Bannister to the Planning Commission ' s approval of Conditional Use
Permit No . 87-28 , a 140 roam senior citizen rest/retirer►ient home .
The appeal is based on concerns relative to project oc�:upancy and
pedestrian safety .

1 . The establishment , maintenance and operation of the senior
retirement home will not be detrimental to the general welfare
of persons residing or working in the vicinity .
2 . The establishment , maintenance and operation of the senior
retirement home will not be detrimental to property and
improvements in the vicinity of such use. The provision of
reciprocal access, joint use of the easement and shared parking
with the comftrcial center to the west will further the
planning goals of creating a cohesive development at the
southeast corner of Beach Boulevard and Ellis Avenue .

3 . Development of the subject property as a senior rest/retirement
home of high design quality and the provision of shared parking
and joint access will encourage the recycling of the adjacent
commercial center, creating a cohesive commercial node .
4 . The proposed use of a senior rest/retirement home is consistent
with the General Plan land use designation of General
Commercial . The use is considered by the zoning code to be
"unclassified" and cannot be located in residential districts .
5 . The location, site layout and design of the proposed use
properly adapts the proposed structure to streets , driveways ,
and the adjacent commercial centers in a liarmonious manner .
6 . Access to and parking for the proposed senior rest/retirement
homti does not create an undue traffic problem. The project
will provide a van-pool service for the roRsidents , the shared
parking can accommodate the needs of visitors to the facility
and the provision of reciprocal access with the shopping center
to the west will allow the project traffic to exit onto Beach
Boulevard .
1 . The site plan received and dated July 17 , 1987 , shall be
revised depicting the modifications described herein :
a . Parking spaces numbered 4 and 5 in front of the poste
cochern shall be deleted anti replaced with landscaping .
b. Parking space number 12 shall be striped as a turnaround
space .
c . The trash .:nclossure shall be relocated outside of the 40
foot wide easement .
d . Provision shall be made for a loading/unloading area for
service vehicles .
2 . The floor plans received and dated July 17 , 1987 , shall be the
approved layout .
3 . The elevations received and dated July 17, 1987 , shall be
reviewed and approved by the Design Review Board .
4 . Prior to issuance of building permits , the applicant shall
complete the following :
a . Landscape and irrigation plan shall be submitted to the
Department of Community Development and Public V-irks for
review and approval .

b . A Rooftop Mechanical Equipment PA&n shall be submitted for
review and approval by the Community Development
Department . Said plan shall indicate screening of all
rooftop mechanical equipment and shall delineate the type
of material proposed to screen said equipment .
C . Soils analysis prepared by a registered soils eng; near
shall by submitted for review and approval by Public works
Department . The analysis shall include on-site soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading , chemical and
fill properties, foundations , w e an p p fo dat ns , retaining ails, sire is d

utilities .
d . Grading plan prior to the issuance of a grading permit . A
plan for silt control of all water runoff from the property
during construction and during initial operation of the
project may be required by the Director of Public Works if
deemed necessary .

either with or without a parking spbce not to exceed
parking provided on-site .
f . The subject property shall enter into irrevocable
reciprocal driveway and access easement ( s) between the
subject site and adjacent properties to the west . A copy
of the legal instrument shall be approved by the City
Attorney as to form and content and, when approved , shall
be recorded in the Office of the County Recorder . A copy
shall be filed with the Department of Community Development
prior to occupancy .
q . A Joint Use Parking Agreement for minimum 22 parking spaces
cliall be recorded between the property owner of the subject
Mite and the property owner of the commercial cents: to the
west . A copy of the legal instrument shall be approved by
the City Attorney as to form and content and, when

1 . The applicant shall negotiate with the owner(s) of the Town
and Country Shopping Center to the south to secure an
agreement to allow the existing +0 foot wide essenwnt to
consist of a 28 foot travelw4y and 12 foot wide strip
containing landscape and parking . Negotiations shall also
include the granting of a reciprocal point access from the
south Town and Country Shopping Center to the subject site.
5 . Driveway approachex shall be a minimum of twenty-seven feet
( 271 ) in width and shall be of radius type construction .
6 . If lighting is included in the parking lot , nigh-pressure
sodium vapor lanpa shall be used for energy savings . All
outside lighting ehall be directed to prevent 'spillage' onto
adjacent properties .
7 . The applicant shall provide a van-pool service for the
residents of the facility.
B , All building spoils , such as unusable lumber , wire, pipe, and
other surplus or unusable material , shall be disposed of at in
off-site facility equipped to handle them.
9 . Low-volume heads shall be used on all spigots and water faucets .
10 . Natural gas shall be stubbed in at the locations of cooking
f&cilities , water heaters , and central heating units .
11 . The structures on the subject ,.roperty, whether attached or
detached, shall be constructed in compliance with the State
acoustical standards set forth for units that lie within the
60 CNEL contours of the property. Evidence of compliance shall
consist of submittal of an acoustical analruis report . prepared
under the supervision of a person wiperienced in the field of
acoustical engineering , with the application for building
permit(a )
12 . Install required street lights as per Public works standards .
13 . Domestic wager service shall be provide with reduced pressure
principle bar_kflow device .

