Haney DBA Scrubby Bear The above reference Conditional Exception proposes to permit a travel trailer and rocreation vehicle park on a 1 .89 acre parcel of land bounded by 12th Street, 13th street , Walnut Avenue and Pacific Coast Highway in the C3 and C4 di&tvicts. This application was first heard by the Planning Com- mission at their April 20 , 1971 meeting, at which time it was the consensus of the Com=ission that this type of facility is desirable within the City. However, concern was expressed over the methoes to be used to limit the length of stay for earth recreation vehicle, the number of persons to be residing in the park and the appearance from the public street, E The Commission continued action on this matter to the Hay 4, 1971 meeting and requested the applicant to submit additional information including a lis:: of similar facilities in the area for the Commission to review. Although these driveways arc private in nature , the Dept , of Public Works feels tut plan is acceptable , 11 . The Staff feels the following requirements should be imposed : a . The pads should be covered with gravel or an oil mix. b . The length of time per -stay should be limited to two (2) weeks . c . A screen wall should be constructed around the perimeter of the site . The design , of which should be approved by the Board of Zoning Adjustments , d . Laundry 'o—ilities should be provided on-site . e . The exis:.ing residence should be upgraded to Building Dept. requirements . Tne streets should be improved to Dept , of public Works requirements . l2 . The Staff can find no objection to this use. The 'applicant has proposed to establish a recr: ational .trailer and camper park on Pacific Coast Highway between 12th and 13th Streets. The: park will consist of 93 spaces, of which 43 are pull thru spaces intended for autos with trailers and 45 back-in spaces for ruck campers and vans. A recreatl.anal trailer park of this nature is required to conform with the reg;Airements of the California Administrative Code, Title 251 Chapter 5. Thf: state code requirements cover such items as driveways , sanitary facilities, occupancy regulations and setbacks. The proposed plan has been reviewed with regard to these requirements and it appears that the layout conforms. Some of the major scat- requirements that pertain to a park of this type are as follows : 1. A caretaker responsible for the maintenance of the park nest be within the i=ediate vicinity. An existing single family residence and garage on the property is designated for Lois purpose. 's 2. Driveway Widths for L o--ay traffic must be a tninimuum of { 16 feet. he applicant has proposed 24 foot minimum drives. t - Conditional Exception 21-21 Page 2 April 14, 1971 ' 3. Toiltts and lavatories for the use of tenants shall be pro- vided on the basis zf one toilet and l -+atory for each sex for each 15 lots not equipped with grater And sewer hook-ups. Ttie 45 back-in spacea are the only dependant sites, without sewer and seater, and three toilet locations Are provided. 4. One trailer sanitation station or dump station is required for each 100 space3, A trailer sanitation station is provided on site and will be required to be constructed to comply with state codes for design. The uses allowed in a park of this type are travel trailers, camp cars, recreational vehicles and tents. The tents are restricted to six months in a calendar year.
