AMUS x S : Pacifica Corrarunity Flo;:pital is requesting permisc; ion to utilize the City police heliport site for helicopter landings for the transport. of }patients from Pacifica Community Hospital to tertiary care centers . They have indicated this would occur only in extreme emergency conditions where air transport would be a life saving measure such as ror cardiac patients or accident victims . It has been estimated that helicopter landings Mould occur on an average of nix times per year ; a maximum of 12 . This request is a result: of the hospital ' s inability to continue using an "emeager,ry only" , non-permanent heliport landing pad on an adjoining Delaware Strese't parkir.g lot due to a recent decision by the California Department of rransportation relative to such loading pads . The proposal is warranted and is consistent with the City ' s General Plan safety program to reduce loss of lift and use of the heliport, site would be safer than the hospital ' u current patient transfer method . However , the expanded use of the heliport site may not be compatible with su r rosrndi ng uses clue to increased helicopter useage of the approach/departure path over surrounding propertion and increased noise from additional helicopter landings . c u 7z vo 4o3 "own In June , 1984 , the City Council upheld the Planning Commitsion' s approval of Corditional Use Permit No . 64-8 for a police heliport facility which consists of or,e approach/departure pad , two landing pads , a hanger and parking area . It waa approved subject to the following c .)nditions : 1 . The facility shall be for the use of Huntington Rauch Pu'olic Safety Agencies . Use by other Federal , State or local Public Safety Agencies shall only be with the consent of the Nuntingtor. Beach Police Department for the purpose oV assisting the Huntington Beach Public Safety Agencies . Other Public Safety Agencies may use the facility on an emergency basis only . 2 . To approve , a concept , site plan as modified to accept a metal building , a b?ock w311 around two sides and landscaping as required by the Design Review Bou :d . 3 . Flight pattern proposed by the Police Department , received May 1 , 1984 , as Exhibit HH-3 , shall be the approved pattern . This flight ,pattern shall be spelled out in terms of flight slope , altitude "nd liner feet and ridgidly adhered to . 4 . Helicopter noise levels at this facility shall be maintained at the 1988 CHEI. Contours as depicted in the CH2M Hill Report dated March, 1983 . 5 . Any future expansion for the heliport shall require a public hearing and notice to property owners within a 2 , 000 foot radius of the site before the Planning Commission . { 6 . Expansion of heliport facilities shall not proceed until technology for a quieter helicopter is developed and utilised by the City of Huntington Beach . Purchase of one quieter helicopter shall t4ke place within 18 months . 7 . Private or commercial helicopters are not allowed to operate from the heliport . 8 . The site p ) An ( including landscaping and parking) dated April 15, 1984 , as modified by Condition 42 , shall be the approved plan and shall not be expanded beyond this situ . 9 . All building spoils , such as unusable lumber , wire , pine and other suplus of unusable material , shall be disposed of at all off -site facility equipped to handle them. 10 . If lighting is included in the parking lot , energy efficient lamps t `:all be used . All outside lighting shall be directed to prevent spillage onto adjacent properties . Pursuant to your recommendation., 7 would like to ask that the cite modify the conditional use permit to allow helicopter !endings for the transport of patients from Pacifica community Hospital to tertiary care centers , as the need occurs . Negative Declaration No. 82-36 was approved at the Aptil 17 , 1984 meetinq . The public hearing was opened and closed at the April 17 , 1984 meeting, therefore, Vice Chairman Livertgood , acting as Chairman, opted to delete the public hearing pcirtion and continue with Commission discussion and action. Howard Zeiefsky reviewed the staff report which studied alternative sites for the proposed h•7li.purt . Staff still recommended that the proposed site was the best site in light of the current price of land. Commissioners Hiqgins, Winchell and Livengood stated for the record that they had listened t.0 the tape of the April 11th meetinq and were prepared to vute on the matter . Acting Chairman Livengood sugyestrd that a straw vote be taken to determine which Rite the Co-smi>ssioners agreed upon. Commissioner Winchr. 11 asked Mr . E Pursuant to an inquiry made by the Planning Corumis;, ion in May of 190) we had scheduled a public hearing on Conditional Use Permit 84-8 and its accompanying negative declaration to be heard by the Commission at its Match 20, 1984 meetinct .
