordinance Code. The set must be approved by both departments prior to issuance of building permits. Any existing mature trees that must be removed shall be replaced at a 2 to 1 ratio with minimum 36-inch box trees, which shall be incorporated into the project's landscape plan. e) An automatic fire sprinkler system shall be approved and installed pursuant to City of Huntington Beach Fire Department regulations. i f) A fire alarm system shall be approved and installed pursuant to City of Huntington Beach Fire Department Regulations. g) The applicant shall meet all applicable local, State and Federal Fire Codes, Ordinances, and Standards. The following shall be completed prior to occupying the expansion and complied with during occupancy: a) Service roads and fire lanes, as determined by the Fire Department, shall be posted and marked. b) Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. c) Exit signs and exit path markings shall be approved and installed pursuant to City of Huntington Beach Fire Department and State regulations. 5. The Planning Commission reserves the right to revoke Conditional Use Permit No. 93-42 in conjunction with Design Review Board No. 94-2 if any violation of these conditions or of the Huntington beach Ordinance Code occurs. 6. Conditional Use Permit No. 93-42 in conjunction with Design Review Board No. 94-2 shall become null and void unless exercised within one (1) year of the date of final approval, or such extension of time as may be granted by the Planning Commission pursuant to a written request submitted to the Planning Department a minimum of 30 days prior to the expiration date. The original Emergency Department was built in 1967 . The population of Huntington Beach has grown dramatically since then. The Emergency Department has been so busy that it has had to- close from time to time. The Hospital needs to expand the Emergency Department to meet the growing demands of the city. b) Huntington Beach Medical Center serves the Huntington Beach and-, adjacent communities and is one of a few Paramedic Base Stations in the area. c) The Emergency Expansion Project is expanding. the emergency care for more treatment areas for quicker and better care and areas for New Triage, New Trauma, Larger Waiting and Larger Work areas for emergency personnel. d) Surrounding uses around the project includes Medical Office Buildings adjacent to the Hospital and Out- Patient Surgical Center in front of the Hospital to the West. Across Beach Blvd. to the West is commercial properties , across Newman Ave. to the North are Medical Office Buildings and Multi- Family Residences. Adjacent property to the East and to the South is a Cemetary. e) Emergency Area Department is open 24 hours. _NT -� i For Conditional Exception (Variance) : a) We are requesting Parking Variance for 42 spaces because the property does not have nay free space for additional parking. We are now 13 parking' spaces below the required amount and with the Proposed Emergency Expansion Project we will still have the same amount of parking spaces ( 922 spaces) . The City parking requirement for the Emergency Expansion is 29 spaces. ( 5000 s.f. x 1 space per 175 sq. ft. ) . b) This request will constitute a grant of special privilege inconsistent with normal limitations but we feel that there is sufficient existing parking for this site and since there is already an . This utilization rate is the prime criterion for determining adequacy of the available parking and the need for additional parking. Huntington Beach Medical Center proposes an emergency expansion consisting of a 4,000 square foot emergency center.,. Although some parking spaces.will be removed, the proposed site plan as of this date provides for new parking spaces to compensate for the loss of existing spaces. The result is no change in the number of on-site parking spaces. The existing and proposed number of parking spaces is 925. According to a January 14, 1994 letter from the City of Huntington Beach (Appendix A), the City Ordinance Code requires 917 spaces. However, several conditions of approval from previous expansion projects increased the requirement by 23 spaces to a required total of 940 parking spaces. This study will analyze the need for the additional 23 spaces above the Ordinance Code. A previous 1989 study by Herman Kimmel and Associates, performed when Humana Hospital occupied the site, is provided for historic information purposes in Appendix B. - METHODOLOGY To determine parking occupancy rates,an observer manually counted the number of occupied spaces every hour on the-hour