This is in regard to the referenced items concer • • ; an application requesting
permission to build a 29 unit (mint suite) motel . The Huntington Marina
Association , which represents the owners of Huntington Marina , a condominium Just
north of the proposed noto1 , continues to be opposed to the requested 1
applicati _Z• 61-ie following reasons :
i
1 . It will permit erection of a three story building within approximately
40 feet or less of our condo structure , which is only two stories high.
Furthermore , tnls property is at least four feet higher in grade than our
property. The consequence etevat !on of this structure constitutes an invasion of
the privacy of many of the units within our condominium:. It will also block the
ocean air which is essential to Huntington Marina condos for maintaining comfort
levels its warm weather . A previously approved, three story motel , now located at
16240 Pacific Coast Highway , is separated from our units by a min;mum of 80 feet
of space , the additional 40 feet being Huntington Marina property used for
carports. Even with this separation , occupants of our .:nits are greatly
concerned about the invasion of their privac >- as well as blockage of : :ir, W .
We feel the lesser separation crated by the proposed application will be totollw
unacceptable .
2. The incorporation of so-called 'executive suites' will result in long
terra rental of these units to non-executive people which is not in harmony with
the residential environment of Huntington Mar :na .
3. The City recently approved the construction of Mariner's Poirt , a three
story office building just north of Huntington Marina. The addition of another,
motel , just a few hundred feet from the intersection of Mariner Drive and the
Pacific Coast Highway , will further add to the traffic safety hazards being
imposed on the res - dents of Huntington Marina .
Enough is enough . We already have two motels tone approved but not constructed)
too close to Huntington Marina . We are opposed to another hotel of any type
being erected adjacent to our property.

STATEMENT OF ISSUE:
Transmitted for your consideration are Conditional Use Permit No.
85-588 a request to permit a 29 unit mini-suite motel ; Conditional
Exception No . 85-87 , a request- to permit one parking space per
mutter reduction i» parking spaces , and an excess of 251 of the
units to contain kitcnenf and Coastal Development Permit No . 85--31 .
The applicant is appealing the Planning Commission 's denial of the
three applications .
RECOMMENDATION:
Uphold the Planning Commission action and deny Conditional Use
Permit No . 85-58 , Conditional Exception No. 85-87r and Coastal

FINDINGS FOR DENIAL - CONDITIONAL USE PERMIT NO. 85-58/CDNDITIONAL
EXCEPTION NO-. •
1 . The establishment , maintenance and operation of a 29 unit motel
at the proposed site will br; detrimental to the general welfare
of persons living or working in the vicinity or to the property
and improvements in the vicinity because an adequate parking
layout is not provided on the site for the intensity of the use
proposed .
2 . The granting of the conditional use permit will adversely
affect the general plan of the City of Huntington Beach since
the motel , clue to its location, site layout , and other
characteristics , will create increased traffic circulation and
parking problems .
3 . The granting of a conditional use permit is inconsistent with
the development standards contained in Section 9471 . 1 , with
respect to the proposed site size and layout .
4 . Exceptional circumstances do not apply that deprive the subject
property of privileges enjoyed by other properties in the same
zone classification .
5 . Granting of Conditional Exception No . 85-87 would constitute a
special privilege inconsistent with limitations upon properties
in the vicinity.
FINDaNGS FOR DENIAL COASTAL DEVELOPMENT PERMIT NO. 85-31 :
1 . The accompanying development application is recommended for
denial and the coastal development permit does not pertain to
an approved development .
2 . The proposed motel as designed may have a detrimental effect
upon the general health , welfare , safety and convenience of
persons residing or working in the area and may be detrimental
to the value of the property and improvements in the area .
3 • The height of the proposed motel can inhibit the view corridor
to the ocean and limit the seabreeze circulation to surrounding
residential properties .
ANALYSIS%
The proposed motel is three stories . Located on the ground floor
are three double room suites , manager 's quarters with office,
reception desk , lobby, and a laundry/storage area. Bach of the two
floors above contain 13 double room suites . The double room suites
as described by the applicant contain a conference/living room with
sleeper sofa , kitchen items (wet bar , refrigerator , sicrowovf ovenl ,
a bedroom, and a bath . Public open space as required by S. 9491 . 11
will be located on the roof of the building .

