Location : Southwebt corner of Atlanta Avenue and Beach Boulevard. Request : To hermit an 928 unit apartment complex on approximately 29 . 52 Acres of land in PP Y the R5 Office-Pr.ofessinnal and R5-0 Office- Professional combined with Oil Districts with j a none change request on file for RN Multiple Family Residence District . Approximately 9% of the units within this development are to be 4 stories in height . Such development to be developed under the density as permitted within the R3 Limited Multiple Family District. Reasons given by the applicant : ( In Brief) The development will be in conformance with the general intent of the master plan and will be complimentary to the community and local neighborhood . Staff Recommendation: A list of conditions far apprcval were recommend , if the Planning Commission concluded that there was justification for granting the request. Planning Commission Action: Approval of Phase 1 and 4. With the following conditions: 1 . A precise plan shall be submitted to the Board of Zoning id just,ments for conditions of approval. Such plan zhall delineate all structures within the apartment. development. Also, such plan shAll conform to all applicable provisions for apartment development. 2 . At lnnta Ave . shalt be dedicated ,and full im- provod to City Standards at the time each par- cel is developed . Improvements shall include street trees, street signs, street lights , fire hydrants , sewer and water main extensions . 3. Water supply shall be through the City of Hunt- ington Beach' s water system. 4 . Sewage disposal shall be through the City of Huntington Dec:eh ' s sewage system. 5. The water, sewer, and fire hydrant systen shall be approved by the Department of Public Works ai.d Fire Department . 6. A drainage plan shall be provided to Department of Public Works spccificntionc . ? . The property sitall participate in the local drainage assessment: district . 8 . Soil reports , ns required by the Building Depart- ment and Department of Public Works shall be submitted to thr. City prior to issuance of build- ing permits . 9 . All uLS. All private streets shall meet the minimum standards for planned rebidential developments as adopted by the Planning Commission. 13. The height of said wall shall be such that the toe will be 6 feet above the highest gruund surface within 20 feet of the common property line . 16 . There shall be no fence , structure , or landscap- ing constructed or maintained over 3-� feet high within a 10 ft . by 10 ft . ,-riangular area at the intersection of driveways and streets or within a 25 ft . by 25 ft . triangular area at ..2- the intersection of streets . 17 . No structures , other than those shown oil the plot plan, as .-approved by the Board of Zon- ing Adjustments shall be constructed within the apartment project . 18 . All applicable City Ordinances shall be com- plied with. 19 . If the project is developed in increments , a Division of Land application, separating this parcel from the r. emnining property held under the same ownership, shall be filed with the fram-City, approved and recorded prior to any ing inspection. 20 . After freeway right-of-way acquisition, the plan shall be resubmitted to the Board of Zon- ing Adjustments for review and conditions . One property owner asked about the ch-ninage problem, Two property o%,mars spoke in favor of the request . 4 . The property consists of approximately 35 acres of land at the southwest corner of. Atlanta Ave. and P.ench Blvd . 5 . This property is zoned R5 , R5-0 and C3 and is master planned office and professional use . The proposed project is within the slid-Beach Study Area which proposes to cstahlish a small area for hotel use at the corner of Atlanta and Beach with another small, area for office and professional uses to the west and abutting the hotel use . The remaining portion of the property is proposed for medium density residential de- velopment . These changes to the blaster Plan of land Use are tentative and have not been approved by the Planning Commis- sion or City Count:l . 6 . Properties to the south and west are zoned R5 and developed as trailer parks . Property to the north is also zoned R5 and vacant with a *railer park approved on 37 * acres ap- proximately 1000 ft . north of Atlsrta Ave. The C4 property to the east across Beach Blvd . is developed as .a shopping center . 7 . The applicant .proposes to construct an 828 unit four-story apartment coiuplex , on a proximately 3•' acres of the 35 acre request. The balance �s proposed for commarcial development . S . The State Division of ilighways has indicated that additional right-of-way will be required for the future freeway along Beach Blvd. . 9 . The Department of Pub.J.c Works has indicated that a drrtinage problem does exist on the property, but that the developer iias been working with them on a plan to correct the problem. 10 . This application was required because 4 story buildings are not permitted in any residential zone . The project :ill be constructed at 27 units per acre, or less than R3 density, and to all other applicable provisions of the R3 District . 11 . Zone Case No . 69-22 was filed in conjunction with Conditional Exception No . 69-26 . The Planning Commission continued the public hearing until February 3, 1970 . Respectfully ubmitted , K. A.
