Both parcels of land are situated in the "old town" portion of the City and the requests are similar, therefore, the stuff has combined their convents for both conditional exceptions into one staff report. 2 . Conditional Exception No. 70-20 is of.ittated on the west side of 15th St. , 100 ft., south of Pecan Ave. in the. M zone . Conditional. I: 'aeption No . 70-23 is situated at the southeasterly corner of Pecan Ave. and lbth St. It is also zoned R3. 3. The applicant proposes to construct, a 22 unit apartment complex: on both parcels of 'Land, each having 100 ft. of frontage and 11,750 sq. ft . of area. This density is in deviation to the maximum of 12 units pe=itted by ordinance. This conditional exception will rasult in an increase in density from one snit for each 950 sq. ft. of lot area to one unit for each 534 sq . ft. of lot: area. 4. The Planning Commission, at a prior meeting, instructet' the stuff to prepare standards for multiple family devc,;►opM,' meets in the downtown area. These standards have been pro- ceeding at staff level and should be presented to the Corn- mission at the April 28, 1970, Study Session or at a 'etudy session during the month of May. 5. With regard to this request, the staff offers the follawingt a) According to the existing iequiremente, the only excep-. tion .being requested Lit the number of spetrtment units. b) In termq of. the standards iteutstLvely proposed by the r u& is offared , staff khe- folloari r , f r �.) The ramp leading to the subterranean parking on ' Conditional Exception No. 70-23 iz situated `too close to tho exterior side property line. The staff feels that this driveway sh,.uld be arranged so as to be set back further from the adjacent street . 2) Parking has been designed to back direfstly onto the alley. This is permitted by ordin8nce; however, there has been some discussion at staff level to require that all parking enter the alley from an on-site driveway. 3) Igo guest parking has been provided. The standards proposed by the staff and suggested by the Coomission indicate that guest parking should be provided at a ratio of 1/2 space per unit . Other mahl odo of pro- viding guest parking have been discussed by the Commiazion such as using the existing itreet areas and abandoning the right-of-way but have not 'been agreed to by the City. 4) Open space requirements do not appear to meet the existing standards of 200 sq. ft. of open space per unit nor does it meet the proposed standards which are allocated on a floor area basis, 5) Five ft. side yards have been provided. The question of side yard requirements has been diRcasssed by the staff and there are several alternatives to this requirement. They are: (a) requiring a fixed side yard xequirement ; (b) Tying th? side yard requiremant to i:he height of the building; ,and (e) tying the side yard requirew-=t, to the amount. of parcel frcntasec j Co, It appears that the width of several of the pca'rking stalls is insufficient in terms of the existing Q..dinance and proposed atandaids. Specifically, the j stalls adjacent to a gall are required to" be 12 ft. in width. This hae not been delimited on the 'plans b. If guest parting requirements are strictly Enforced, such as required in all other areas of town, the plan submitted by the applicant would only permit a maximtIM of 17 units. This will result in a loss of 5 units . The staff has prepared a tentative parking laycut which pro- vides all of the parking within the structure and does not permit cars to back onto the alley. ThP plan also provides additional open space. This would, hcnfever, result in the loan of an additions) unit, thereby per- mitting the applicant to construct 16 units. 7. With regard to the proposed density, it should be noted that the density proposed in this application is within the limitations tentatively being consi.dernd by the staff. 8. It should also be noted that anotber application in this area of to•.m requesting exceptions ro the present zoning requirements was considered by the Planning Com- 6iission at a prior meeting and continued to June 7, 1970, to allow time for tiz-.-- Planning Coi=i.saion to review the proposed development standards . 9. it is the consensus of the staff that theaih proposals are in general agreement vrith the staff' s proposal with the exception of guest parking.
