This office was requeated by City Council to study the number and
location of slips v.hich should be permitted in Huntington' Harbour bays,
and your office was requested to check legal ramifioations in connection with
this matter.
There are two bays which are involved, namely Warner Avenue Marina and
Christiana, may. The area for Warner Avenue Marina is within Lot "B" of
Tract 4880. Sheets 1, 2, 6 and 7 of the recorded tract map is transmitted
herewith. As indicated on the title sheet, Lot "B" was dedicated to the City
as public and navigable wattvrways excepit, reserving the right to construct
docks, pers, wharves, slips, ramps, floats, etc. A portion of the private
marina was constructed per pemita issued by the Corps of Engineers and the
City. The original permit issued by the Corps expired and a now permit was
issued. Subsequently the City issued a permit to allow the construction of
26 additional slips which were put in the week of May 19.
the area for futther construction of as private marina at Christiana Bay
has not been dedicated to the City. The area for the construction of the
existing docks at that location vat dedicated as Lot "A" in Tract 6429 with
a reservation for their own use excepted similar to Warner Avenue Marina.
An application for a permit to allow the full construction of this marina
has been made to the Corps of Engineers. The City will not issue a parmit
for this marina construction until (1) the Corps has given approval, and
(2) the water area has been dedicated to the, City.

contact me.

We have prepared hydraulic calculations and a preliminary
plan and profile for the proposed underground storm drain
conduit for approval prior to proceeding with construction
plans and specifications. Concurrently with consideration of
the engineering aspects, we believe that questions relating to
property adjustments should be considered. In this latter
connection, our client would wish to explore easement require-
ments for the proposed underground conduit and the fee
acquisition by the Huntington Harbour Corporation of the open
ditch channel section lying south of the centerline of Gerhart
Ave. extended proposed to be vacated.
In accordance with the above, we enclose 3 copies each
of the following for your information and with a request for
appropriate action:

The following items were covered at the meeting with Bill Hartge, John
Mandrell and Earl Percy, representing the City, and Dick Maitland, Red
�-� Capps, Owens Dunnahoo and you, representing Huntington Harbour Corporation.
� + 1. Street Improvements
�
A. ,The agreement was signed approving construction of-the Warner
Avenue bridge. As previously noted in our September 12 meeting,
Huntington Harbour is exchanging $13,000 worth of bridge improve-
ments for an equal amount of work on Warner Avenue and Algonquin
for which we are obligated.
B. Heil and Algonquin Improvements
We informed the City of our desire to delay as much work as
i . possible on these two streets in order to dovetail with improve
ments required by other developers. Bill Hartge will estimate
( ' ( J� Huntington Harbour's share of the Algonquin improvements, so
that we may elect to complete -or delay this work.
2: Acceptance of Tracts
It was resolved that Huntington Harbour will complete street improve-
ments in Tract 5050 as soon as possible. The City will then accept
this street for cleaning and maintenance. The entire tract will not
�!;'�`� be accepted until the sidewalks and water meters are installed. ,
;E Tract 5360 is to be inspected by Earl Percy, and he will establish
u a boundary that appears desirable to make a partial acceptance. We
will complete all necessary work in the area described and the City
will accept that portion for maintenance. Huntington Harbour will
continue to be responsible for maintenance in the balance of Tract
5360 and Tract 5481.
Upon acceptance of Tract 5050 and partial Tract 5360 by the City,
our bonds will be reduced accordingly.
3. Parkway Trees
John Mandrell will make the necessary arrangements for the City to
begin maintenance of parkway trees. Tract 4880 trees in particular
require topping and thinning prior to winter rains *or many trees
could be toppled by wind.

4. Deed to Warner Avenue Property
Bill Hartge will continue to expedite .the drawing of the deed from
the City to Huntington Harbour for the Warner Avenue property
exchange.

A,3 5. Rebate on Sewer/Water Lines
John Mandrell will provide us with an immediate accounting of funds
due on sewer/water line hook-ups. He will, -as soon as possible, .
draw a map showing the entire system and the situation to date.
6. Heil Avenue Storm Drain
We again stated our desire to hold off on completing of our portion
4,. of the storm drain until such time as other developers were ready to-
do their share. . We reiterated,our interest in having Heil completed
through to Bolsa Chica. .
7, Tract 5775 Dredging
t% Red and Earl Percy are to arrange a meeting to inspect. the channel
bottom in the dock area of this tract. Some clean-up dredging may
f be required prior to acceptance of the channel by the City.
�= My general opinion is that the meeting went very well and that our
'I relationshipwith the City continues to be harmonious.

1. Street Improvements
a. Warner Avenue - Huntington Harbour's obligation for their
share of the project presently under construction is approxi-
mately $38,700.00.
b. Algonquin Street - Huntington Harbour's obligation for their
share of the project soon to be advertised is approximately
$30,200.00.
2. - It was requested that the City make partial
acceptance of Tracts 5050, 536o and 5481. John Mandrell of this
office will arrange a meeting with you to detail further work
necessary to consider acceptance.
3. Zoning Change of Tract 5963 - Ken Reynolds suggested that you
immediately file your application for the zone change in order
to meet your stated timetable.
4. Ap roJo val to Start New Models - You were advised to contact the
Building Director.
5. Fire Station - It was noted that this is a matter on which the
City Administrator should be contacted.
6. Parkway Trees - It was stated that Huntington Harbour Corporation
maintains to varying degrees the street trees in the developed
areas. This matter can be discussed in more detail at your meeting
with John Mandrell.

7. Deed to Warner Avenue Property - This is in reference to the right
of way of "old" Warner Avenue adjacent to the Sunset Beach-Surfside
Water Company property which was to be vacated in favor of Huntington
Harbour after their dedication of the right of way for the improved
alignment. In addition it has been discussed in the past the possi-
bility of the purchase by the City of the triangularily shaped water i
company property located northerly of the elevated tank. These
matters will be further discussed by the City staff and you will be
later contacted.
8. Sunset Sewer Plant - Since this is being discussed by legislative
personnel, no further discussion was had at the meeting. Please
contact the City Administrator regarding this item.
9. Rebate Due Huntington Harbour on Sewer - Some fees (both sewer and I
waterT collected from others have been reimbursed to Huntington
Harbour Corporation. An accounting of the status of this matter
will be made in the near future.
10. Parks and Beaches - After a brief discussion it was pointed out that
no conclusion could be preached by the City representatives present. I
The City Administrator should be contacted regarding this.
11. Zoning Change on Highway 101 to R-3 - Ken Reynolds explained the
procedure of obtaining a zone change in this area. I
12. Bridge on Warner - The method of financing the bridge for street
widening was explained in our letter dated August 29, 1966. An
agreement providing for the bridge construction has been prepared
by this office and will be forthcoming within a day or two. The
plans are also now available.
13. Storm Drain on Heil Avenue from Algonquin Westerly - It was explained
that this storm dram must be installed prior to street construction;
also, for the tracts east of Algonquin Street to be developed either
the storm drain must be in or a deep ditch (temporary) must be dug
from Algonquin to a join point with the box culvert. It is estimated
that the storm drain cost will not exceed $35,000.00. Plans for this
storm drain were prepared by Moffit & Nichol.
14. Dredging - It was printed out that the channel bottom must be no
higher than the design elevations. It was further pointed out that
some material adjacent to the bulkhead at Tract 5775 must be removed.
It was agreed that the City will provide an inspector to check out
this situation with your representative.
15. Traffic Signal at Warner and Algonquin - This office is commencing
/T`Jrf- with the preparation of plans for the signal and will let the contract
for the installation within six months.
