CONSULTINGECONOM43Y 15 A„ 9 i a 9 ►iUNTINOTON BEACH,4) CALIFORNIA 026411 March 15, 1971 To The+ Huntington Beach City Counoll this letter in with respect to the matter or coning variances in the area south of Hamilton and between Brookhurst and 84shard in Southeastern F inti.ngton Basch. I teach at Calit'on:iu State Colljge, Long Beacb on Mondey evenings; thus, I as writing this letter in leiu of appsarirg before you tonight. The oferall probleap as I sae it„ is ono of nealntWLrJr6 the present population densities tiees while permitting devallop wt of vacant land in an economic and environmentally sisund mwmeer for itz oeanerx and for the :,urrounding property owners. The area went of Brookhurst to MAgnolla and s.+zth of Hamilton has pricnarilp been developed as wingle fasaily reoide ncesr on noraal sized-lots. The axceptions are an apartment c*mpleac along Brookhurst and acatterod aomaoreinl development at street intler- sections. lath tho possible exception of a narrow strip along Brookhuret which may only tm economic develop an apartments (such as the Smir =I t buildings acroaa Brovkhurat), the rec:a.ining -l.atnd between BTookhurs+t and Bushard and south of HarUten ahould bo devreloped an single family residences on 50 to dU frcnt footage lots and not as apartments. There aro several reasons why I take thi.a posltion: 1. Nvel.opment of ningle family, "sidsencea would be economic in this area as the Und is head in large enough tracts to permit fffirieent building sethods. The developer could vary .likely earn a groster roturh on hics invastment it apartments were to be conat.ruotod; however, his greater return would be at the pubUo's use through the problems gone+rated by greater population density and a ganged character of tho neigbborbooti. Profitability of the project to 'the-. developer aEm d not be the criterion .for granting vari.snreu. 2. The tuilding of even additional single family residences in the area &1=2d be delayed until. additional school capacity Is available. The raider Sttaol is presently arowdad to nearly twice its desifmad aapaoity, and only an exceptional effort by- the school oaf to eials has kept this actuation froac deteriorating to the point *her* the excellent alu+cational le of of the school As lxpalrod. The prowotaxs of apartment houses throughout Orange County sam to Lkstiify their particular project on the grounds that they wixa be for addlto oWj and that no fwrtheer rite in school population will. rasul.t. CA41FORNIO 9264a IIss oe2aeaa lurch 15: 1971 Page Two Brockhurat south of Hamilton ware originally to be for adults or.:.y. Since there is no legal waxy that renting can be reatriotod to arts, and the market is unlikely to make renting to saIats only as profit- able s& renting to at least some faalm13les by *rtablishing a family area within the development, the construction of high density apart- ments will almost certainly lead to further school eaalarollmegantsN. Braun when additional, school capacity in available, '.1e building of even relatively lox day aity apartments within the area ggath9+ 1d be strictly IlAited, if they are permitted at all. I persenally feel that the area along Brookhurst world be economic if developod as single faallsily residences. 3. The third puint I wish to ratis to concerns the overall comity strategy of permitting the building of high density (let's say more than 5 to 8 units per Acre) housing aaanyiinere except in the aaddl,a of highly I urbanized treas. I do not consider Scutheasthrn Huntington Beach ` to be an urbagtnited areas and 1 feed strongly that it should reest&in a single famUy residentaal area. We movod to Southoastern H=tingtcn Beach on the assumption that the Great would not became densely popusalatod, and you can be assured that we will Dove it it does become densely populated. Developers ckn, of coursoo, gaa►lvtya earnrelatively high profits by building high density housing rathor than s1ng1a family residences; thus, developers have atrong eoonoxie incentive* to re Vest zoning variances. Moreovor, Choy can fenaeratlly put forth reasonable sounding arguments for why they should be granted a vari.amce.
