ANALYSIS : Conditional Use Perm No. 86-62 is a request to Nerait a day care center for 180 children within the Newland Center . The building will be located o:; a vacant pad south of the Newland House and east of the Landmark Building . This huildinv pad is the last remaining vacant pad within the Newland Center . j As a condition of approval for this project , staff recormends that j the project be condifoned that the owner of the htewland Center provide a recipiocal access agreement to the property owner north of the Newland Center ( a bowling alley ) in order to create a single access point for both properties at the northern boundary of the Newland Center and to facilitate circulation between the two sites . At the present time, there are two curb cuts along peach do►ilevard providing access to the bowling ally and the Newland Center .. These two curb cuts are separated by a ,strip of concrete approximatmly two feet wide. In addition , there is a left hand turn pocket at this location on Bc1ch Boulevard which allows left hand turns to be wade into either of the two entrancex . A hazardous traffic situation exists as vehicles raking right hand turns onto Beach Boulevard swat negotiate not only the high traffic volures traveling along Reach Boulevard , but: also vehicles making left hand turns across Beach Boulevard into either of the two entrances . A single point of access for these two properties of the Newland Center would irprove traffic circulation and safety. Reducing the number of curb cut.2 :;ong Beach Boulevard will facilitate the goals of the Beach Boulevard Super Street Project . The concept of a vingle access point for these two properties along beach boulevard is rocosoonded by the Public works Departrent, X&devtlopeent Staff and Department of Devtlapvwnt Servicon. RCA - 3/2/$7 M 2- ( 74 23d) In addition to creating a single access point along Beach boulevard for these two properties, Condition of Approval No. 6, as rtcommended by staff ; would also create Internal circm,2stion between these two parcels . The property owner to the north, Spiegel Enterprises,, has approached the Department of Development Services regarding the possibility of recycling the bowling alley site . It is antic< pated that this site would recycle an a commercial center , compatible in terns of use and architecture with the Newland Center . Reciprocal access between these two sites when the bowling alley recycles is highly desirable . Reciprocal access would dllow patrons to circulate between both centers without having to exit onto reach Boulevard and then enter into the next commercial center. La Petite Academy is proposed to be located on the last vacant ' parcel within Newland Center , it is now appropriate to placr thin condition on the project . The owner of Newland Center authorized La Petite Academy to apply for the conditional use permit and is the responsible party for providing the easement on the Newland Center should the condition he retained ry the City Council by upholding the appeal . At the timo the parking calculations were made, this parcel of land was calculated as a 21, 000 square foot office building requiring 70 parking spaces . The day cam center will only require a total of 45 parking spaces. Therefore , no parking impact ?a anticipated. The parking lot north of the hu i l0 ncf pad will be the parking areaprimarily used by the patrons of tale day care center . La petite Academy also offer a van service which picks up the children from nearby elementary rcyools , thus further reducing the Barking demand . On-Site Circulation The applicant has revised tne site plan to show the entrance to the building on they north side of the parcel . Thin will allow for parents to drop off and pick up their children from the large parking area on the north side of the building without interfering with the circulation through they Newland center . outdoor Play Area As shown on the site plan, the applicant is providing 1i, 602 square feet of outdoor play +area . The applicant has indicated that the maximum enrollment at the school will be 180 children. However, i since a variety of programs area offered ( i . e , after school care, morning programs , Tuesday/Thursday programs, etc . ) the number of studtnts expected to be in attendance at any one time will be approximately 130 to 140 children . The outdoor play area provided I will accommodate 166 children at one time .