14 . The landscaped area shall be resigned to accommodate vault
required for domestic water service .
15 . Abandon existing 6-inch water main on site . Install now ater
main, size required by Fire Department flow requirements within
the paved travelway of the easement . Loop new on-site water
main so as to connect to existing water wain in Town and
Country Center. .

16 . Fire hydrants are to installed pursuant to Fire Department and
Public Works standards . The fire hydrants must be installed
12r or to combustible construction. Fire flow provided for the
complex must be a minimum of 3 , 500 GPM.
17 . Fire extinguishers must be installed pursuant to Fire
Department standards .
18 . The complex is to be protected by an automatic sprinkler system
installed to comply with Fire Department standards .
19 . Building address numbers are to be installed pursuant to Fire
Department standards .
20 . During construction, the construction site must comply with
Article 87 of the Fire Code . Additionally, when the
construction is framed to the first story, the following rust
be provided :
a . A telephone must be provided on-site which can be readily
accessible for reporting an emergency (Section 87 . 103 UFC) .
b. A minimum of two ( 2) water hoses, minimum one ( 1 ) inch by
one hundred ( 100 ) feet are to be located on-site at
opposite ends of the complex . Each are to be available for
suppression of incipient stage fires (Section 10 .301 UFC) .
c . A twenty-four ( 24) hour fire watch , approved by the r1re
Department, MUST be provided on-site to watch for any
hazardous condition which may cause a fire to occur; to
immediately report to the Fire Department any Fire which
occurs ; and , to attempt to suppress any incipient stage
fire (Section 10. 301 UFC) .
d . The automatic sprinkler system is to be temporarily
installed and operational to protect all floors lower than
the floor currently under construction (Section 10 . 301 UFC) .
21 . A combination wet standpipe system must be installed in the
stairways frcom the parking garage to each floor landing .
22 . Alarm systems must be installed throughout the complex . to
provide the following ; water flow, valve tamper , trouble,
audible alarm, annunciation , smoke detectors , manual pulls ,
voice communication, and 24 hour supervision .
23 . Any security gates which are locked must be provided with a
*Knox Xey Box' for emergency access key.
24 . All Fire Department emergency access must comply with fire
Department Standard 401 .

25 . Post "No Parking' signs in fire lanes to comply with Fire
Department Standard 415 .
26 . A Staff Training Program must be implemented to provide
emergency medical care for boarding house patrons to comply
with Fire Department emergency medical care procedures .
27 . Dining room must be designated as a public assembly occupanc,,,
and , thus , exits must comply with Chapter 33 of the Uniform
Building Code .
28 . The wividows on the west side of the building facing the parking
lot shall be double-paned for added noise attenuation .
29 . The Planning Commission reserves the right to revoke this
conditional use permit if any violation of these conditions or
the Huntington Beach Ordinance Code occurs .

� P�ject Occupancy :
The proposed project is a non- licensed facility designed for
healthy , active seniors . The project features individual rental
units ( no kitchens ) , central dining facility , linen service , maid
service and transportation (van pool ) to and from medical facilities
and shopping centers . It includes 140 rooms :
12 mini suites 377 square feet
128 single rooras 281 to 299 square feet
The number of residents expected to be housed at the project is
approximately 152 . This form of housing appeals to seniors who have
lost a spouse . The twelve mini -suites could accommodate two
residents . The remainder of the rooms are sired for a single
occupant .
In 1986 , Goldrich . Kest and Associates prepared a study on senior
guest homes constz-ucted in Southern California of a similar nature
to this project . The r�:,uults are illustrated in the following
table . The last line of the table is the project proposed by the
applicant .

