'these applications are before the Planning Commission because the Board of Zoning Adjustment has referred them up for final action pursuant to the Commission's request to review all car-wastes until locational criteria is established. 1. The Use Permit Lpplication was filed to allow the Construction and operation of a full service car wash with the sale of gasoline . in the C4 Highway Commercial District. The Division of Land application was filed to allow a parcel of land to be divided into two parcel to facilitate con- struction of the car wash. Subject property is located on the east side of death Boulevard appro.i- mately 150 feet nor`.h of Ellis Avenue. 3. The property to the north is zoned C4 and vacant. Properties east abutting subject property is zoned R2 and developed. Provisions of the Huntington Beach Ordinance Code are such that a car wash with the sale of gasoline is subject to the locational criteria contained In the Service Station Standards adopted by the Planning Commission on July 21 , 1970. This location does not meet the locational criteria. 5. The Board of Zoning Adjustments has reviewed the plot plan and can find no objection as to building location, vehicular access and landscaping. Additional Information: I The applicant has proposed to underground ell utility lines along the front- age of subject property on Beach Boulevard. If the Commission rinds this location acceptable the Board of Zoning Adjust- ments offers the following conditions for your consideration: 1. APPLICATION FOR USE PERMIT #71-22 METRO CAR WASH - HUNTiNGTON BEACH The following pertinent information is provided the Planning Commission of the City of Huntington Beach relative to the proposed development of an automatic full service car wash with gas facil it'ies.on the northeast corner of Beach Boulevard and Ellis Avenue (just north of Jack-hv-the-Eox restaurant in area commonly referred to gas Five Points) on a parcel which :s zoned C4 Highway Commercial District in the City of Huntington Beach. IMPROVEMENTS -- The full improvement of 272 front feet on Beach Boulevard immediately north of existing Jack-in-the-Box restaurant. The project will include full improvement of approximately 196 feet in depth of the described property. The proposed set back of 32 feet will provide for substantial colorful lcind- scoping of the parcel fronting on Beach Boulevard. Improvements will result in full development of all gutters, curbing and sidewalks on property fronting on Beach Boulevard. Twice this year their oar wash permit request has been denied , by the Huntington Beach Zoning Board on May 12, and by the Huntington Beach Planning Commission on June 1. The Planning Commission rejected Metro's permit because it Tiolates the same S.B. Gasoline Ordinanee,the use is not compatible with the surrounding area, and it would create a traffie congestion and access problem.
