There is usually an average of from 4 to 6 weeks in time separating the occurence of these events. The Phase II (73) Units will be permitted some six months henceforth, or perhaps even longer, dependent upon available finan- cing and market/economic conditions. 'therefore, should all fees have to be paid now, the net effect is financing close to $100,000 in park and recrea- tional fees for at least six months. At today's interest rates, that computes, as above mentioned, to a definite added expense to cacti housing unit, which ' must be reflected in the end price of the product. This is contrary to our ' attempt to hold in check quickly escalating housing prices, which is of great concern to us all. in consideration of the foregoing information, we respectfully request your assistance in allowing the postponement of the payment of these fees to the -time of issuance of building permits for the respective units in Phase I, and separately for Phase II. The City is actively pursuing acquisition and development of the Central � Park, as well as other park properties. With the current cost of land inflating, it is imperative that we invest these monies in properties as soon as they come in. To approve the Foxx proposal is to establish a precedent that would not be in the best interests of the City. By deferring these accounts, it makes it: very difficult to monitor them and would impose an additional administrative cost on the City, not to mention denying the City the use of these funds at a time when financial resources are i limited. I strongly feel t►sat all development fees and bonds should be collected prior to City Council approval of the final tract: map.. My reasons are as follows: 1. Payment of fees dre a condition of approval of tentative tract maps. All conditions rust be satisf4.ed prior to City Council approval of i a final map. I 2. It would be very difficult from an administrative standpoint to k9ep track of who has paid what if each developer pays fees at a different stagc.. Presently, we have a simple system which requires all condi- tions to be complied with before an item is placed on a Council agenda. 3. If fees are not paid prior to recordation of a tract map, -hey could be passed on by the subdivider to a builder who may be unaware of this .requirement. Since the fees are a canditi.on of ;subdividing land, they should be paid by the subdivider prior to recordation. Since maps can be recorded immediately after Council acceptance:, the fees should be paid prior to the City Council meeting. 4. These fees generally relate to costs incurred by the City for plan checking and other services.
