fturds are limited. We ask for this variance for one year
so that we will have time to build a church.
I am a veteran of World War II. I served with honor

battlefield. I feel that the Lord called me from Roanoke ,
Virginia to this beautifu). city of Huntin,3tort Beach to start
a new United Pentecostal Church . I feel that this church
would be a blessing to the city as we promote law and
obedience to these officials of the goverzuient .
I would appreciate it so much if you would grant, thla
waiver for me, It has beer waived ;n the past for a Nazarene
church , a teen club, a. boys ' club, and at the present time
for a juvenile court , which has the. back half of the building,

tion of our new church edifice. This extension, dating, back
to the origimal expiration date of the Use Variance, would
expire on May 19, 1969 .
In the last week, we were able to finglize our financing
and we proposo to build the church on the plans , as prewfft
iously submitted.
It is respectfully requested that your Honorable Body,, under

1 would 11Ite to take his opportunity to express my opinions is oppouition
to a petition for a ( �nditional Exception to permit the development cf a
trailer Dark in the southwest quarter of Section 22-5-11 on the southeast
corner of .Springdale Street and Heil. Avenue . Namely - the Northwestern
most ten undevelorxd ac:res .
Several thousand residents in the immediate area are quite upset about
! the prospect of a trailer park in this location; over 2000 si;natures
have been collected since n6tifi.eatiol. of the Plawning C'.ommission hearing
on Jsuvary 21., 1,)43. Iiaving a Masters Degree in Public Mminis•tration and
a role in the organization of our residents coaaait-ee, I have been selected
as their spokesman against the proposed trailer r"0; and for the Community
Park that was master planned for this locution..
The site in quest;:c.an is as shown cn the attached area mar, The area to
the west contains the Meadovlark Country Club; a small plane park; and.
Iuntington Earbor. ai the east is located u large residential R-1 area
of prestige homes . To the immed:! ite north is a Catholic Church and School.
and a I:utheran Church and other large residential R-1 arres. Mere are
eleneatxy schools. Springview and Meadowvlow to the southeast girl northwest
respectively.
In the R-•1 area to the south and east there are H.pproximatel.y 2,000 residents;
in the R-1 Area to the northeast there are approximately 3,000 residents;
ire the R-1 area to the northwest there are approximately 2,n00 residerfts;
in the $-1 area to the southwest there a,,e approximately 600 resident a . The
new Theme homes will add more, and building permits for 27 .lots are filed
for the partial south of Iieil and ver.t of Springdale.
Thus there are al=st•._8,000 people within wrtlking distance of this oit: .
This means approximtely 3, 500 children. This area has been growing at
a rate of over 10 perc:ent per year and will probably conti.nse until
saturation a'� about 15,000 residents . Parks within walking distance are
urgently needed in this area. For family trips we have beaches, etc. , but
there is no park within walking distance for thousands, of people and children
ir+ this area.
The cite ve are discussing currently vonsists of 10 acres of marar, land
Alch each winter floods to a depth of about Pour feet in the northVest
Corner. It is set below the surrounding area five to eight Peet and thus
collects rain runoff and seepage. 1 understand that Ashby Construction

the south Side At :lc bounded by a wall only two to three feet, higher than
the surrounciing liend. On the east it is bordered by homes; only partially

park, which its really E •5, Cumn Street terminates at the edge: of this
property without a cut-cue-sac. This should be considered in develcpment
of the site. Currently many children use Chia area as a playgrounc? during
off-school hours. Tt, is rough laid, but it Is considerably better than
playing in the street, .
Die to coil conditions, deep peat in most of the site, according to the
soil report submitted by Moore and Taber, the site la generally considered
iinbuildable at this time. By this we mean that; it is "unsatisfactory for
normal construction. " I would like to point out that if the owner had
filled the depressicn in 1962 when she was advised of this condition, the
site c:ou.l.d support R-1. homes today. Indeed, if it is filled today it
could be ready for siraLe family dwellings In three to six year9 and at,
prices prevalent Pt that time fci- choice R-1 bind.
However, lend in this site 's current state is suitable for hark: use as
indicated ira the current Master Plan of barks, Open Space, School and
Reart atio,i adopted by City Council Resolution No. 2h19 in 1966.
As indicated in City Coune47. Resolution No. 2419, the object:,-,es of the
parks program arc, 1n part, to
o Provide a well-balanced recreational program for the citizetu }
* Implement the Urban Land Institute recozzmeudations, and
o Iar-hLASP, land for parks, open space and recreation prior to
development.
This corner was selected ac a site for a park in that Master Plan. We
agree w•tth this decision. Now it is being considered as a site for a
trailer park instead of a city park, similar to the cituati.on if we replace
'Lake York with trailers. Well, tee people in this area do not want a
trailer park here - they want a community park as the,,r understood would
be located here wnen they bought their homes, investing up to $4U,000.
They do not want any more trellsr parks in the, immediate area. As you
know, they are enlargl:ag the currr6t,t t l•ailer. park on Warner to extend all
the wavy to Springdale. j
A trailer park is not considered compatible with the Qurrounding R-1 areas
and these expensive homes. In particular, the clubhouse location, just a
few feet from aingle family homes, is extremely bad. Valle ssrrouci►iing the
trailer park and the reEulting fort-Like appearance will create an eyesore
can this corner. Worse, as these walls kill be bi,ilt on the heart of the
peat, rye can expect them to disintegrate. (Heil has fallen two to three
feet and that; `s roadbed. ) Also, in future years, these developments typically
heccue rundown, and citizens would have: no recourse to preserve the nature
of this beautifu] neighborhood. Another possibility is that soil settlement
would crack sewer Linea and create unacceptable odor in the near vicinity.

