Yes ( New Policy or Exception ,a Statement of Issue, Recommendation,Analysis, Funding Source,Altornative Actions,Attachm : y 15TATMIdT OF IBM: Transmitted for consideration is an appeal filed by Federal Signs/QRS to the Planning Commission's denial of Special Sign Permit No. 89-1, a request to permit a 37 square foot, 7 foot high freestanding monument sign in addition to existing wall signs for (1) a corner site with legs than 400 feet of frontage; and (2) a building that has already taken advantage of a reduced setback. Section 9610.5 of the Huntington Beach Ordinance Code specifies that for either of these situations, a freestanding sign OR attached signs may be permitted, but not both. RECOMMNDATION: Planning Commission Action and Recommendation on May 16. _19,89: ON MOTION BY LEIPZIG AND SECOND BY ORTEGA, THE PLANNING COMMISSION VOTED TO DENY SPECIAL SIGN PERMIT NO. 89-1, WITH FINDINGS (SEE 4 ATTACHMENT NO. 1) , BY THE FOLLOWING VOTE: ' AYES: Shomaker, Williams, Ortega, Mountford, Leipzig NOES: Bourguignon ABSENT: Kirkland ABSTAIN: None Staff's recommendation is identical to that of the Planning Commission. ANALYSIS: APPLICANT/APPELLANT: Federal Signs/QRS i LOCATION: Great Western Bank, 16141 Beach Boulevard (northwest corner at Stark Avenue) PI0 8/8S The applicant's narrative for justification of the special sign parmit, euplains that the bank does not currently enjoy adequate building identification, causing inconvenience and safety problems for motorists. The building currently has three wall signs which meet code; the request is to install a freestanding sign in addition. When the current Sign Code was adopted in 1986, there was much discussion on freestanding signs in general and on type, placement and use. There were two instances where the Planning Commission and City Council did not feel there was a need for both freestanding and attached signs: A. Corner sites with less than 400 feet on one frontage. The, Commission and Council felt that due to the prominence of corner sites and their added visibility, a choice should be made by the business owner as to which type of sign would be most effective. Allowing both is often redundant, contributing to the visual clutter of the street scene without any inherent increase in the public's awareness of the business. The subject property has 150. feet of frontage on Beach Boulevard and 200 feet of frontage on Stark Avenue. Even combining the frontages, there is less than the, minimum 400 feet required by Code for permitting attached and freestanding signs. Lastly, the intersection is signalized, allowing ample opportunity for patrons to access the site. Southbound motorists have two chances for entering the site, a right turn into a Beach Boulevard driveway or a right turn on Stark Avenue. i B. Sites where the building itself has a reduced setback. On Beach Soulevarei and on most of the City's arterials, setback requirements specify that buildings must be a minimum of 50 feet from the front property line, except that where additional landscaping is provided, the building may be located as close as 25 feet. In discussions on the Sign Code, the Commission and Council again determined that: in situations where the building was sited to I already take. advantage of a reduced setback, installation of both freestanding and attached signs was unnecessary. Where the building j was pushed forward, it functioned as a sign itself somewhat, and the lesser setback served to increase visibility to passing motorists. The Great Western Bank building was designed with a 33 foot front setback and increased landscaping as Code requires. Motorists have relatively unobstructed views of the attractive building because of this reduced setback and because of the setbacks on adjacent ; properties. The financial building to the north is just over 50 feet back from the street. To the south is the 60 foot right-of-way of Stark Avenue and then the FiMstone building which is setback 50 feet and more. I RCA - 7/5/89 -2- (2997d) s With respect to the installation of a freestanding sign on the site, the proposed location does not seem particularly effective. A. large bus shelter located immediately in front of the bank building would obstruct views of the sign for southbound traffic. Finally, although views of the building itself are clear, the wall signs could be improved in terms of readability. It should be noted that the three existing wall signs total 88 square feet, whereas the Sign Code would allow a total of 147 square feet. In summary, the Planning Commission and staff are opposed to the special sign permit request because the characteristics of the site and building do not j indicate that a freestanding sign in addition to attached signing is 1 necessary for adequate visibility. When the current Sign Code was adopted in 1986, there was much discussion on freestanding signs in general and on type, placement and use. There were two instances where the Planning Commission and City Council did not feel there was a need for both freestanding and 6t+-ached signs. A. Corner sites with less than 400 feet on one frontage. The Commission felt that due to the prominence of corner sites and their added visibility, a choice should be made by the business owner as to which type of sign would be most effective. Allowing both is often redundant, contributing to the visual clutter of the street scene without any inherent increase in the public's awareness of the business. The subject property has 150 feet of frontage on Beach Boulevard and 200 feet of frontage on Stark Avenue. Even combining the frontages, there is less than the minimum 400 feet required by Code for permitting attached and freestanding signs. ` Lasl•ly, the intersection is signalised, allowing ample opportunity for patrons to access the site. Southbound motorists have two f chances for entering the site, a right turn into a Beach Boulevard driveway or right turn on Stark Avenue. i B. Sites Where the building itself has a reduced setback. Or. Beach Boulevard and on most of the City's arterials, setback requirements specify that buildings must be a minimum of 50 feet from the front property line, except that where additi3nal landscaping is provided, the building may be located as close as 25 feet. In discussions on the Sign Code, the Planning Commission again determined that in situations where the building was sited to already take advantage of a reduced setback, installation of both freestanding and attached signs was unnecessary. With the building i pushed forward, it functioned as a sign itself somewhat, and the lesser setback served to increase visibility to passing motorists. The Great Western Bank buildingwas designed with a 33 foot front 9 0o f nt setback and increased landscaping as Code requires. Motorists have relatively unobstructed views of the attractive building because of this reduced setback and because of the setbacks on adjacent properties. The financial building to the north is just over 50 feet back From the street. "'o the south is the 60 foot right-of-way of Stark Avenue and then th,. Firestone building which is setback 50 feet and more. Staff Report - 5/16/S9 -3- (2687d) In addition to deviating from the Code due to the provisions above, the proposed sign would not be allowed by code even if there were no wall signs attached to the building. The 44 square foot sign exceeds the Sign Code which limits freestanding signs for such sites to 30 square feet (40 square feet if background is opaque) . All monument signs in the City are required to have a base 2 feet nigh; the proposed sign has a 15 inch high base. With respect to the installation of a freestanding sign on the site, the proposed location does not seem particularly effective. A large bus shelter located immediately in front of the bank building would obstruct views of the sign for southbound traffic. Finally* although views of the building itself are clear, the wall signs could be improved in terms of readability. It should be noted that the three existing wall signs total 88 square feet, whereas the Sign Code would allow a total of 147 square feet. In summary, staff is opposed to the special sign permit request because the characteristics of the site and building do not indicate that an additional freestanding sign is necessary for adequate visibility. 1Q.,Q RECOMUDA'ION: .j Staff recommends that the Planning Commission deny Special Sign j Permit No. 89-2 with the following findings: i ]EMIN a FOR MOW 1.
