We own and lime in hose adjacent to- tear of the property upon *hich
Dr. Ihighes proposes to build the animal clinic. We attended the
meeting field in your chambers on ,July 16, and were impressed with the
pros end cowl presented by our nei.qhbors. It stnick us that the
majority were opposed acid the two most eloquent backers of Dr. Hughes
were a gentleman who lives on Delaware Street , which is so fir re-
moved from the site thnt it could be safe to suppose he would bt hot-
yond reach of any potential noises or odors. The other gentleman was
` a doctor who would not identify the property he owns on Beach !llva.
We believe he is the present owner of the land it question acid is
desirous of selling It to Dr . Itughes - his motive in appealLng for
the Variance therefore, is quite obvious.
We would not say that we sire root concerned with Oevaluation of cu.
property should you agree to Dr . liughes establishing his clinic.
Out far and above 2ny monetary consideration is ottr fear triat should
this happen, our home and especially the bP-i:kya.d, which adjoirol the
Beach field. prorr rty, would become untenable. 17iis poses a very ser-
ia»s threat in that our home, as well a:i other hones along our street ,
are primarily geared for the rnjoym�!nt of our children and our nt-1jh-
bor' s children. 'There is not a single delinquent child in our neigh-
borhood - we know this i a due to fact they enjoy our homes ao+wct so long
as they remain attractive to then for their plensvre, we feel these
wail not be any delinquency. Their homes are the focal point of their
lives and it would be a sin to deprive them of their pleavares - cer-
tainly you will agree it would no longer tie possible to enjoy backyard
living where noises of sick anina:s were constant .
We feel, our fears are will founded for the reason that on two of Dr.
Hughes visits to !is, he stated he would not guarantee he would not at
some future date appeal for variance so that he could employ outaido
runs for the animals. Ile and his real estate agent visited us a+ five
different occasions and they did present winning w=gumentr, in an effort
to severe our approval for his venture. They s.lq*%*-=t persuaded us but
t'or the above reason - i.e. , he would not guartntto that outside
kennels would oat someday became a reality.
Gent.lewsnt, we earrestly hope and pray you will decline Dr. Hughes
request since after all, we cannot eeaeowe our hnosoa - he OUL not am
the Beach Blvd. property and awld better establish hiniwlf in a
ctmrsotrcial area where th*re would be no threat to the enjoy"nt of

This is to inform you that I am appealing to the City
Council of Huntington Beach from the decision rendered
"n June 5, 1962, wherein E. Stewart Hughes , WM, 1217
Florida, Huntington Beach, California, was grantied a use
variance to allow the construction of a veterinary clinic
in the C-4 Higtrway Comzaercial District. Located west of
Beach Blvd. , and approximately 600 ft. north of Ellis
Avenue, and legally described as that portion of the N 1/2
of the SE 1/4 of the SE 1/4 of the NE 1/4 of motion 35-
5-11. Further legal description on file in the Planning
Departmnt Of f ice.

2. Reasons for Vh in protcst are as follows :
(a) The four owners of acreage directly
across the Boulevard are in the proobse
of turning thoir proj*rty Into a high elme
shopp!.-+;; center.
(b) If an, animal hospital is allowed in
the location cited, anloal odors and ani-
mal noises will preclude any businesses
dealing in food - ac a bakery or a res-
taurart ; in fact , they will affect any
kind of professional and/or high class
business interests, and therefore will
limit the quality of buildings to go into
the center.

As an adjacent property owner, we oppose the
requested zone variancc.
Continually granting zone varlances contravenes
the established and proper programing of business area
development. The inportance of the proper developeent
of Huntington Beach business Ind prospective business
areas need not be emphasized to your honorable body .
To further subject future businesses to the
continual noise created by allowing the subject zone
variance further prejudices the proper development of
business dir triets and of Huntington Beach in Its total
community aspect.
As the owner of other eorwaercially zoned prop-
erty adjacent to a dog treatment business , the continual
noise over a period of years has been forcefully des►on-
strated to as and you may be assured of its repugnant and
disadvantageous condition Ineofar as adjoining businesses

Gentlemen:
Dr. E. Stewart Hughes operated his business in our arez for six (6)
years. His Dayton Small Animal Hospital was located In the same
district with a supermarket , drug store , drive:- In restaurant ,
restaurant-night club and directly across the street Frog our
body shop.
There has never boon any cause for complaint resulting from his
operation of the hospital . He kopt a clean establlsivnent , free of
odor and there v+as no disturbance due to noise caused by the
animals he treated.