trailer parkb . :•fter all, this is a commercial enterprise which is
going proposed for thy: middle of this attractive residential. neighborhood.
The question ins, shall we continue to grow as a beautiful, clesirable
comminity where qual7ty perzons wish to live and property values are
high or shall we permit h hodge-podge of uncoatroll.ed uroanizatior, that
can turn our beautiful ccmmuntty into a Puture s7.=?
The surrounding people, $,000 now and up to 15,000 in the near fature,
need a park and playground at this site. We understeand that the goal
of the city, is to lucmte parkF near elementry schools. In this polioy
we generally concur. But in thi. , area we su`;gest that can exception be
mode based on the unique nature of the ccmounity and its environs.

rate a perk as there are too f:-w residents •- normally 1,000 people syould
have: 4.0 acres of park for health and recreational purposes. But .residential
growth In this t section is limited by existing land use. This site p+oNr..ies

p, the people to the no'rtreast do not have an elementry school due to sail.
problems. These 3,000 people have no school ground, no park, nothing
but streets for the children to play ia. This site Mould provide a
much needed recreational outlet ;or most of this area. Again, this site
13 the only open land available for their recx-ae.tional needs.
The people to the southest currently have access to Springr-iew Schook,
but it 1s several blocks away due to an unfortunate location of streets .
This restricted access severely limits access to a pork at Springriew
by 600 to 800 people on tnia western eCige • Age-in) this site is the only,
open land which is convenient for these people.
This site 's accessability, suitability and convenience is at',aeted to by
its cui re .t use by tae neighborhood 's children.
Kitty-corner acro6s from the site a similsr problem presents itself. A
park site at Meadowview Schonl. would have limited access due to ;nly one
street frontage; also, tennis courts restrict the path of entry. So these
people too will find this site Convenient and suitable.
AnotherF-plus for this site over: one at the elem ezt;y school is that it
would tend to beautify Vringd.ale Street and would be an asset to the
nefOborhood and the City. Studies have shown again and. again than tax
receipte loos due to removal of land from tax roles for parks is more
than offeet by appreciation of sux^rounding property. In addition, industry
normally trlea to. settle in cotmmmities where employees will .find suitable
homes and recreation.

I think we all share the ci.ty's concern over the narrow re jention of
the Parka Bondi. Propoaltion by the voters in the last election. We
recognize the strain -this puts on the ci.t;y 's capability to purchase
and improve park sitee. We suggest, thoi:gh, that the city take all
steps possible to purchase this c,i{.e for parka mud recreation purposes,
waybe not improve It Immediately, but purchase it now. As lend prices
are rising nt about $2, 500 a year, this would be a worthwhile :investment
in the future of thie °beautiful community and would ulti=te!.y save
they city money. This would also relieve the hardship on its current
owner.
W,_ wonder if possibly there may be name finding relief from other sources
than the bond, issue:
o Monies from developers raid as in lieu fees could be used; Myle
Development, made a suitable settlelmer t. Are a conservative estimate,
developers (or should we say homeowners, as they ultimately pay)
nave contributed $40,Oo0 to $50,000 for parks for these people,
and tbete are no parks.
c The Federal Housing and, Urban Development Act of 1965 provides
for 50 percent matching funds on project such as these.
N General revenuen could be used.
o A special assessment district could be established so that those
who use thn park p!iy for it.
o possibly the land could be votalned on a long-term lease of some
lease-back arrangement.
o Possibly an Urban Pegutification grant could .over some of th::�
development costs.
o Possibly the land could be obtained as a result of a gift from
t'J!e o�mer 1n Vb1ch case the park could be developed as she
desires and namd after its darter.
In any case, you could depend on this group to actively support and cnupriga
for a future Montt propceition vhi.ch reflects the recreational needs of the
people and their children.
On January 21, about 200 residf:nts and myte:.r were at the. Pla=ing Commisdson
hearing to r : pose the proposed trailer park. At the hearing, the park
called for In the Master Plan was discussed by 'the eor®issioners who decided
to table the trailer park request until the status of the nark was clarified.
Anarently the tend was offered to the city last September but the offer
was rejected. The trailer park requestc*111 be considered by the planning
C6=iesion again on March 18, 1969. We platy to make appro-priate presentations
to the Planning Com lesion on March 18 and to the Parks sat Recreation
Comdesion on February 19 where the Mater Plan of Parks, Open Space, School
and Hecreatior w1l.1 be discusses.
I have expressed, by letter and a meettag, our needs for a park on thin
site to Mr. fibra Worthy, Director of Parks and Recreation, wd am expecting
further diecuesione with him in the czar future.
