STATEMENT OF ISSUE:
Transmitted for consideration by the City Council is an appeal to the
Planning Commission's approval of Conditional Use Permit No. 79-23 and
Tentative Tract No. 10853, a request by the Mola Development Corporation,
to construct a 224-unit condominium project on a 12.5 acre site located
on the east side of Bolsa Chica Street approximately 700 feet south of
Warner Avenue (see attached area map). A portion of the site was
formerly used for disposal of hazardous wastes. Also being appealed is
the Planning Commission's a_•ption of Environmental Impact Report No. SO -
The Planning Commission adopted EIR 80-5 with the finc.ing that it is ade-
quate and in conformance with the California Environmental Quality Act.
RECOMMENDATION:
The Planning Commissio,� and DetT,�-lopment Services staff recommend that
the •City Council uphold the Pl;nning Commission's approval of Condi-
tional Use Permit No. 79-23 anc Tentative Tract No. 1 53. The Commis-
sion and staff further recommend that the City Council uphold the
Planning Commission's adoption of EIR No. 80-5 as being adequate and
in conformance with the Califo:,i, Environmental Quality Act.
