SHORELINE DISTRICT
NOTICE IS HEREBY GIVEN that a public hearing will be held by the City
-Council of the City of Huntington Beach, in the Council Chamber of the Civic Center,
Huntington Beach, at the hour of 7:30 P.M., or as anon thereafter as possible on
'Monday the 17th day of October, 1983 for the purpose of considering Code Amend-
ment No. 83-22, an amendment to the Huntington Beach Ordinance Code which will
repeal Article 965 and replace it with a new Article 965 entitled Shoreline District..
Said Article will establish regulations for the protection and"enhancement of beaches
within the City. A copy of Code Amendment No. 83-22 is on file in the Department of
Development Services.
All interested persons 'are invited' to attend •said hearing and express their
opinions for or against said Code Amendment No. 83-22.

STATEMENT OF ISSUE:
Code Amendment No. 83-22 adds a "Sl" Shoreline District to the
Huntington Beach Ordinance Code. This District can be applied
to any area which is.general planned Open Space: Recreation.
RECOMMENDATION:
The Planning Commission and planning staff recommend that the
City Council repeal the existing "Sl" Shoreline District and
replacing it with the attached new "Sl" Shoreline District
(Code Amendment No. 83-22).

General Information:
Porter, Winchell, Schumacher, Erskine,
Code Amendment No. 83-22 was initiated by the City in order to ex-
pand and clarify regulatory control in the existing Shoreline Dis-
trict. The.proposed Sl District provides for uses and structures
that preserve, protect and enhance the recreation potential of the
sandy beach area.. Such uses and structures would be subject to
review and approval by the Design Review Board and include; basket-
ball courts, concession sites, lifeguard towers, public showers,
and trails (bicycle or jogging). Other requirements of the Sl
District are:

Height Limitations::- Generally limited to 20 feet;
Location Requirements: Concession sites are to be. located at
intervals of not less than 1,000 feet;
Parking: No additional parking is required. if none is removed.
If any parking is removed it shall be replaced on a one for one
basis;
Signs: Non -illuminated generic -informational -or identification
signs are permitted, subject to review and approval by the Design
Review Board,
Discussion:
The existing Sl.District is in need of substantial.revision. It
was determined that it would simplifymatters to repeal the exist-
ing Sl District and replace it in totality. The new S1 District
provides for beach compatible uses that are subject to design
review.
The proposed Sl District .is. a necessary addition to the Huntington
Beach OrdinanceCode, for -without it the City could not implement
the beach portion of the Open Space; Recr.eation general plan -
designation within thatLpor:tion-of the coastal zone outside -oft
the'Downtown-
Environmental Status:
Pursuant to Section 15079-.3 of the California Environmental Quality
Act, Code Amendment No. 83-22 is exempt from environmental review.
FUNDING SOURCE:
Not applicable.
ALTERNATIVE ACTION:
The City Council can deny Code Amendment No. 83-22. If this occurs,
the existing Shoreline.District should not be repealed until such
time that staff develops another Shoreline District for the Plan-
ning Commission and Council's consideration.