As can be seen in the table , the average number of rooms per acre
for this type of senior housing is 84 . 79 . The proposed project has
79 . 5 rooms per acre , which is less than the average for this type of
housing .
The number of residents in a given project has a direct impact on
the rest of the community- in terms of traffic generation. The
following table illustrates the different traffic generation between
the proposed project and a retail commercial facility that could bye
built on this site :

PAdest ian Safety:
The applicant has indicated that transportation service for the
residents will to provided . The Transportation Plan submitted by
the applicant calls for one large van (25 passengers) and one medium
van ( 10 passengers ) . The transportation schedule is as follows :
o Twice daily trips to the shopping centers on the west aide
of Beach Boulevard (Loehmans Five Points , Clothestime Five
Points ) .
o Twice weekly trips to the Edwards Theater located at Beach
i and Main .
o Saturday trips to local attractions (State beaches , park,
recreation facilities) .
o Sunday trips to religious facilities .
o Twice weekly service to medical facilities , banking and
fattorneys, etc .

o On-call brsis 2+ hoirs a day for emergency needs .
In addition there are a large number of commercial activities znd
professional services located on the east side of Beach Boulevard
within easy walking distance of the site . This includes
restaurants , asarket , clothing store, chiropractors , dentists , hair
salons, life insurance , brokers , tax accountants , and cleaners .
'The issue has been raised that although the transportation service
is available, seniors may instead choose to walk across beach
Boulevard to patronise the commercial shops on tha west side of the
street creating a potentially dangerous situation in regards to
pedestrian safety . The senior citizens who live in the Pacifica
Community Plan Area (Florida Street and Main Street) presently walk
across Beach Boulevard to patronize the Sizzler Restaurant on the
east side of Beach Boulevard . (The Sizzler offers reduced menu
prices for senior citizens . )
Accident data available an the City ' s Accident 'Traffic Record System
(ARTS) shows that during the period of 1981 through 1987 , two
pedestrian accidents occurred at the Beach/Ellis intersection. One
involved a 16 year old girl in 1986 and the other involved a 31 year
old male in 1983 . During the same time period , the ARTS program
shows that no pedestrian accidents hove occurred at the Mein/lrlorida
intersection (an intersection frequently used by seniors from the
Pacifica Community Plan area) .

Based on the fact that senior citizens regularly cross the
Beach/Ellis intersection to roach the Sizzler Restaurant, and that
no pedestrian accidents involving seniors have occurred at either
the Beach/Ellis intersection or Main/Florida intersection, staff
does not feel that the project ' s location will create a potential
pedestrian safety hazard. In additicn. the abundance of nhops and
services located on the east side of Coach Boulevard within ;talking
distance of the project, and the provision of the van pool service
for residents Will reduce the likelihood of seniors from this
project actually crossing Beach Boulevard .

The project was covered under Negative Declaration No. 87-29 which

This project represents a new alternative in senAor housing. it is
designed for active seniors who are capable of living without
assistance, who desire their own private, individual living space,
ynt appreciate such services as central dining facilities, liaen and
maid service. This new housing alternative, with the prowlsion of
van-pool service , also allows the taniors to retain their mobility
without having to own a private automobile . Included as an
attachment to this staff report are brochures from two facilities
which are very similar to this proposed project .
A. -Project Phasing
The project is proposed to be constructed in two phases . The first
phase will consist of 50 units , 26 parking spaces on site and 22
Joint use spsces behind the Town and Country Center . 411 indoor
amenities such as community living room, television room, recreation
room, dining room and kitchen, will be constructed during -the first
phase.
The existing preschool at the southern end of the site will remain
during Phase 1 . The preschool , which has an entitleseent for 74
children, will have adequate parking and outdoor play are• . The two
uses will be separated by a 115 foot wide buffer .
Phase II construction will conskat of 90 units , additional outdoor
recreational area and 44 parking spaces . A total of 70 spaces will
be provided .
The applicant is proposing three unit types . Two studio plans are
available, having 281 and 2699 square feet . Small balconies area
included on the second and third level units . The balconies provide
architectural relief to the building elevations and provide light and
ventilation for the unit . They are not designed to be usable private
outdoor recreation space . The project includes 128 studio units.
A mini.-suite is also available . This unit encompasses 377 square
feet and includes a separate bedroom, bathroom and living room.
Because the units do not contain kitchens or dining rooms , the size
of the unit is similar to that of a hotel room. The project includes
12 mini suites .
Staff has reviewed similarly constructed projects in other
communities and has determined that the size of the units proposed by
the applicant is adequate for this type of use .
The site plan depicts approximately 8, 000 square feet of comma open
space suitable for passive recreation. The open space is located
along the eastern property line and within two courtyard arose . The
building buffers the open space areas from the corraercial uses to the
west . Indoor recreational amenities 'Include a living roaa, dining
rooms, television coals and recreation room which encompaasee 4.749
square feet .

