The Staff has reviuued Conditional Exception No. 71-20 and offers the follouing information for your considerations 1. The application has been filed to permit: a. An oxistirg warehouse structure to be used for retail sates wM a smell area for an auction facility. b. The use of temporary parking an a separate partial of lard located to ,the west. c. A uaiver of on-site and off-site ;mprovements for said parking facil ity for a period of two years. 2. This Conditional Exception partains :.a an 5.91 acre Marcel of land located at, the northeast corner of Heil Avenue and Gothard Street in the M; Light industrial District. 3. This application has been filed bocnuse: n. Commercial U�es are onl; permitted in the industrial 01:trict when they are an adjunct to a permitted industrial use provided such commercial use is not open to the general public. In this cage, the commercial activity Will be open to the general public. b. Parking for such use must be provided on-oite with a permanent parking facility. In thin case, the parking is to be provided on the adjacent parcel and the applicant has requested permission to waive the .improvement of such parking lot for a period of two years. He has also requested permissiun to waive the off-site improvoments for a period of two years. Auction houses are permitted in Oa fil Light Industrial District. 4. The applicant has indicated to the Staff that the ve:idors or those persons conducting Lho retail sales activity, would rent floor space in order to conduct their activities. 5. The police Dep' :ment has expressed concern With the pcssible sale of stolen goods within this type of operation. have indicated thst further investigation of this matter would ba conducted and if deemed necessary, a report Would be soul;Witted to tho Planning Com pission at .their April 6, 1971, mooting. The applicant has not submitted a detailod floor plan of the proposed la our , therefore, it is impossible to detp*m+ne the exact number a" parking spaces required for this type oP facility. Also, the applicant hau not submitted e layout for tha parking lot on the adjacent parcel, making it impossible to determine whether or not the required parking can be provided. If it is the consensus of the Commission that this type of use should be per' - milted, it is the Staff 's recommendation that the matter be referred to the Board of Zoning Adjustments to determine the amount of parking to be provided for this use and to determine whether or not the required parking can be satisfied on-sit9 and on the adjacent parcel. 7. Property to I .--, north, west and south Is zoned industrial and is vacant. Property to the east, across the Pacific Electric Railroad Right-of-Way is zoned kl and developed With single family homes. 8. The Police Department has indicated that a similar operation located i- the City of Long Beach has generated an extremely high amount of traffic, causi.n traffic problems. This is an important coraideration because although ,4eil Avenue and Gothard Stroat are secondary :.:terial highways existing improvements are limited to ono lane of traffic in ecch direction. 9. The Staff is concerned with the compatibility of this uou with the adjacent R1 uses, especially the difficulties that would be caused by the parking and traffic r fee s that without full on-�eity and off-site problems. ,he Staff also l , improve- ments these problems would be greatly magnified. 10.