between and including 6:00 A.M. and 5:00 P.M. for five weekdays. This was accomplished between February 16th and February 28th, excluding weekends and holidays. ANALYSIS - -The parking survey data and calculations can be found-in the Appendix C. The following results were generated from this data. ,' WIENT NO. _ - Katz, Okitsu & Associates Greatest Average Hourly Parking Demand (AHPD) AHPD = 611 spaces occupied (66%), 314 vacant (34%) AHPD occurred at 10:00 AM. The Average Hourly Parking Demand is the sum of the occupancies for a given hour each day divided by the number of days observed. Average Peak Hour Parking Occupancy (APHPO) APHPO = 631 spaces occupied (68%), 294 vacant (32%) The Average Peak Hour Parking Occupancy is the sum of each day's peak occupancy divided by the number of days observed. Peak Demand (PD) PD = 676 spaces occupied (73%), 249 vacant (27%) PD occurred at 3:00 P.M. on Tuesday February 22, 1994. The Peak Demand is the highest occupancy at any hour for any day. CONCLUSION The current parking utilization was generally lower than the utilization measured in 1989. There is no apparent reason for this decline, other than normal fluctuation in hospital usage. The average peak hour demand occurs at 10:00 AM and the observed peak demand occurred at 3:00 PM. Between these peaks it may be observed that the demand fluctuates, on the average, between 400 and 630 spaces. The peak average hourly demand (611 spaces) leaves 314 spaces vacant (35%). The observed peak demand (676 spaces, at 3:00 PM on February 22, 1994) left 249 spaces vacant (27%). It appears that greater than 25% of the available parking is unoccupied during the peak hour. _ - There is a demonstrated surplus, 25% (231 spaces)-of available parking during peak hours. Since the proposed 4,000-foot emergency expansion may cause only a slight increase in parking demand, perhaps a dozen or so, the potential parking impact will not require the additional 23_spaces to existing parking capacity. A Conditional Exception is appropriate for deviations to the requirements of the Huntington Beach Ordinance Code. The parking standards that you wish to deviate from are derived from conditions of approval placed upon the site by the Planning Commission and are not requirements of the Ordinance Code. Therefore,the appropriate processing mechanism is to amend the conditions of approval. Based upon requirements of the Ordinance Code, the parking requirements for the existing hospital would be based upon the number beds and square footage of out-patient medical areas. However, conditions of approval from CUP 84=16 required an additional 6.1 parking spaces for the pharmacy (1,225 sq. ft.) and 12.9-spaces for administrative office (3,885 sq. ft.). Subsequent conditions of approval for an administrative office expansion(1,000 sq. ft.)-required an _ - - additional 3.3 parking spaces. Study -Methodology and Parameters - A parking - study must address occupancy and peak parking demands. - - To determine occupancy rates an observer manually counted the number of occupied spaces every hour on -the hour between 6: 00 A.M. and 5: 00 P.M. , inclusive. This was .accomplished between December 1st and 15th, excluding weekends. Weekends were not included, as the clerical staff would not normally be present,_ therefore lessening parking demand. To aeLermine peax aemanas several pieces of iniormazion naa zo be gathered and correlated. Hospital personnel shift times, visiting hours, clerical shift times, and hospital occupancy rates (daily census) were compiled and compared to observed parking data. These factors are presented below. Visiting hours: 8 : 00 A.M. to 8 : 00 P.M. Daily health professional shift periods: 7: 00 A.M. to 3 : 00 P.M. , daily 3 : 00 P.M. to 11: 00 P.M. , daily 11: 00 P.M. to 7 : 00 A.M. , daily Administrative and clerical hours: 8: 30 A.M. to 4 : 30 P.M. , Monday through Friday Average daily census rates: Study Period (12/1/88 - 12/15/88) = 74 patients/day FY 1988 (9/1/87 - 8/31/88) = 65 patients/day FY 1987 (9/1/86 - 8/31/87) = 65 patients/day FY 1986 (9/1/85 - 8/31/86) = 68 patients/day Available parking spaces: 907 spaces After interviewing hospital staff, several factors came to light. Discounting unforseen natural disasters, a seasonal variation in demand for hospital beds exists. The beginning of this period generally starts in October and peaks in March; with December being representative of an average month. Also, employee levels vary with the daily census rates. One occupied bed generates approximately 3 . 