3. The use is existing on a site under temporary permit authorized
by the City Administra-Zor' s Office} similar to authorization
permitting fairs and carnivals to operate within the City for
brief periods.

4. The State will not permit a permanent facility on the site , but
a lease agreement with Fun-Masters For this facility has been
consumrrnated with the State .
