Although it vas shown that this request met all of the requirements of Article 983 of the Huntington Beach Ordinance Code, the Planning Ca=iLSion denied the application on the basis of no hardship and subsequently announced a policy that the Conditional Dzeeption was not the proper approach to reactivating an oil. well. The proper method being a rezoning, in thin case, htLv:ing the "0" suffix replaced, since it had previously been removed; and that tais could be donn only if the applicant could shcw that the "0" suffix .sai'l been removed by mistake.
