STATEMENT OF ISSUE
Transmitted for City Council consideration is Resolution No adopting Local Coastal
Program Amendment No 94-1 which will incorporate Zone Change No 93-2 and Code
Amendment No 93-10 into the City s certified Local Coastal Program Local Coastal Program
Amendment No 94-1 will be transmitted to the California Coastal Commission for final approval

ANALYSIS
The California Coastal Commission certified the City s Local Coastal Program in 1985 The
California Coastal Act requires that any amendments to the City s Local Coastal Program must be
approved by the California Coastal Commission Local Coastal Program Amendment No 94-1
represents Zone Change No 93-2 and Code Amendment No 93-10 The method of transmitting
Zone Change No 93-2 and Code Amendment No 93-10 is to adopt a resolution and transmit the
resolution to the California Coastal Commission The following is a summary of the zone change
and code amendment

Zone Change No 93-2 0 0
Zone Change No 93-2 is a request by Seacliff Partners to rezone 27 areas totaling 5 7 acres along
the southern edge of the Holly Seacliff Specific Plan The zone change request results in a total of
5 51 acres rezoned from residential to recreational open space 11 acres recreational open space
to residential and 08 acres from high density residential to low density residential The zone
change is consistent with the City s General Plan and Coastal Land Use Plan
Staff supports the request because the zone change will create a definite precise zoning boundary
between the Seacliff Golf Course and the Specific Plan and will be consistent with the tentative
tract boundaries The proposed zone change will also retain recreational open space and will
result in a net gain of 5 4 acres of recreational open space On March 14 1994 the Huntington
Beach Planning Commission approved Zone Change No 93-2
Code Amendment No 93-10
Code Amendment No 93-10 is a request by Seacliff Partners to amend the Holly Seacliff Specific
Plan by allowing for reduced setbacks for fire places bay windows unroofed balconies open
stairways and architectural features Staff supports the request because it is consistent with
existing residential development standards it will provide flexibility for interior design and the
code amendment will provide better utilization of outdoor areas
When the Holly Seacliff Specific Plan was adopted by the City Council on April 20 1992 staff
did not anticipate the need to allow for the minor encroachments for fireplaces and bay windows
into required side yard setback areas Staff now realizes the need to incorporate the proposed
language into the Holly Seacliff Specific Plan which will allow for greater design flexibility On
March 14 1994 the Huntington Beach Planning Commission approved Code Amendment No
93-10
The zone change and code amendment are consistent with the City s Coastal Land Use Plan
because the requests will not impede access to coastal resources and will not eliminate visitor
serving opportunities

WHEREAS, after notice duly given pursuant to Government Code Section 65090
and Public Resources Code Sections 30503 and 30510 the Planning Commission of the
City of Huntington Beach held public hearings to consider the adoption of the Huntington
Beach Local Coastal Program Amendment No 94-1 and such amendment was
recommended to the City Council for adoption and
The City Council after giving notice as prescribed by law, held at least one public
hearing on the proposed Huntington Beach Local Coastal Program Amendment No 94-1,
and the City Council finds that the proposed amendment is consistent with the Certified
Huntington Beach Coastal Land Use Plan and Chapter 6 of the California Coastal Act, and
The City Council of the City of Huntington Beach intends to implement the Local
Coastal Program in a manner fully consistent with the California Coastal Act
NOW THEREFORE the City Council of the City of Huntington Beach does
hereby resolve as follows
SECTION 1 That the Huntington Beach Local Coastal Program Amendment
No 94-1 consisting of Code Amendment No 93-10 and Zone Change No 93-2 attached
hereto as Exhibits A and B respectively is hereby approved

SECTION 2 That the California Coastal Commission is hereby requested to
consider approve and certify Huntington Beach Local Coastal Program Amendment No
94-1
SECTION 3 That pursuant to Section 13551(b) of the Coastal Commission
Regulations, Huntington Beach Local Coastal Program Amendment No 94-2 will take
effect automatically upon Coastal Commission approval, as provided in Public Resources
Code Sections 30512 30513 and 30519

BY AMENDING THE HOLLY-SEACLIFF SPECIFIC PLAN
CODE AMENDMENT NO 93-10
WHEREAS pursuant to the Planning and Zoning Law, the California Government Code
Sections 65493 et seq , the Planning Commission of the City of Huntington Beach after notice
duly given held a public hearing on March 15 1994, to consider Code Amendment No 93-10
which will amend the Holly-Seacliff Specific Plan to allow sideyard encroachments for fireplaces,
bay windows unroofed balconies open stairways and architectural features and
On , 1994, after notice duly given, a public hearing was held
before the City Council of the City of Huntington Beach regarding the aforesaid code
amendment and said code amendment having been considered the City Council finds that Code
Amendment No 93-10 is necessary to provide sideyard encroachments for fireplaces bay
windows, unfilled balconies, open stairways and architectural features to maintain consistency
with City-wide residential development provisions to provide effective interior design and
efficient exterior design in the Holly-Seacliff Specific Plan,

WHEREAS, pursuant to the Planning and Zoning Law the Califo7ma Gove7nment Code
Sections 65493 et seq the Planning Commission of the City of Huntington Beach after notice
duly given held a public hearing to consider Zone Change No 93-2 which will rezone various
areas along the southern edge of the Holly-Seacliff Specific Plan and
On 1994, after notice duly given a public hearing was held before
the City Council and the zone change having been considered the City Council finds that Zone
Change No 93-2 is necessary to reconcile the various zoning designations and to create a precise
zoning boundary between the existing Seacliff Golf Course and the Holly-Seacliff Specific Plan
NOW THEREFORE, the City Council of the City of Huntington Beach does resolve as
follows
SECTION 1
The real property hereinafter described and shown on District Map 3 (Sectional District
Map 3-6-11) marked Exhibit A attached hereto and incorporated by reference is amended to
include Zone Change No 93-2 of the City of Huntington Beach
SECTION 2
The Director of Community Development is hereby directed to amend Section 9061 of the
Huntington Beach Ordinance Code District Map 3 (Sectional District Map 3-6-11) so as to
reflect the changes contained in this ordinance and on the map attached hereto The Director of
Community Development is further directed to file the amended map A copy of such map as
amended shall be available in the office of the City Clerk
