This report is a study of traffic conditions existing on Lawson Lane and Meredith Drive in the Meredith Gardens tract in Huntington Beach, California , including an analysis of the effect of Tract No. 9889 on these conditions . The following items are discussed in the report: • 'traific generation rate for Tract No. 9389 ; e the speed problem on Lawson Lane; o the through traffic shortcut problem on Lawson Lane and Meredith Drive; and e a discussion of the possible need for a traffic signal at Lawson Lane anu Adams Avenue, Existing Conditions Lawson Lane is a north-south, residential collector type of street running between Meredith Drive on theiouth and ,Adams Avenue on .the north, and is the only outlet for traffic from the Meredith Gardens tract onto Adams Avenue . Meredith Drive is an east-west, residen- tial collector type street running from Brookhurst Street on the west to a point easterly of Lawson Lane. These two streets could be used as a shortcut for traffic trying to bypass the signal at Brookhurst Street and Adams Avenne. Simpson stated that the .offer would not be accepted even though said offer was at least $10 , 000 .vv more than the value of the Simpson ' s home . Apparently, the Simpsons feel that even more profit can be obtained if they continue to hold out. V. As further proof of .the bad faith of Mr. & Mrs . Simpson, Sand Dollar Development , Inc. had offered 1•irs . Simpson to give to Mrs . Simpson 337 square feet out of the lot which Sand Dollar had purchased in return for a mere 71 square feet of the Simpson lot , see page 13 . Page Three PLANNING COMMISSION AND STAFF RECOMMENDATION: Approve Negative Declaration No. 77-140 and Tentative Tract No. 9889 based upon the foregoing findings and conditions of approval . :SUMMARY AhYSIS : Tentative Tract No. 9889 is proposed upon a residual parcel of land located behind a new shopping center located*at .the southeast corner of B.rookhurst Street and Adams Avenue . The land was recently rezoned from commercial to R1 Low Density Residential. Access to the land-locked property is proposed by extending a street through to Lawson Lane within the Meredith Gardens tract. The tentative map as ,approved by the Planning Commission depicts a 52 foot wide street extension to Lawson Lane. i As the lot purchased for the purpose of creating access to the sub- division is 60 feet in width, the remaining eight feet not utilized for street purposes is proposed to be conveyed to the existing lets on either side of "B" Street in exchange for the acquisition of a portion of these lots for street radius purposes . Tentative Tract No. 9889 has been appealed on the basis that representa- tion made by the subdivider to the property owner immediately north of the proposed street and to the Planning Commission regarding the i necessary agreements to create a new east/west street were false . The appellant' s attorney has indicated in the letter of appeal that � no such agreement concerning the property transfers was ever reached .among the two parties as is alleged in a letter submitted to the Planning Commission by Sand Dollar Development Incorporated . Insofar as the tentative map did not encompass an area sufficient to develop a street within its own boundaries , the Planning Commission , through Condition of Approval No. 12 required that conveyances between i the existing lots on either side of the proposed street extension for adjusting lot lines and obtaining proper curve radii be recorded by a separate instrument prior to recordation of the final map. i If the necessary agreements to obtain the curve radius Der public I street requirements cannot be achieved, condition of approval ! Traffic increases in the immediate area created by this subdivision. 3. Potential problems in siting dwelling units upon the proposed lot configurations. 4 . The potential impacts of the existing commercial operation to the west upon abutting lots within the proposed subdivision. 4 . 0 ENVIRONMENTAL - STATUS : } Negative Declaration No. 77-140 was posted on December 29 , 1977 , and as of January 9 , 1978 no comments had been received as a result of thin public posting. Based on an . analysis of the initial study and subse- .quent . staff discussion, the staff recommends, approval of Negative Declara- tion No. 77--140 subject to the . mitigation measures which have been incorporated into the conditions of approval. i 5 . 0 SURROUNDING ZONING AND LAND USES : Property to the north and wnst of the subject area has recently been f developed as a commercial shopping center and is located within the C4 , ; Hig way Commercial. District. Property to the south and east is developed s with single--family dwellings in an Rl, Low Density Residential District. The subject property was recently redesignated Low Density Residential in the General Plan and rezoned from C4 , to R1 (effective 3/8/78) . F 6 . 0 SUBDIVIS.ION COMMITTEE ANALYSIS : I The Subdivision Committee held an initial review of the proposal at its January 20 , 1978 meeting . All issues which were discussed and resolved by the Committee have been either reflected in the revised tentative map attached for Planning Commission action or addressed in the suggested conditions of approval. 1. Site Design: In order to render access to the subject area , it is necessary to remove one existing single-family dwelling along Lawson Lane. As a result of this act- �oi ., the two single-family dwellings on either side of the street would become corner lots . The subdivider has indicated -.i,at he has made arrangements with the property owners abutting the proposed street opening to make necessary improvements along the area impacted by the street opening. The proposed improvements are: ( 1) To convey four ( 4) feet 'on either interior property line to the adjacent property owners in exchange for land in front of those two lots for street purpose s- (proper ' radii to meet standard plans of the City) . ' (2) Removal of .the fences existing along Lots '.3 and 5 abutting the --future street cut and Construction- of a decorative masonry wall. (3) The reconstruction of an existing driveway on lot 3 south of the j proposed street opening . The construction of a slightly curved driveway is necessary to allow for unencumbered curve returns f for the proposed street. A schematic plan of how this is to be II achieved will. be presented at the Planning Commission meeting. TT 9889 February 22 , 1978 Page 3 The existing single-family dwelling on the east side of Lawson Lane immediately"adjacent to the proposed street opening would also be affected. Lot No. 46 (see boundary lots on the tentative map) . would 'be .subjected to visual intrusion of lights in the evening from,,automobiles exiting the 'new east/west street from the sub'- division. ' The 'developer indicated to the Committee that this potential. prob- lem has also been satisfactorily resolved with the property owner of that lot. In order to mitigate this potential visual intrusion, a front yard wall will be constructed or sufficient planting will be undertaken to eliminate the problem. A letter agreeing to these in:provemeInts is attached for the Planning Commission ' s perusal. 2 . Circulation and Traffic : The Committee reviewed the proposed access to the subdivision and the potential impacts of vehicular traffic generated within the streets in the area. Based upon the traffic generation figures in the environmental study and the relative magnitude of the project, the Subdivision Committee determined that the circulation system was acceptable . 3. Noise: The existing commercial development to the north and west of the subject property poses potential noise impacts to the proposed lots within the subdivision abutting this area. In particular , a 29--hour supermarket is situated along the westerly border of the subject property. Development of the commercial center was condi- tioned with certain performance criteria designed to minimize the impacts which could be operationally manifested upon the residential area. In addition to maintaining trash and receiving areas behind the supermarket as far away as possible from the proposed residential development, the shopping center was conditioned to: . a . prohibit trash collection between the hours of 11 : 00 p.m. and 7 : 00 a .m. along this portion of the development , and b. prohibit noises emanating from mechanical equipment used in c�'-n- junction with the uses of the commercial center to not exceed 55 dba at the residential property lines . Based upon the developers ' intentions to build a masonry wall along the north and west property lines , the Committee expressed no additional concerns in regard to this aspect of the subdivision and were agreeable to the treatment as proposed. 7 . 0 RECOMMENDATION: The Subdivision Committee recommends approval of Tentative Tract No. 9889 based on the following findings and subject to the following suggested conditions of approval . l� 1 MMMM ;a mT 9889 February �22 , 1978 Page 4 FINDINGS : 1 .
