STATEMENT OF ISSUE:

Transmitted for the City Council's consideration is an appeal to the
Planning Commission's denial of Conditional Use Permit No. 81-8,
Tentative Tract No. 11417 and Tentative "larcel Map No. 82-552. Said
applications are for the development of a 492-unit planned residential
development tc be located on the south side of clay Avenue between
Huntington and Main Streets.
RECOMMENDATION:
The Planning Commission and staff recommends that the City Council
uphold the Planning Commission's denial of Conditional Use Permit
No. 81-8, Tentative Tract No. 11417 and Tentative Parcel Map
No. 82-552.
