DESCR1,PTION: The,'purpose of the grant .is to mitigate the adverse onshore impacts of increased offshore oil production off the City's shoreline. B. 'OBJECTIVES: The..:ob�ective of. thepraject is to inventory the City's ' onshore facilities and determine if the facilities can support additional offshore oil development.. .This information could be , used by. the.City. and the State, as well az private companies, ' to 'aid "in locational decisions for future offshore oil developments. C., PAST AND FUTURE OFFSHORE EIiERGY ACTIVITIES: There are currently five platforms offshore from Huntington Beach. To support, these platforms, there exists in the:City: an oil tanker unloading terminal, tank farms, and a pipeline network twat includes two offshore pipelines and six onshore pipelines. The tank farms i.nd onshore pipelines also serve the City.'s extensive onshore ail development. The extent to which future offshore energy activities. would impact the existing onshore facilities needs to be determined prior to any new development. For example, community safety concerns dictate that the City assess the Fire Department's capabilities of handling an increased demand for their services and equipment. .............,.�..-- r PROJECT NARRATIVE (cont'd) Currently, there are very serious concerns. about the possibility of collisions involving platforms and tankers which ., could result in ail spills. A spill could have a great impact upon the City's popular recreational beaches, sensitive wetlands and inland economic resources which rely or, tourism. The eight riles of beaches in Huntington Reach are ..easily accessible and are visited by an estimated 13.5 million people per year. The benefit of a safe coastal area is enjoyed on a large regional scale. Resf.dents throighout Orange County,. as well as tourists nationwide, frequent the City's beaches. The City also hots an annual wnrld championship surfing contest. The.,City of Huntington Beach. actively protects and�­cnjances its coastal resourc'es. .:. A "Local Coastal Plan",-was: certified in March .g985 by the'.•California Coinmission which, established development guidelines and regulations to assure that', coastal properties are' developed�. in a..manner that will implement the '+ "California Coastal Act of 1976". The' downtowh""area is currently undergoing Jnajor redevelopment efforts which will greatly increase an economic bane which relies on tourism.: An increase of offshore oil development and. related onshore support activities could greatly impact this L. `. resource. Planning efforts can then. be directed towards the mitigation of adverse Impacts. D. Mitigate view impacto of offshore oil development by creating a landscaped public vista. 2. Provide the public information about offshore oil activities. C. PAST AND FUTURE OFFSHORE ENERGY ACTIVITIES: The City of Huntington Beach has been impacted by past offshore oil activities to a greater extent than most coastal cities. There are five platforms which are visible from the coastline: three are in federal waters, two are in state waters. Pipelines run ashore from the trio state platforms. Offshore oil development has not only caused visual blight, but has subjected our coastline to the risk of an oilspill. Currently, there are very serious concerns about the possibility of collisions .involving platforms and tankers which could result in oft spills. A spill could have a great impact upon the City's popular. recreational beaches, sensitive wetlands and inland economic resources which rely on tourism. The eight miles of beaches in Huntington Beach are easily &ccessible and are visited by an estimated 13.5 million people per year. The benefit of a safe coastal area is enjoyed on a large regional scale. Residents throuSbout Orange County, as well as tourists -nationwide, frequent the .City's beaches. The City also holds an annual world championship surfing contest. Many oil wells are located along our coastal bluffs. Most of these wells ,directi.onally drill for offshore oil. The City has been very concerned about the appearance of these areas. As a result, a major effort was launched in 1981 to improve our ocean view by ridding the bluffs of old ,pipelines. and. by'landscaping and ,!bcreening the wells. The existing .Blufftopp. Park between . Ninth. Street and Goldenwest was completed. in N8. 4.. . It provides scenic vistas for the 1.3.5 million •visitors annually.. who enjoy our active and passive beach recreation opportunities.. The, proposed project would become an extension of the Blufftop Park from Goldenwest north to the Bolsa Chica, providing additional landscaping and screening for oil wells and mitigating the visual impacts of present and future offshore oil development. The City issues drilling, redrilling and reworking permits for all wells in the City rnd subjects all oil production related equipment to annual inspection by the Fire Department. On-shore equipment used for Iran:;porting, storing or refining off shore produced oil is included in the City' s "Oil Code" jurisdiction -z- (6820d) C, t, and f annually inspected for compliance with 'ope'rational and environmental safety, noise and aesthetic regulations. A stringent landscaping code is applied to. such equipment located in, developed or, City park areas. The. City also prepares and. .. updates detailed contingency plans for emergencies generated by off-shore or onshore oil equipment. Lastly, the City carefully monitors and comments upon all new proposals for off-shore oil production. G. OTHER FUNDING SOURCES: The Coastal Conservancy, County of Orange and. oil companies and private citizens have provided funds in the past for the Blufftop., Park. These sources could be pursued again. H. ALTERNATIVES: The only alternative would be to not construct the,.project.. In this case, u.isighkly, barren oil wells will continue to degrale ocean views and more attention will be focused on the negative aspects of the platforms. I. ESTIMATE OF PROJECT COSTS: The cost of design engineering, including plans and ' specifications, is estimated to cost approximately $25,060. During normal processing; the CDP Mould be considered and acted upon at the same time as any other entitlement, for the project. in this particular case, the CDP would° have been processed at the time that the Conditional Use Permit (CUP) and Tentative Tract Map were approved. The CDP is designed to give,;special attention to those issues deemed of�:importance by the California Coastal Act and the' City's Certified � Land Use Plan. These include coastal access, visualresources, community facilities, hazards, energy, density,,,height, parking, signs ind, issues relatfnn to water, wetlands and 'environmentallj► sensitive trj habitatu. All of these issues were addressed and provided Jor in the <t Downtown Specific Plan, At the time that CUP 84--19 and Tentative Tract No. 12238 were approved, the' City .had not yet received certification of th'e zonirig portion of the -LCP, and was not. issuing CDPa. V-'the .applicant' had, wanted to ,proceed with ,the,development:, a CDP from the Coastal Commission would have been required. . In viers of the City's approval . of the CUP, . and based on the approved Land "Usel Plan and the .Downtown specific. Plan, staff,:believes that the Coastal Commission would have approved a CDP. However# the applicant waited until the City .regained their permitting authority, and is now requesting City approval of the CDP. The, Ciiy'.s zoning implementation. was certified by the Coastal Commission. as adequate to implement the Land Use Plan policies. This means that, in ,general, if the oevelopment complies with the zoning, ' 1 if will meet the ,test of the findings for a CDP. The. issue of whether the zoning ordinance itself is appropriate for the City is not in question in a CDP application. The subject development, which was approved by t6 Planning Commisston in August of 1984,. lies within -an appealable area of the coastal zone. ..