5 jobs. Results and Conclusions The parking survey data is tabulated in the Appendix. The following results were calculated from -this data. --Greatest Average Hourly Parking Demand: -- 679 spaces occupied (74 . 9%) , 228 vacant- (25.1%)- - Greatest Average Hourly Demand occurs at 11: 00 A.M. The- Average Hourly -Parking Demand is the sum of -the occupancies for a given-hour -(say 6: 00 A.K. ).. each day divided by the number_. of days observed. _ Average Peak Hour Parking Occupancy: 684 spaces occupied (75. 4%) , 223 vacant (24 . 6%) Average Peak Hour Occupancy is the sum of each day s highest occupancy (for 1 hour) divided by the number of days observed Peak demand: 724 spaces occupied (79 . 8%) , 183 spaces vacant (20. 2%) Peak demand occurred at 3 : 00 P.M. , December 12 , 1988 . The average peak hour demand occurs at 11:00 A.M. and the observed peak demand occurred at 3 : 00 P.M. Between these. peaks it may be observed that the demand fluctuates, on the average, ', between 550 and 650 spaces.. The peak average hourly demand (679 spaces) leaves 228 spaces vacant (25. 15.-' ) . The observed peak demand (724 spaces, at 3: 00 P.M. , December 12, 1988) left 183 spaces vacant (20. 2%) . It appears that greater than 20% of the available parking is un-occupied at the peak hour. There is a demonstrated surplus of available parking during peak hours. During the course of the survey, the observer was directed to. note any unusual situations that might effect parking availability. Patrons of the adjacent facility on the northwest corner of the hospital site (southeast corner of Beach Boulevard and Newman Avenue, see Exhibit -i) are consistently utilizing the _ , parking spaces immediately to the east of this facility (the Out Patient Surgery Center, O.P.S.C. ) . Typically these patrons occupy 13 to 15 spaces per hour during the morning hours. The O.P.S.C. patrons do not have any affiliation with Humana Hospital , in fact they are just using the most convenient parking. If access to the O. P. S . C. , via the Humana parking area, were eliminated for these patrons, an additional 10 - 15 parking spaces (1 - 1. 5%) would be available for Humana Hospital patrons and employees. As an aside, the liability exposure to Humana Hospital for un-authorized visitors would be diminished as well: Herman Kimmel and Associates evaluated the potential parking impacts of the existing 3600 square foot modular office building on the northeast corner of the hospital site.. If the building was to be utilized for storage; 4 parking spaces would be required (the City- of Huntington Beach requires 1 space per .1000 square feet of storage space) . It should be noted that the four .. spaces required would be the most removed from the hospital ' s main entrance, and thus are currently lightly utilized. If the modular building -is removed, -and parking spaces are configured to match the existing situation, an additional- 16 'spaces (1. 8%) will- - be available. Ms. Garland- supplied Herman Kimmel and - Associates a City -of - - Huntington Beach Planning Department Staff Report pertaining to the adjacent - O_.P.S.C. This report, dated February 17, 1988 contained an interesting item. A condition of approval (item 3f. ) stated that O.P.S.C. must dedicate a reciprocal driveway easement between O.T.S.-C. and Humana -Hospital . At some point in the tuLure Humana Hospital must also dedicate a reciprocal driveway easement "to be implemented at such time as the adjacent hospital property (Humana) is expanded or developed. " The proposed driveway would be along the north-south line between Humana Hospital and O. P.S.C. , approximately mid-way and- in-line with the existing east-west parking access aisle. After observing traffic circulation for two weeks it would not appear to be beneficial for Humana Hospital circulation or parking to allow this access. In fact, this access would remove . up to 4 spaces. Emergency vehicle access would not be significantly improved. Circulation efficiency within the Humana Hospital grounds would no doubt diminish, and patrons of O.P.S.C. would likely continue to park on Humana property. This represents a request to expand the Huntington Beach Medical Center by 5,000 square feet in order to increase the size and capabilities of the existing emergency room and out-patient facilities. Included in the proposed expansion is a request to delete conditions imposed by the Planning Commission through Conditional Use Permits 84-16 and 87-48 that required a total of 934 parking spaces, 22 spaces above the requirements of the Huntington Beach Ordinance Code, and instead provide 925 parking spaces.