The proposed project , a rest home, is listed as unclassified use
(Article 963 of the Huntington Beach Ordinance Code) which is allaMed
In any, district, except residential . because the use involves
deliveries, such as food for the kitchen, linen service, etc . , it is
not appropriate to be located within a residential area . The
ordinance code does not contain specific development standards, such
as setbacks, for rest homes . After careful consideration, staff
determined that the development standards for hotels in coom ercisl
districts would be most appropriate for this project .

Staff reviewed this information and developed the following parking
ratio for this unique project :
1 per 3 studio units ( 128 units divided by 3 - 41)
1 per 1 mini -suite units ( 12 units divided by 1 12)

Total : 65
"Parking for employees was included due to the staffing
requirements for the dining facility and the maid service.
This would result in a requirement of 55 parking stalls . The
applicant ii proposing 73 spaces . Staff is recoem►ending that the
site plan be revised to eliminate the two larking spices under the
porte cochere and that a turnaround space be provided in the
northern parking area . This will result in a total of 70 parking
spaces , 4 of which are handicapped . In addition, this project will
make use of 22 new parking spaces to be added to the rear of the
Town and Country Shopping Center to the west through a shared
parking agreement. The shared parking agreement is discussed in
detail later in thin report .
The provision of 70 parking spaces and the joint use of 22
additional parking spaces will provide adequate parking for the
seniors , employees and visitors . In addition, the project *could be
conditioned to prepare a parking management plan to insure that
rooms ace rented either with or without a parkinq space. Provision
of the van-pool for medical appointments and shopping trips will
wake it possible for seniors to live in the project and not owes a
Car .

This parcel of land has remsinod underd•velop" for went years due
to numerous design constraints . The primary constraints have been
the lack of visibility to Beach Boulevard to wake a retail operation
viable $ and the existence of a e0 foot wide access and utility
easement running north-south along the western property line . This
j easement was granted to the southernmost Town and Country Shopping
Center . The easement provides access to the shopping centers rear
parking lot and allows the shoppers to exit onto Ellis Avenue. The
northern Town and Country Shopping Center, however, does not have
the right to use the easement . A 20 foot wide alley belonging to
the northern Town i Country Shopping Center lies on the mist side of
the easement . Because the shopping center does not have the right
to use the 40 foot wide easement , this area cannot be legally used
for parking by the shopping center . (See Figure A. )
The applicant ' s proposal maintains the easement for access to the
southernmost shopping center. The paved width of the aasment will
be 28 feet , in accordance with fire Department standards . Twelve
feet of the easement will contain landscape and limited parking .
Because this easement is not a utility easement dedicated to the
City, the building is not set back from the edge of the easawnt .

Meetings have been hold with the applicant, represontotives of th
two shopping centers and City staff to discuss this project and its
relationship with the adjacent parcels . (both Town and Country
Shopping Centers have submitted applications to the City to expand
their present use . )
The planning goal for this commercial node at Beach Boulevard and
Ellis Avenue has been to create a unified, commercial development .
Staff proposed to the parties involved that the following "&sure$
be implemented in order to integrate the three commercial centers :
1 . Provide for reciprocal access between this site and the
northernmost commercial center . This will create a point of
shared access for these two projects , on Ellis Avenue .
? . The owner of the subject property shall grant access rights
along the 40 foot easement to the northernmost shopping
center . No wall shall be constructed along the western
boundary of the site . This will enable the `dead space"
behind the commercial building to be utilized for sdditfonal
parking .
3 . The owner of the subject site shall enter into a shared
parking agreement with they northernmost shopping center for
the 22 parking spaces which can now be provided on the eastern
boundary of the shopping center .

The subject site, located an the south side of Ellis Avenue, east of
Beach Boulevard , is a desirable location for a facility of this
kind . Itesidents can walk to nearbyaha s and restaurants Town and
P (
Country, Clothestime 5 Points, Loehman' s S Points) . Medical
services and a hospital are conveniently located in the Pacifica
Community Plan area to the west and OCTD has numerous bus lines
slonq Beach Boulevard .
In recent years, similar projects have been constructed in Southern
Cali;`ornia . Examples include Hohl Ranch Inn (Anaheim) , Casa Bonita
(Fullerton) , Th6 Fountain Retirement (Orange) , and the salboan (San
Diego) . Many of these project !; have been constructed in
corwaerc i a l ly toned areas .

