Dear -ity rounell:

This letter is to support the City Council in enforcing zoning
regulations and in denying variances that increase the density.
The 11.13. City Planning Com-ntsslori has recognized the pitfalls of
too high a ie. rs i ty. The trend in toward o "lower" density than was
previously authorized . Too high n rental unit density causes:
.higher city taxer for educatior. and other city services.
.grea ter trnff is congrsti ors .
.parking problems.
.passably a faster leteriorntlon of Living units resulting In:
.trend toward:- sliirn sirens and n hiahpr incidence of crime, more
tEix n .
Apartments ars- an a ntf ntial ;.art of Any city. But too high a
concentration in not in 011- h- st interests of the city or its
ras t,i ents .
1 . "Isrher pro2erty_ taxes.
Increasina the density brings higher taxe±4 to the lnaivldual
property owner. The cost of sprvicec to each individual is greater
than the income derive,! from his, living in the city. The difference
Is mpwlla uo by:

.city property tax
The mere build inr of tore arnrtme.nts does not create more industry

residents are taxer', tore hncnusr of vremtrr apartment density.
t . Deterioration of 11vinsr units.
Overbuilding lea ! s to vacancy. Apartment owners compete by
lowering the rent nnI cutting expenditures on upkeep. This inevitably
brings deterlorat! on of living units along with slum-like_oonallions'
higher crime rote, resultant loss of revenue, then higher RroRgry
tmxes.
vsriance is not justified just because no (or few) people within
300 feet of the proposed construction object. This In because:
1. if the Immediate area is sparsely settled o* consists largely
of absentee owners. they have less concern for the residents of trio
surrounding area. They may not care what happens so long as their
profit potential is enhanced.
2. many developers are rcneerned only with maximizing
Immediate profit without concern for the future ronsPquf-,noes of
Ole area. After building, the promoter may never live in the
building. may lives in it a short while or may Sell as quickly as
Possible. die I s rMie his money and now looks to other opportunities.
3. Many people may not feel confident in how to protect their
neighborhood rights, mny be too shy to speak up In public meetings
or may be busy or t tre,' or feel the proePeO ings are too tedious and
lengthy. Thun the .sent irnrnt in none arvafi .r.ny not he voiced.
,Additionally vane fefn the- nituatior 19 no obvSoun that someone else
jtjst naturally wi1'l take cary of it.
1009f of the property owners that we were Able to contact in our
immediate area strongly favor mairtairinc the area as zoned. They
objected to Frantirg variances to alloy a higher oenslty construction,
I feel this is the prevnilir.c opinion of property -owners for their
itmmed iP to nPichborhoo0s.
'fven If' r. objections tire raiser. to proposed variances (because
of reasons-:)vered above), vttrlancAs_ that increase the density
Should not be rrnnted .
N.xceptionn Tight be considered nl-y for people who have lived
for Sometime at the site of the proponed varience^ and who bring
several. resident property owners in the im-mt. ; is to ne.', ghbo rhood wh i
voice their approval.
hppropri.nte z!nninFr rerulAtions Are urieless if they are circumvented
through vtirigr.crs thn t allow construction to change the image as
zoned . This inclur'rs npnr'tmen t-1 ike buildings in an H2 zone and
massive apnrtment bull i inp,Q in .91 -7r-nes.
