We have taken in consideration Clean Views, Open Space and Recreational Needs for the residents. Because of the architectural efforts designed into this project we are rec+uuestinq the following special permits. 1 14 .696 Compact Spaces. Vista Catalina actually has enough lot area to allow for current zoning of 42 condirniniums. Vista Catalina is designed for only 32 condiminiums allowing the units to be larger and more luxuries. Compact spaces are rrquired to rneot the on parking space requirenm t nrrdod. The size, depth , frontage , street width , and other design features of the proposed one lot subdivision for condominium purposes and alley vacation are in compliance with the standard plans and specifications on file with the City as well as in compliance with the State Map Act and the supplemental City Subdivisfon ordinance . 2 . The property was previously studied for this intensity of land use at the time the land use designation and Downtown Specific Plan, District 2 toning designation were placed on the subject property and will accommodate the development of 32 condominiumc . 3 . The General Plan has set forth provisions for this type of land use as well as setting forth objectives for the implementation of this type of housing . 4 . The site is relatively flat and physically suitable for the proposed density of 23 . 7 units per gross acre . S . Coastal Development Permit No. 88-13 is consistent with the CZ suffix toning requirements and the Downtown Specific Plan , as well as other provisions of the Huntington leach Ordinance Code applicable to the property. 3 . At the time of occupancy, the proposed 32 unit condominium project can be provided with infrastructure in a spanner that is consistent with the Coastal Clement of the General Plan . dO 4 . The proposed 32-unit condominium project conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act . 1 � 5 . The Mello Hill Affordable Housing Requiroment, Government Code Section 65590(d) , is satisfied in the following manner ; a . the City has provided density bonuses within three riles of the coastal zone which have provided affordable housing b. Due to the location and economics involved it would not bt feasible to develop affordable housing on this site. The value of the land coupled with the need to provide subterranean parking on site would prohibit the ability to provide for affordable housing . 1 . The site plan, floor plans , and elevations received and dated July 12, 1968, shall be the approved layout , subject to the following modifications : a . Patio walls facing interior side and rest yards shall be extended to the property lines . b. Parking spaces numbered 19 , 20 and 68 shall b-i a minimum 12 feet wide . C. Elevations shall be modified per Design 11eview Board reeommndations to reflect additional building movorment and upper story setback along Sixteenth Street elevation by offsetting the units 2 to a feet while maintaining an average setback of 15 feet and along the Pacific Coast Highway elevation by offsetting the outer walls of the upper floor end units a minimum of 2 feet and shall be subject to Design Review Board approval . d . Floor plans shall be revised to reflect recreation coon adjoining central courtyard . 2 . Prior to issuance of building permits, the following shall be completed : a . Submit a landscape and irrigation plan to the Department of Community Development , Public Woe:ks Department and Design Review Board for review and approval . Landscaping shall comply with tho Downtown Specific plan and Article 960 of the Huntington Beach Ordtnance Code . Plant material as specified In the Downtown Specific Plan shall be iesed. A detailed soils analysis shall be prepared by a registered Soils Engineer . This analysis shall include on-site soil sampling and laboratory testing of materials to provide detailed recommendations regarding grading , chemical and fill properties , foundations , retaining walls , stzeets , and utilities . J . A parking management plan shall be submitted to the Department of Community Development for review and approval to assure appropriate distribution of compact parking stalls . k . All backflow devices . Edison transformers and other equipment shall be shown on the sits plan and shall be located out of the front and exterior side Yard setbacks , where feasible.