This site was the subject of two previous General Plan Amendments
( land Use Element 81-1 and Land Use Element 87-10) . The requests
were to change the land use designation from General Commercial to
Medium High Density Residential . Both applications were denied by
the Planning Commission due to incompatibility of land uses , the
mixing of residential and commercial traffic and the potential to
hinder the future recycling of the adjacent commercial property into
a cohesive project .
Approval of the project proposed will not hinder future recycling of
the shopping center . It is highly likely that when the northernmost
commercial center recycles , the eastern facade of the retail
building will not consist of rear doors , and retail establishment•
which cater to seniors (such as beauty shops , card shops , travel
agencies , etc. ) will face this project . Discussions have been held
with representatives of the northern shopping center regarding short
term improvements (such as painting and landscaping) that can be
made to the eastern facade of the retail building.
There are severAl uses within the existing commercial centers which
may create problems with compatibility of land use . These uses
include Whiskey Bit ( a tsar located in the northernmost shopping
center, 60 feet away from the project) and Faces !light Club and
shooters Bar ( located in the southern shopping center , 200 feet away
from the project) .
The project has been designed to minimise potential conflicts
through the following design features :
o The building has been located on the front portion of the
site, with the majority of the parking to the rear to act
as a buffer to the shopping center .
o Outdoor recreation areas are located on the east wide of
the property.

o A majority of the units are oriented around the two
courtyard areas .
Dining the public hearing for Land Use Zlaisent 67-ld in February
Of 1147 , the Planning Commission also raised concocne regarding
access to the site from Ellis Avenue . The properties located on the
north side of Ellis Avenue (single family homes) havi not dedicated
the future right of way for Ellis Avenue. Consequently, it is not
` possible in the short term to provide an exclusive left hand turn
i lade into the project f :om c:lis Avenue.

Specific traffic generation rates for this particular type of land
use are not available . However , it can reasonably be assumed that
i the traffic generation for this use would be less than for a
stendard senior apartment complex and significantly less than retail
commercial center . The provision of the van-pool service will also
reduce the trips generated by this use .
With the inclusion of the reciprocal access agreement with the
coomArcial center to the west. , it will also be possible for
residents to exit the site onto Beach Boulevard and continue north,
as opposed to negotiating a difficult left hand turn from the site
onto Ellis Avenue and then proceeding north or, Beach Boulevard .

We are requesting approval of a conditional use per pe mit to
permit tht construction of a senior citizen' s boarding house
In a C-4 zone.
The site is bounded on the North by Ellis Avenue and single
family hows . A retail parking lot bounds the property on
the south. Town b Country Shopping Center and other retail
developments along Beach Blvd. bound the property on the
West. A 8 ft. masonry wall , alley, then apartments bo;rnds the
property on the east.
This project is a 140 room boarding house for senior citizens .
It wil be a non-licensed facility for healthy active seniors.
It is not a nursing hmv,, hospital . or convalescent hove.
The project feaUires indiv ,dual rental unit "ithout kitchens.
There will be a central dining facility for residents of
the home only. It will offer 3 meals a day with a 24 hour
coffee or snack bar. Other amenities include recreation
room. T.V. room, cowun i ty living room. coin operated laundry.
The residents will recievc lanundry service. clean linens,

planning goals of creating a cohesive development at the

and joint access will encourage the recycling of the adjacent
commercial center , creating a cohesive con mrcial node .
4 . The proposed use of a senior rest/retirement hone is consistent
wit2i the General Plan land use designation of General
Convmrcial . The use is considered by the Boning code to be
"unclassified" and cannot be located in residential districts .
5 . The location , site layout and design of the proposed use
properly adapts the proposed structure to streets , driveways ,
and the adjacent commercial centers in a harmonious manner . i
6 . Access to and parking for the proposed senior rest/retirement
home does not create an undue traffic problem. The project
will provide a van-pool service for the residents, the chafed
parking can accommodate the needs of visitors to the facility
and the provision of reciprocal access with the shopping center
to the west will allow the project traffic to exit onto Beach
Boulevard .

