Reasons gives by the applicants (In Brief) This will allow a temporary use until such Lime as the full block will bye developed to itt greatest use. Additional Information: One property owner and the applicant spoke to favor of the request. Five nearby property owners spoke in opposition to the request. Haney DBA Scrubby Bear The above reference Conditional Exception proposes to pennit a travel trailer and recreation vehicle park on a 1 .89 acre parcel of land bounded by 12th Street , 13th Street , Walnut Avenue and Pacific Coast Highway in the C3 and C4 districts. This 4 application was first heard by the Planning Com- missiQn at their April 20 , 1971 meeting, at which time it was the consensus of the Commission that this type of facility is desirable within the City . However, concern was expressed over the methods to be used to limit the length of stay for each recreation vehicle , the number of persons to be residing in the park and the appearance from the public street. The Commission continued action on this matter to the May 4 , 1971 meeting and requested the applicant to submit additional infonnation including a list of similar facilities in the area for the Commission to review. I ' The applicant has proposed to establish a recreational trailer and camper park on Pacific Coast Highway between 12th and 13th Streets. The park will consiot of 93 spaces , of which 48 are pull thru spaces intended for autos with trailers and 45 bank-in spaces for truck campers and vans. A recreational trailer park of this nature is required to conform With the: requirementL of the: Caliiornia !administrative Code, Title 25, Chaptur S . Thi: state code requirements cover such items as driveways, sanitary facilities, occupancy regulations and setbacks. The proposed plan has been reviewed with regard to these requirements and it appears that the layout conforms . Some of the major state requiremxnts that pertain to a park of this t/pe are as follow, : 1 . A caretaker responsible for the maintenance of the park must be within the Lawdiatc vicinity. An existing :jingle family residence and garage on the property is desi&nated for this purpose . 2. Driveway widths for two-way traffic must be a minimum of 16 ..-;!et. The applicant has proposed 24 foot tainimum drives. The 45 back-in spaces are the only dependant sites, without never and water, and three toilet locations are provided. 4. One trailer sanitation station or dump station is required for each 100 spaces. A trailer sanitation station is provided on site and will be required to be constructed to comply with stare codes for dtsign. The uses allowed in a park of this type are travel trailers, camp cars, recreational vehicles and tents. The tents are restricted to nix months in a calendar year. Uses not allowed are cabanas or permanent buildings of any nature on trailer or camping lots , exclusive of caretakers quarters.
