Although it vas shown that this request met all of the requirements of Article 983 of the Huntington Beach Ordinance Code, the Planning Ca=iLSion denied the application on the basis of no hardship and subsequently announced a policy that the Conditional Dzeeption was not the proper approach to reactivating an oil. well.