1 . The site plan received and dated July 17 , 1987, shall be
revised depicting the modifications described herein :
a . Parking spaces numbered 4 anti 5 in front of the ports
cochere shall be deleted and replaced with landscaping .
b. Parking space number 12 shall be striped as a turnaround
space .
c . The trash enclos.-ire shall be relocated outside of the 40
foot wide easement .
d . Provision shall be made for a loading/unloading area for
service vehicles .
2 . The floor plans received and dated July 17 , 1987, shall be the
approved layout .
3 . The elevations received and dated July 17 , 1987, shall be
reviewed and approved by the Design Review Board .
4 . Prior to issuance of building permits , the applicant shall
complete the following :
A . Landscape and irzigation plan shall be submitted to the
Department of Community Development and Public Monks for
review and approval .
b. A Rooftop Merhanieal 2quipment Plan shall be submitted for
review and approval by the Community Development
Department . Said plan shall indicate sc mening of all
rooftop mechanical equipment and shall delineate the type
of material proposed to screen said equipment .
C . Soils amolysis prepared by a registered soils engineer
shall be submitted for review and approval by Public Works
Department . The analysis shall include on-site soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading , chemical and
fill properties , foundations , retaining walls , streets and
utilities .
d . Grading plan prior to the issuance of a grading permit . A
plan for silt control of all water runoff from the property
during construction and during initial operation of the
project may be required by the Director of Public Works if
deemed necessary.
e . A parking management plan to insure that units are rented
either with or without a parking space not to exceed
parking provided on-site .
f . The subject property shall enter into irrevocable
driveway reciprocal dri a ay and access easement (' ) between the
subject site and adjacent properties to the west . A copy
of the legal instrument shall be approved by the City
Attorney as to form and content and , when approved , shall
be recorded in th!% Office of the County Recorder . A copy
shall be filed with the Department of Community Development
prior to occupancy .
q . A Joint Use Parking Agreement for minimum 22 parking spaces
shall be recorded between the property owner of the subject
site and the property owner of the corrw:eLcial center to the
west . A copy of the legal instrument shall he approved by
the city Attorney as to form and content and, when
approved, shall be recorded in the office of the County
Recorder . A copy shall be filed with the Department of

h . The owner shall grant rights of access to the 40 Foot 1.:sde
easement to the owner of the shopping center to the west .

i . The applicant shall negotiate with the owner(s) of the Town
and Country Shopping Center to the south to secure an
agreement to allow the existing 40 foot wide essement to
consist of a 28 foot travelway -and 12 foot wide strip
containing landscape and parking . Negotiations shall also
include the granting of a reciprocal point access from the
south Town and Country Shopping Center to the subject site .
5 . Driveway approaches shall be a minimum of twenty-seven feet

6 . If lighting is included in the parking lot , high-pressure
sodium vapor lamps shall be used for energy savings . All
outside lighting shall be directed to prevent 'spillage' onto
adjacent properties .
7 . The applicant shall provide a van- pool service for the
residents of the facility .
B . All building spoils , such as unusable lumber , wire, pipe , and
other surplus oar unusable material , shall be disposed of at an
off-site facility equipped to handle thew.
9 . Low-volume heads shall be used on all spigots and water faucets .
16 . Natural gas shall be stubbed in at the locations of cooking
facilities , water heaters , and central heating units .

detached , shall be constructed in compliance with the State
acoustical standards set forth for units that lie within the
60 CNEI, contours of the property . Evidence of compliance shall
consist of submittal of an acoustical analysis report , prepared
under the supervision of a person experienced in the field of
acoustical engineering , with the application for building
permit ( s ) .
12 . Install required street lights as per Public Works standards .

ULU to combustible construction. Fire flow provided for the
complex must be a minimum of 3 , 500 GPPI.
17 . Fire extinguishers must be installed pursuant to Fire
Department standards .
la. The complex is to be protected by an automatic sprinkler system
installed to comply with Fire Department standards .
19 . Building address numbers are to be installed pursuant to Fire
Department standards .
20 , during construction, the construction site mutt comply with
Article 87 of the Eire Code. Additionally, when the
construction is framed to the first story, the following must
be provided :
a . A telephones must be provided on-site which can be readily
accessible for reporting an emergency (Section 67 . 103 VFC) .
b. A minimum of two ( 2) water hoses , minimum one ( 1) inch by
one hundred ( 100) feet are to be located on-site at
opposite ends of the complex. Each are to be availsW a for
suppression of incipient stage firem (Section 16 .301 UFC) .
C . A twenty-tour (24) hour fire watch , approved by the Dire
Department , MUST be provided on-site to watch fur arty
hazardous condition whics, may cause a fire to occs: ; to
immediately report to the Fire Department any fire which
occurs ; and , to attempt to suppress any incipient stage
fire (Section 10 . 301 UFC) .
d . The automatic sprinkler system is to be temporarily
installed and operational to protect all floors low*r than
the floor currently under construction (Section 10 . 301 UFC) .
21 . A combination wet standpipe system mast be installed in the
stai rwayct from the parking garage to each floor landf ng .
22 . Alarm systems must be installed throughout :he complex to
provide the following ; water flow, valve tamper , trouble,

The propcsed project. is a non-licensed facility designed for
healthy, active seniors . The project features individual rental
units (no kitchens) , central dining facility, linen service , maid
service and transportation (van pool ) to and from medical facilsties
and shoppinq centeri . It includes 140 rooms :
12 mini suites 377 square feet
128 single rooms 281 to 299 square feet
The number of residents expected to be housed at the project is
approximately 152 . This form of housing appeals to seniors who have
lost a spouse. The twelve mini -suites could accommodate two
residents . The remainder of the rooms are sized for a single
occupant .
In 1986, Goldrich, Kest and Associates prepared a study on senior
guest homes conv'cructed in Southern California of a similar nature
to this project . The results are illustrated in the following
ta:jle. The last line of the table is the project proposed by the
applicant .

