The pump station was constructed on Lot 109 of Tract 9219, which is a part of tentative Tract .Number .7635. APPLICANT : Signal Landmark, Inc , LOCATION: Bolsa Chica area lying North East of the City boundary between Edwards Avenue on the East and Bolsa Chica on the Nest . BACKGROUND: Tentative . Ma'p 7495 is a proposal to construct a 601 Lot R-a sub- division o1i 161 acres , This EIR has been prepared by Environmental ' Impact Reports , Inc . , consultant to the City of Huntington Beach and was filed with the City on June 29 , 1973 with a subsequent i addendum filed thereto on August 13 , 1973 and attached herewith for distribution to the City Council on August 17 , 1973 . R RECOMENDATIONS : The following recommendations are: offered as mitigating measures to minimize the impacts of the proposed measures . 1 . The minimum setback of al-1 Ovelling units from the normal travel lane of arterial streets or :highway should be 35 feet . However , on lots where the developer, cannot provide this setback due to fixed design , the :Board recommends an insulation of a higher density than normal and thermal windows , to reduce the noise from traffic to a level not to exceed 55 dBA within the living units . Q� - i V i Environmental Impact Report Page 2 EIR Tentative Ma' p 7495 , 2 . Forced air ventilation shk—ld be made able -toavail all 'dwelling units upon request of purchaser. 3 . That full insul tio'n of all exterior wal 's and ceilings of � dwellings is recommended to minimize the burden on heatir.g !i and cooling systems . 4 . Disposal of building spoils : unusable lumber , tar paper , wire , pipe and other excess or unusable waste shall be . dumped at an off-site facility equipped to handle them . 5 . That the project is to be constructed with balanced power to reduce possible overloading on any one energy source . 6 . Building foundations for this project should be designed to withstand a maximum gravity acceleration of 9 . 7 ft . /sec . 2 ! as outlined by the Environmental Impact Report . CONCLUSION : In view of the information and data contained in this EIR and the mitigating measures as herein outlined , it is the ERB ' s recommendation that : 1 . '`he City Council not accept final maps 7629 and 7630 until such time as planned development Layout has been submitted to the City for review and approval action. 2 . That the City Council prohibit the grading on those portions of Tentative 'M p 7495 (final maps 7629 and 7630) until this planned development as heroin mentioned has been reviewed by the 'City. In addition , the Board recommends that : 3 . The City Council accept final maps 7G34v 763I 763G of 7637 with the mitigating measuresherein con , r-and in�in the report as the Board finds that the proposed final maps are not likely to cause substantial environmental damage . Environmental Impact Report Page 3 EIR Tentative Map 7495 ADDITIONAL INFORA!ATION : A great deal of concern ha`s been 'expressed over the further over- as en the schools in the area, specifically the high schools . High school sites have been purchased ; however, finances are such that construction cannot occur until a bond :issue is ,passed by the voters of the High School District . The problem is broad in scope and encompasses the entire High School District ; therefo-re , the Board feels that the problem should be solved at a District level and not in a selective manner. In regards to addendum received August 13 , 1973 from EIRI , two minor points of corrections should be noted. Both of these relate to paragraphs on page 5 of the addendum: I 1 . Concerning major paragraph #3 'about the corrosion on the aluminum, it is felt that this corrosion is due to a fungus within the soil rather than high salinity in the atmosphere 2 . Concerning major paragraph # 5 , the statement that "the ;,rater from the Wintersburg Channel is probably a better quality than that found in either Bolsa Bay or Huntington Harbor" is erroneous since data gathered by the Department or Harbors and Beaches have. shown that the Flood Control channels do discharge water of poorer quality during rain storms . No. 7635, a portion of Tentative Tract No. 7495 be rescinded, "'as procedures relative to the Environmei l:al Ittipact Report had not been finalized. The Assistant City Attorney informed Council of the legal ramifications of the matter and read the applicable sections of the Huntington Beach Ordinance Code. Mr. George Stringer, 620 N. Beach Boule%lard, La Habra, Engineer .For the developer, addressed Council and objected to the rescinding of approval for the tract map. In response to 4 question by Council, the Assistant City Attorney stated that it was his opinion that Council should rescind the action approving the Final Tract Map and informed Council of the reasons for this recommendation. . 'At • this time Mayor Matney directed that the item pertaining to the Subdivision Agreement for Tract No. 7635 be deleted from the Agenda, until such time as the Final Tract Map is again placed on the Agenda. The Subdivider shall arrange for the policies to be so conditioned as to cover the performance of extra or unforeseen work should such work become necessary. Evidence of insurance shall be furnished in a form satisfactory to the City.
