NOTICE IS HEREBY GIVEN that the Huntington Beach City Council will
hold a public hearing in the Council Chamber at the Huntington Beach
Civic Center, 2000 Main Street, Huntington Beach, California, on the
date and at the time indicated below to receive and consider the

Mobile Home Park - Vandalism
The Police Chief responded to the mobile home park vandalism issue Council-
member Bauer questioned feasibility of raising the wall as well as inclusion
in the Neighborhood Watch Program The Police Chief stated that Barbara
Broell had been contacted by the department earlier in the day
Unocal Facility (Fort Apache) Fire Chief Report
Fire Chief Dolder addressed Council regarding residents` concerns He stated
that Unocal had agree to perform a risk assessment of the site with neighbor-
hood input
TYPO-YEAR GUIDELINE WORKSHOP TO BE SCHEDULED
The City Administrator stated that topics had been received from Council-
members and that a workshop would be scheduled in January or February He
stated that a specific program to be used as a two-year guideline could be
adopted by Council
ORGANIZATIOM CHANGE - RAY SILVER
The City Administrator announced he had sent a memorandum to Council and staff
containing an organization chart (effective 1/4/93) to state changes in the
organization indicating Ray Silver, Assistant City Administrator, would be
directly coordinating the activities of Community Development, Economic
Development, and Public works to assist in facilitating coordination and
communication between the departments
GENERAL PLAN ADVISORY COMMITTEE TO MEET TO FORM RECOMMENDATIONS
The City Administrator stated the Citizens Committee was reviewing the General
Plan and would meet January 6th and 13th at 7 p m (public and Council
invited) to form recommendations pertaining to the land use portion of the
General Plan to be presented in the future
DOWNTOWN MASTER PLAN/PARKING MANAGEMENT PLAN UPDATE
The City Administrator stated that specific action by the Planning Commission
on the Downtown Master Plan would take place in February or March and on to
the City Council for further consideration

A motion was made by Moulton-Patterson, seconded by Leipzig, to adopt
Resolution No 6441 accepting the California Coastal Commission' s action to

title, approve introduction of Ordinance Nos 3179 and 3180 amending

Transmitted for your consideration are Resolution No 64 which
agrees and accepts the Coastal Commission' s action to approve Local
Coastal Program Amendment No 2-91 with modifications and Ordinance
Nos 3111 & 318a which incorporate the modifications into Article 960
and the Downtown Specific Plan Local Coastal Program Amendment No
2-91 represents Code Amendment No 88-12, revisions to the parking
provisions of the Huntington Beach Ordinance Code and Downtown
Specific Plan

On October 15, 1990, the City Council adopted Ordnance No 3054
repealing Article 960 and adding new Article 960 and Ordinances
3055-3071 amending parking provisions contained in Articles 911 (Low
Density Residential) , 912 (Medium to High Density Residential) , 913
(Oldtown and Townlot Specific Plans) , 914 (Mobilehomes) , 915
(Planned Residential Developments) , 916 (Senior Residential Suffix) ,

At the City Council meeting of June 3 , 1991 , Resolution No 6289
approving Local Coastal Program Amendment No 2-91 was adopted The
Local Coastal Program Amendment was subsequently submitted to the
California Coastal Commission for certification At a public
hearing on July 7, 1992, the Coastal Commission certified LCPA 2-91
with modifications (See attachment number 3) There are four
modifications that the Coastal Commission approved which ensures
sufficient off-street parking is provided and to bring the amendment
into conformance with the public access provisions of the Certified
Land Use Plan These modifications are summarized as follows
1 Deletes the provision to allow on street parking credit for
new single unit dwellings with 5 or more bedrooms
2 Amends the provision to allow on street parking credit for
existing single unit dwellings so long as the on street
parking is not reserved in any way for residents and/or
guests but is available to the general public on a first
come, first serve basis
3 Amends the provision for single unit dwellings in the
Oldtown and Townlot Districts to prohibit reservation of on
street parking for adjacent residential use
4 Amends the Downtown Specific Plan to delete the
'grandfathering provision which allows parking credit for
an existing structure and to require compliance with the
parking ratios or payment of in-lieu fees when fifty
percent or more of an existing building is demolished and
reconstructed
If the Resolution and Ordinances are not approved, the City will
have zoning provisions in conflict with the Certified Land Use
Plan All uses and development proposals within the Coastal Zone
that do not comply with the parking modifications will be subject to
Coastal Commission review and denial In addition, inconsistent
zoning provisions increase the City s exposure for legal challenge

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH APPROVING LOCAL COASTAL PLAN
AMENDMENT (LCPA) 2-91 OF JULY 7, 1992
WHEREAS, the California Coastal Commission reviewed and
approved Huntington Beach Local Coastal Program Amendment No
2-91 as modified at the July 7, 1992 Coastal Commission
hearing, and
Section 13544 5 of the Coastal Commission Regulations
require the local government to accept and agree to the
modification by resolution, and
Upon the City Council action staff will forward Resolution
No for final Coastal Commission certification,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Huntington Beach does accept and agrees to the Coastal
Commission' s approval of Local Coastal Program Amendment No
2-91 as modified

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING SECTION 9602 3 OF THE HUNTINGTON BEACH
ORDINANCE CODE RELATING TO RESIDENTIAL USES
WHEREAS, the Huntington Beach City Council has adopted
certain modifications approved by Local Coastal Plan Amendment
no 2-91 as they relate to Residential Uses,
NOW, THEREFORE, the City Council of the City of Huntington
Beach does hereby ordain as follows
SECTION 1 That Section 9602 3(1) of the Huntington
Beach Ordinance Code is hereby amended to read as follows

AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH DOWNTOWN SPECIFIC
PLAN CONCERNING PARKING AND LANDSCAPING REQUIREMENTS
WHEREAS, Ordinance No 3071 amends Article 960 of the
Huntington Beach Ordinance Code concerning parking and
landscaping throughout the City, and
The Downtown Specific Plan contains parking and
landscaping standards which must conform to Article 960,
NOW, THEREFORE, the City Council of the City of
Huntington Beach does hereby ordain as follows
SECTION 1 Article 4 2 01(d) (2) of the Downtown
Specific Plan is hereby amended to read as follows

(2) Any change of use, expansion of use, or
change in occupant to a use which would
require additional off street parking shall
provide the additional required off-street
parking according to the Huntington Beach
Ordinance Code
If fifty percent (50%) or more of an
existing structure is demolished and
reconstructed, the new structure must

provide the required off-street parking
The parking may be provided through the
payment of in-lieu fees as allowed by the
Downtown Specific Plan in-lieu fee parking
program
SECTION 2 This ordinance shall take effect thirty (30)
days from the date of its adoption
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on
the 1st day of February 1993