The issue has been raised that although the transportation service
is available , seniors may instead choose to walk across Beach
Boulevard to patronize the commercial shops on the west side of the
street creating a potentially dangerous situation in tegatds to
pedestrian safety . The senior citizens who live in the Pacifica
Community Plan Area (Florida Street and Main Street) presently walk
across Beach Boulevard to patronize the Sizsler Restaurant on the
east side of beach Boulevard . ('The Sizzler offers reduced menu
prices for senior citizens . )
Accident data available on the City ' s Accident Traffic Record System
(ARTS) shows that during the period of 1361 through 1957, two
l)edestrisn accidents occurred at the Beach/Ellis intersection . One
involved a 16 year old girl in 1986 and the other involved a 31 Year
old male in 1983 . During the same time period , the ARTS program
stiows that no pedestrian accidents have occurred at the Mainiflorida
intersection ( an intersection frequently used by seniors from the
pacif ica Community plan area) .

Based on the tact that senior citisens regularly cross the
Beach/Ellis intersection to reach they Sizzler Restaurant , and that
no pedestrian accidents involving seniors have occurred at either
the Beach/Ellis intersection or Main/Florida intersection, staff
does not feel that the project ' s location will create a potential
pedestrian safety hazard . In a,;dition, the abundance of shops and
services located on the east side of Beach Boulevard within walking
distance of the project, and the provision of the van pool service
for residents will reduce the likelihood of seniors from this
project actua ' ly crossing Beach Boulevard .

The project is proposed to be constructed in two phases. The first
phase will consist of SO units, 26 parking spaces on site and 22
joint use spaces behind the Town and Country Center . All iadoot
amenities such as community living room, telisvision roan, recreation
room, dining room and kitchen, will be constructed during the first
phase .
The existing preschool at the southern end of the site will remain
during Phase 1 . The preschool , which has an entitlement tot 74
children, will have adequate parking and outdoor play area . The two
uses will be separated by a 115 foot wide buffer .
Phase 11 construction will consist of 90 units , additional outdoor
recreational area and 14 parking spaces . A total of 70 spaces will
be provided .

The applicant is proposing three unit types . Two studio plans ate
available , having 281 and 299 square feet . Small balconies are
included on the second and third level units . The balconies provide
architectural relief to the building elevations and provide light and
ventilation for the unit . They are not designed to be usable private
outdoor recreation space . The project includes 128 studio units .
A mini -suite is also available . This unit encompasses 377 square
feet and includes a separate bedroom, bathroom and living room.
Because the units do not contain kitchens or dining rooms, the sine
of the unit is similar to that of a hotel room. The project includes
12 mini suites .
Staff has reviewed similarly constructed projects in other
communities and has determined that the :iize of the units proposed by
the applicant is adequate for this type of +use .

Staff reviewed this information and developed the following parking
ratio for this unique project :

requirements for the dining facility and the said service .
This would result in a requirement of 55 parking stalls . The
applicant is proposing 73 spaces . Staff is recommending that the
site plan be revised to eliminate the two parking spaces under the
ports eoehere and that a turnaround spice be provided in the
northern parking area . This will result in a total of 70 parking
spaces , 4 of which are handicapped . In addition, this project will
make use of k2 new parking spaces to be added to the rear of the
Town and Country Shopping Center to the Hest through a shared
parking agrarement . The shared park! ng agreement is discussed in
detail later in this report .
The provision of 70 parking spaces and the joint use of 22
additional parking spaces will provide adequate parking for the
seniors , employees and visitors . In addition, the project would be
conditioned to prepare a parking management plan to insure thAt
roams are rented either with or without a parking aprce. 1P90vi8i0a

This parcel of land has remained underdeveloped fair ,rani y*ari 40
to numerous design constraints. The primary constraints have los rr "'
the lack of visibility to Mach Boulevard to *4k* a retail operation
viable, and the existence of a 40 foot wide access and utility
easement running north-south stong the western property liar. This
easement was granted to the southernmost Tom and Country Shopping
Center. The easement provides access to the shopping center ' s rest
parking lot and allows the sholpera to exit onto Ellis Avenue. The
northern Town and Country Shopping Center, however, does not have
the right to use the easement . A 20 foot wide alley belonging to
the northern Town i Country Shopping Center lies on the west side of
the easement . Because the shopping center does not have the right
to use the 40 foot wide easement , this area csnnot be legally used
for parking by the shopping center . (See Figure A. )
The applicant ' s proposal maintains the easement for access to the
southernmost shopping center . The paved width of the easement will
be 28 feet , in accordance with Fire Department standards . Twelve
feet of the easement will contain landscape and limited parking .
Because this easement is not a utility easemont dedicated to the
City, the buildinq is not set back from the edge of the easement .

