Both parcels of land are situated in the "old town" portion of the City and the requests are similar; therefore, the staff has combined their commenta for both conditional exceptions into one staff report . 2 . Conditional Exception No. 70-20 is situated on the west: side of 15th St. , 100 ft. south of Pecan Ave. in the R3 zone. Conditional Exception No . 70-23 is situated at the southeasterly corner of Pecan Ave . and 16th St. Tt is also zoned R3. 3. The applicant proposes to construct a 22 unit apartment complex on both parcels of land, each having 100 ft. of frontage and 11 , 750 sq. ft . of area. This density is in deviation to the maxi.m= of 12 units permitted by ordinance. This conditional exceptionwill result in an increase in density from one unit for each 950 sq. ft. of lot area to one unit for each 534 sq . ft. of lot area. 4. The Planning Commission, at a prior meetiba, iustructed the staff to prepare standards for multiple faeaily develop- i meets in the downtown area. These standards have been pro- ceeding at staff level and should be presen►:ed to the Can- mission at the April 28, 1970) Study Session or at a otudy session during the moath of May. 5. With regard to this request, the staff offers the follovings T a) According to the enis ri eaLing equir nts, the vny *=op- tion being requested is the number of apextsmot ;melts. b) In terns of the standards tentatfvtly ptiapo+red by the staff, the follawi.ng is offered: 1) The ramp leading to the subterranean perking on Conditional Exception No. 70-23 is situated too close to the exterior side property line. The staff feels that this driveway should be arranged so as to be set back further from the adjacent street. ?.) Parking has been designed to back directly onto the allay. This is permitted by ordinance; however, there has been acne discussion at staff level to require that all parking enter the alley from an on-site driveway. 3) No guest parking has been provided. The standards proposed by the staff and suggested by the Commission indicate that guest parking should be provided at a ratio of 1/2 space per unit . Other methods of pro- viding guest parking have been discussed by the Commission such a9 using the existing street areas and abandoning the right-of-way but have not been agreed to by the City. 4) Open space requirements do not appear to most the existing standards of 200 sq. ft. of open space por unit nor does it tweet the proposed standards which are allocated on a floor area basis, 5) Five ft . side yards have been provided. If guest parking requirements are strictly enforced, such as required in all other areas of town, the plan submitted by the applicant would only permit a mximn of ly uaitc . This ri1l result in a loss of 5 units . The staff has prepared a tentative parking layout which pro. video all of the perking within the structure and does not perwi.t cars to back onto the alley. The plan also provides additional open space. This would, how*vcr, result in the loss of an additional unit, thereby per- mitting the applicant to conztruct 16 units . i 7. With regard to the propoaad density, it should be noted that the density proposed in this application is within the limitations tentatively being considered by the staff, 8. It should also be noted that another application in this area of town requesting exceptions to the present zoning requirement-8 was considered by the Planning Cosa- mission at a prior meeting and continued to June 7, 1970, to allow time for the Planning Commissiot: to review the proposed development standards. 9. It is the consensus of the staff that these prarposals are in general agresaant with the staff s proposal with the exception of guest parking. The staff feels that, the guest parking requirement in this area of town is an absolute necessity and if the Ccomission concludes that the plant is acceptable, the staff recoaoatends that the plan ba approved subject to the applicant providing 1/2 guest parking spare per unit and that the final, plot plan be submitted to the Board of Zoning Adjustments for approval . Specifically Ow applicant is four parking spaces shy on Conditional Zxception No. 70-23 and seven parking spaces shy for Conditional Exception No. 70-20. However, the prise of the lot , plus an ndo i tiona i for the subterranean parkin , plus the rents receiveu in this area , make it economically unsoum to Budd less than 22 units . The remuirecrent of 30io guest parking is a good standard to aint for in the future, but at present time is far to radical.. The area between Sixteenth and Golden nest is still overrun with oil wells and pumps and no action has started in their removal or cleaning up of this area. As this area is cleaned up, other developers anu residents will come into the downtown area . The consensus of opinion of the general public in regard to downtown Huntington Eeach is extremely negative, in it ' s present state. It is quite evident that the row•th will have to depend on developers as the old time residents are eitker disinterested or have closed minds in regard to progress. The City Council , Building uepart=nt and Planning Department state that they are earnest and interesteo in the development of the downtown area ; Own shouldn' t they consider the economical side of bringing people , into t w area. I will be more than happy to build what they want in the downtown area, but 11. would need to see in figures a profitable return for mnaney invested.
