RE: Appeal of 'Conditional Exception No. 71-33
Conditional Deception No , 71-33 for establishment of a temp-

oraxy parking facility at the northwest corner of Brookhurst
Street and Pacific Coast Highway was disapproved by the Huntington
Beach Planning Commission on June 15, 1971. Bests of the denifil
was stated as absence of evidence of hardship.
Ir was not the intent of tc,a applicant to show hardship. It
is the intent of the gpplicant of be able to utilize the referenced
property as an immediate, temporary solution to the i,bsonce of
parking facilities and ever ircrensing traffic congestion that occurs
during the summer months at this location. The Planning Commission
Staff has formally t•tared that usage of this land as a parking
facility would relieve part of tt a congestion Enrich wi11 only
worsen wit►. the passage of time .
Brookhurst Str:�et is a major artery feeding into Pacific
Coast Highway at which point there are no off street Parking
facilities , only street parking %rhich creates automobile and
pedestrian traffic hazzards. Present: usage of ntreet parking
finds cars parked as for as three to four hundred ynrda past the
Intersection. of 9ushard and Broolchu;:st streets.
There is an ever increasing demand on the existing beaches
within the city. On Weekends tha parking supply is such that
people: have to wall: up to one-half mile just to &et to the b-uttc1h
that their tax dollars bought and paid for. ;
It is ludicrous that there are acres of• unused Land at the
cotraer of Brookhurst Street and Facifi4 Coast Highway doing '
nothing but g»'owing weeds and accumulating trash.
The Planning Commisslon Staff recommended that the'areA
be paveOd wLth a, mntar aL more nubstantial than an oil mi.% a31

any Lease with the State of California will be Urnited to three

dition at the expense of the lossee . In view of the uncertainty
of the length of time of the lease and conditions ...niposed as rc'

restoration, it in economically unfeasible to attempt to provide
more than grading, oil mix application, parking bumpers and line
striping. Ultimate usage will be approximately 12 to 15 wee.

Applicant: Seakist Enterprises incorporated

The Staff has reviewed Conditional Exception No. 71-33 and offers the following
information for your ;onnideration:
1. This application is a request to permit a temporary parking lot on the
northwest corner of Brookhurrt Street and Pacific Coast Highway in the
R5 Offlce Professional District,
2. The property consists of 2.6 acres of land. It is located within the
State Division of Highway's right-of-way for the Pacific Coast Freeway.
3. The applicant has received permission from the State Division of Highways
to conduct this use subject to the following conditions:
a) Approval from the City of Huntington Beach.
b) They meet the terms and conditions of the lea;. a agreement as requixed
j by the State.
G. The zoning and land use of the surrounding area it depicted on the
attached map.
5. This area has an extreme parking problem in the summer months because of
its proximity to the State Beach.
It is the consensus of the Staff that this use will relieve a part of this
traffic congestion.
6. This application indicates that the parking lot will be improved with
minimum improvements. These improverretita consists of leveling the lot,
compacting the soil .and spreading an oil mix -iver ti:e entire parcel .
They, also, propose to install AC pavement to the existing pavement on
Brookhurst Street. No land3caping has been proposed on this site.
7. Provisions of the Huntington Bench Ordinance Code are such than all parking
lots must be paved to Building Department standards, 3% of the site must
be landscaped, a 32 inch high masonry Wall crust be constructedfive feet
frncn the right-of-way line and tae area between the wall and sidewalk
crust be landscaped, irrigation facilities must be installed and the park-
ing lot must be striped to delineate the parking stalls.
It is the consensus of the Staff that the parking lot should be paved with
sca,e material more substantial than an oil mix, that the site should be
landscaped and the parklag` should be striped per city code.

8. With regard to improvements along Brookhurst Street and Pacific Coast
Highway, it should be noted that the code requires dedication and
improvement of all arterial highways prior to , the use of any land for any
purpose. Because the applicant has not requested waiver of this require-
ment, dedication must be made. and improvements installed.
9. Commercial parking lots are permitted In commercial zones 1 . however, parking
lots are only permitted in the R5 zone in conjunction with office
professional use.
10. It is th
e consensus of the Staff that approval of Conditional exception
No. 71-33 is in order, however, conditions of approval should be imposed
to guarantee that this area will not become unsightly.
If the Commission concurrs the Staff recommends the following conditions
of approval;
a) The site shall be paved to Building Department standards.
b) Approximitely 3% of the site shall be landscaped.
c) The site shall be striped to City standards.
d) The plan shall be referred to the 3onrd of Zoning Adiustments to
establish such additional canditions as deemed necessary.