The planning goal for this commercial node at beach boulevard and
Ellin Avenue has been to create a unified. commercial developsreat .
Staff proposed to the parties involved that the following measures
be implenwented in order to integrate the three commercial centers :
1 . Provide for reciprocal access between this site and the
northernmost commercial center . This will crests a point of
I` shared access for these two projects, on rllis Avenue .
2 . The owner of the subject property shall grant access rights
along the 40 foot easement to the northernmost shopping
center . No wall shall be constructed along the wester3i
boundary of the site . This will enable the 'dead space"
behind the commercial building to be utilised for additional
parking .
3 . The owner of the subject site shall enter into a shared
parking agreement with the northernmost shopping center for
the 22 parking spaces which can now be provided on the eastern
boundary of the shopping center .

The subject site, ioeat*d on the south side of Ellis Avenue, east of
death boulevard , is a desirable location for a facility of this
kind . Residents can walk to nearby shops and restaurants Mown and
Country, Clothestime S Points , Loshman ' s S Points) . Misdieal
services and a hospital era conveniently located in the Pacifica
Coamnitr Plan area to the west and OCTD has numerous bus lines
along Beach Boulevard.
In recent years , similar projects have been constructed in Southern
California . Examples include Nohl Ranch inn (Anaheim) , Casa Bonita
(Fullerton) , The Fountain Retiremeat (Orange) , and the Salboan (Ban
Diego) . Many of these projects have been constructed in
commercially stoned areas .
A . Past P,janning HJstQ- v
This site was the subject of two previous General Plan Amendments
(Land Use Element 81 - 1 and Land Use Element 87-19) . The requests
were to change the land use designation from General Conaarcial to
Medium High Density Residential . Both applications were denied by
the Planning Commission due to incompatibility of land uses , the
mixing of residential and commercial traffic and the potential to
hinder the future recycling of the adjacent commercial property into
a cohesive project .
Approval of the project proposed will not hinder future recycling of
the shopping center . It is highly likely that when the northernmost
commercial center recycles , the eastern facade of the retail
build=.ng will not consist of rear doors , and retail establishments
which cater to seniors ( such as beauty shops , card shops , travel
agencies , etc . ) will face this project . Discussions have been held
with representatives of the northern shopping center regarding short
term improvements ( such as paintinq and landscaping) that can be
made to the eastern facade of the retail building .
There are several uses within the existing commercial cantata which
may creats problems with compatibility of land use. These uses
include whiskey Six ( a bar located in the northernmost shopping
center , 60 feet away from the project) and Faces Night Club and
Shooters ear ( located in the southern shopping center , 200 feet SWAY
from the project ) .
The project has been designed to minimise potential conflicts
through the following design features :
o The building has been located on the front portion of the
site , with the majority of the parking to the ream to act
as a buffer to the shopping center .
o Outdoor recreation Areas are located on the east side of
the property.

o A majority of the units are oriented around the two
courtyard &roam.
During the public hearing for Land Use Eleswnt 17-16, in Qebcusry
of 1967 , the planning Commission also raised concerns regarding
access to the site from dllis Avenue . The properties Ic-cate►d on the
north side of Ellis Avenue (single family homes) have not dedicated
the future right of war for 21".is Avenue . Consequently, it is not
possible in the short germ to provide an exclusive left hand turn
lane into the project from lllis Avenue .
Specific traffic generation rates for this particular type of land
use are net available . However, it can reasonably be assured that
the traffic generation for this use would be less than for a
standard senior apartment complex and significantly less than retail
commercial center . The provision of the van-pool service will also
reduce the trips generated by this use .
with the inclusion of the reciprocal access agreement with the
commercial center to the west , it will also be possible for
residents to exit the site onto Beach Boulevard and continue north.-
as opposed to negotiating a difficult left hand turn from the site
onto Ellis Avenue and then proceeding north on Beach boulevard .

The site is bounded on the North by Ellis Avenue and single
family homes. A retail ;irking lot bounds the property oo
the south. Town b Country Shopping Center and other retail
developments along Beach Blvd. bound the property on the

This project is a 140 row boarding house for senior citizens.

There will be a central dining facility for residents of
