This application is a request to pe mit a temporary parking lot on the northwest corner of Brookhurst Street and Pacific Coast Highway in the R5 Office Professional District. 2. The property consists of 2.6 acres of land. It is located within the State Division of Highway' s right-of-way for the Pacific Coast Freeway. 3. The applicant has received permission from the State Division of Highways to conduct this use subject to the following conditions: a) Approval from the City of Huntington Beach. b) They meet the terms and conditions of the lease agreement as required by the State. I 4. The zoning and land use of the surrounding area is depicted on the attached map. 5, This area has an extreme ;:arking problem in the summer months because of Its proximity to the State Beach. It is the consensus of the Staff that this use will relieve a part of this traffic congestion. 6. This application indicates that the parking lot will be improved with minintim improvements. These improvements consists of leveling the lot, compacting the soil and spreading an oil mix over the entire parcel. They, also, propose to install AC pavement to the existing pavement on Brookhurst Street. No landscaping has been proposed on this site. 7. Provisions of the Huntington Beach Ordinance Code are such that a l l parking lots must be paved to Building Departmcnt standards, 3% of the site must be landscaped, a 32 inch high masonry wall must be constructed five feet from the right-of-way line and the area between the wall and sidewalk must be landscaped, irrigation facilities must be installed and the park- ing lot must be striped to delineate the parking stalls. ;t is the consensus of the Staff that the parking lot should be paved with some material more: substantial than an oil Unix, that the site should be landscaped and the parking should be striped per city code. i I f T Staff Report CE No. 71-33 Page 2 I I 8. With regard to improvements along Brookhurst Street and Pacific Coast Highway, it should be noted that the code t•equires dedication and improvement of all arterial highways prior to the use of any land for any purpose. Because the applicant has not requested waiver of this require- ment, dedication must be trade and improvements installed. 4. Commercial parking lots are permitted in commerr.ial zonesl however, parking lots are only permitted in the M zone in conjunction with office professional use. 10. It is the consensus of the Staff that approval of Conditional Exception No. 71-33 is in order, however, conditions of Approval should be imposed to guarantee that this area will not become unsightly. If the Comninsion concurrs the Staff recommends the following conditions of approvals a) The site shall be paved to Building Department standards. b) Approximately 3% of the site shall be landscaped. c) The site shall be striped to City standards. d) The plan shall be referred to the Board o.
