The applicant proposes to operate an auto dismantling yard with retail sales of auto parts, in the Ml district on a 4. 8 acre parcel of .land which is master planned for light industrial use. 2. The property is located t.n the south side of Slater Ave. approximately 1.320 f t. west of Beach Blvd . 3. Automobile dismantling and used parts storage, when operated and maintained wholly within au enclosed building is pex-.01tted in the MI DistrLet. A motor vehicle storage yard is also per- mitted tsub j ect to approval of a use permit provided the re- quirements concerning such use are complied with. In this case, the applicant proposes to conduct the auto dismantling outside the building. 4. The parcel in question is on the fringe of the central indus- trial area. The property to the east, which is zoned R2 Two Family Residence District, has as approved tentative map for single family 'homes and item numbers 13 and 14 on the agenda propose to chsnge the zone to permit a mobilehome park.. The property to the north across Slater Ave. is zoned R3 and developed as a multiple family residential area. The pro- perty to the west is zoned 141 and the property to the south is zoned R3 and MI. 5. Item no. 11 on the agenda, Precise Plan of Street Aliment 70-1 proposes to precise plan a north-south connection between Speer Ave. and Slater Ave. along the east property line of thin parcel. Any action taken by the Planning Cow- mission on ` the Precise Plan Alignment should he codaidered in this request-:. The proposed street has been shown on , the applicant' s plot plan. R r b. The applicant proposes to construct pan office and storage is building in the front portion of the property and to con- struct an 8 ft . high decorative masonry wall parallel to and 59 ft. from Slater Ave . He also proposes to construct an 8 .ft. high metal fence along the. Cast, south and nest property lines. 7. An application aimiLar to this wasp approved by the Planing Cocsmission in March of 1969. The property was situated on the west side of Gothard 5t , 65U ft. north of Elli e, Ave. In that case, the applicant constructed a masonry wall and building parallel to Gothard St. with metal fa3ncing along the side and rear property lines. The difference between this request and the request presently being considered by the Planning Commission is that•, the metal fence for the auto wrecking yard on Gothard St. was only constructed on interior property lines and the material was approved by the Planning Commi hsion. The sapplicant, in this; case,, pro-- poses to construct the metal fence on the two local sstarects, Speer Ave. and till=_ proposed street and has not submitted samples of the t fpe of metal to be used. 8. Although the :aappl'..c&nt proposes to construct a ti 8 ft. high decorative masonry gall along the front property line, this gall will. not :acrceu the auto storage and d1snKntUr,,& area free the R3 property to the north because the R3 area is at a higher elevation than the wrecking yard, making it possible for the residents living along Jacquelyn Lane to view the wreciting yard from their front yards and for vehicles tr3valing south on Jacquelyn Lazne to also view the wrecking yard. 9. Slater Ave. , Speer Ave. and the proposed atreet along the east property line shall be dedicated and fully improved to City standards. Improvements shall in- clude street trees, street lights, fire hydrar.ce, sewer and water main extensions. 2. Water supply shall be through the City of Huntington Beach' s water system. 3. Sewage disposal shall be through the City of Huntington Beach' s oevage system. 4 . The crater, sewer and fire hydrant system shall be approved by the Department: of Public Works and Fire Department. 5 . The property shall participate in local drainage assess- ment district. 6. All utilities shall be installed uoderground. 7. Fire alarm system conduit and appurtenances shall be installed by the developer at locatione and to speci- fications provided by the Fire Department;. S. Access thrvc-:,;.izout the yard shall be approved by the Fire Department. g. An 8 ft. high decorative masonry wall, hall be constructed ale the eaat� and south property lines. Said vall shall be set back 5 ft. from the future right-of-gray line of the proposed street and 5 ft . from Nue ner Ave. The area between the mall and right-of-rosy shall be landscaped. Such landscilping shai 1 be a��xxpr-)ved by the Department of Public, Works and the IrTanLing Department . 10. Trees shall be planted and maiAtained alon& the north, south and east portion of the property to facilitate screening the yard from the nearby residential arc:as. The type, placement and size of such trees bball be approved by the Department of Public Works and P1aLning Department. 11. Sprinkling systems shall be installed in all landscaged areas. 12. The location of all gates shall be &pproved by the Traffic Erigineer. Such gaga ahall be solid so an to screen the operat on from vier and 'still be constructed to the height of the masonry ball. 13. Gentlemen:- We attended a public hearing at the Council ChAmbexs at 7 P.M. on Feb 17th in regard to tho "Conditional Er_-�eption # 70--10". , This proposal ©et v{,th much opposition, and justly no. ray husband. and I, as well as my sister, Myrtle Torncvacca, were among those who I opposed this permit for a wrecking yard. We own our homes here and our property lies adjacent to the proposed site .