Parking requirements are based on the number of units and the number
of rooms used for sleeping purposes . S. 9791 . 12 . 1 ( g ) requires two
spaces for each of the 29 units ( 58 ) , and 3 employee spaces . Staff
has determined the manager 's quarters to need two spaces based on
the floor plans . Conditional Exception No . 85-87 has been filed to
request the two room suite be subjected to a parking ratio of one .
Staff considered this request to require a revised total of 34
spaces , only 32 are proposed .
The Conditional Fxception request was expanded by staff to allow
this reduction as well as to include more than 25% of the units to
contain kitchens . In support of this parking ratio, the applicant
submitted parking ratios from cities having a similar type of
Motel . Below is a comparison of these cities and Huntington Reach
requirement as verified .

Between Anderson Street and the most northern portion of Pacific
Coast Highway, a 35 unit motel exists . Recently approved on August
5, 1985 , Conditional Use Permit 85- 32 proposed 19 motel units . The
proposed Conditional Use Permit 85-58 would bring the total number
of available motel units to 83 in this vicinity.
Staff has analyzed the project and has problems with the circulation
design on the site , the intensity of the use, and the proposal for
1001 with kitchen facilities . The mini suite concept is new, and,
if approved , will set a precedent for both parking requirement and
percentage of units with kitchen facilities .
The parking areas are not designed to provide sufficient turn-around
opportunities at the ends of each parking bay . Insufficient parking
is proposed even by utilizing the conditional exception requested
ratio, and further reduced in the event any of the guests conduct
business meetings in the suite as suggested by the applicant 's
narrative.
In other cities conference areas within a motel unit have been used
for sales meetings , special sales , interviews , etc. This type of
use generates additional traffic to the site , and impacts the
parking area . By utilizing a portion of each suite as a conference
room rather than provide a central conference room within the motel ,
a parking requirem*nt at the public assembly ratio could be
considered.

Increasing the driveway approach to a width of 30 feet as required
along state highways will further reduce the on-site parking.

requests relating to parking. Of additional concern was the
location of required public open apace on the building ' s rooftop,
traffic circulation both onsite and offsite , and length of stay.
The applicant/appellant has submitted a revised development plan for
consideration . This plan is in conformance with the Huntington
Beach Ordinance Code and proposes a typical motel project .
ENVIRONMENTAL STATUS:
Negative Declaration No . 85-67 was not adopted by the Planning
Commission . Prior to any action on the project , it is necessary
that Negative Declaration No . 85-67 be reviewed and acted upon .
FUNDING SOURCE:
Not applicable .
ALTERNATIVE ACTION:
1 . The City Council may choose to refer the new development plan
to the Planning Commission for review and action .
2 . The City Council may choose to overrule the Planning Commission
grant the appeal , and refer the plan to the Department of
Development Services for the preparation of conditions of j
approval .

Paul Smith spoke in opposition to the proposal of a three story
structure in the neighborhood .
Shirley Davis , member of the Board of Directors , Huntington Marina
Nomeowners Association , spoke in opposition to the parking proposed
commenting that all the property along the Mariner Drive and the
wall that divides thee: from the street already has fix motels in the
sunset area she saw no use for another motel in the area .
Robert Barr}►, real estate broker and property owner in the area ,
spoke in opposition to the three story building adding that this
project will harry, the adjacent properties value . He also expressed
concerns about this motel being transformed into beach rentals .

Otis Sozard, adjacent property owner , spoke in opposition to the
proposal expressing concern about the motel being turned into beach
rentals .
There being no further testimony, the public hearing was closed .
Florence Webb of staff stated that the parking information in the
staff report was supplied by the applicant .
Commissioner Winchell expressed concern about the parking
requirement and the length of time people will be staying in the
motel . She also brought up the concern of the height impact .
Chairman Livengood stated that he felt the height was to such adding �
that he would not consider a recreation area on the roof of the
third floor .
Commissioner Mir jahangi r asked staff if there was requirement for
this proposal to go before the Design Review Board adding he did not
like the elevations nor the architecture .
