Hea'ch Coastal lvleiment will r be:adopted by resolution?of.the .City Council at -its Jdnuary',5, 1981 meeting... In .order to implement: the land use, plan, new -zoning ordinances and specific plans must be developed and:existing'.ordin- ances reviewed for conformance to tihe."plan The_attached-work ...program outlines the necessary tasks and the projected budgeL for this implementation phase of the Local Coastal Program. Funding for '. the program will be requested from the Coastal Commission. RECOMMENDATION: Adopt the attached work program and resolution and direct staff.to request'an interim grant from the State Coastal Commission of up to $20,000.to begin work on the implementation phase (Phase III) of the Local Coastal Program. ANALYSIS: . Phase III of the Local Coastal Program involves thn preparation of zoning ordinances and specific plans necessary to implement the -Coastal Land Use Plan developed in Phase II. Once the Land Use_Plan is adopted by the City Council, it must,be reviewed and certified by the regional and stage coastal commissions. This review process - could take up to five months and could involve changes in the plan before certification. It is not expected that these would require significant alteration of the attached work program. There are a nunber.of taoks,'however,.which can be started immediately, based"on the'. major land use. decisions made"by the Council. It'- appears 'that an interim grant of $10, 000. to' $20, 000. inay be' ,avail- able from the.Coastal Commission to'begin ttis work.• Therefore, staff'recomnends,that. the Council approve, the entire work program for Phase III�of- the Coastal Plan and, in addition, direct staff to request an interim grant based on this work program for $20,000, 'to enable implementation work to begin as soon as possible. As•_ a . point of :information, . it should be noted that statewide funding -for coastal plan implementaticn is very limited and it may;'be difficult to.obtai:n the monies necessary, to carry out the entire Phase IIi..work, program.. ; Staff will. keep,.the Council informed of;the status of coastal implementation Funding any, changes in the work -program required by the Coastal Commission will be brought to the Council for review and approval.
