I am vwiting concerning the possibility of extending our variance, number 4w.
concerning which 1 believe Mr. Oscar StrizklSn has spoken with you. 'ife are
enmeshed in an unfortunate circumstance, in which your help and that of the
plannina conmi, sion and the council will be greatly appreciated.
As you know, we received the variance on our now property in March of 1963. We
had hoped to begin construction as soon as our architect completed mir working
drawings, but we were unable to secure a good sale on our present property, the
income fron vrhich was necessary for construction of our new church,. Finally wa
were able to sell bur property to the Baptist Church, and he have agreed to move
within a year from the close of escrow. Also,, our enforced delay -'+as reused a
serious overgrowding problem, especially in our church school and .parking facilities.
But at last the property is sold, the plans caeple*ad, the bids advertised and the
contract has been signed with the builder, bla,. J. Poluso of Newport Beach. tie Are,
ready in every respect to begin our long awaited church.
But during this protracted effort of ours. in JuAn 19a3, three months aftcr the
granting of our variance, the City Council passed an ordinance stating that all
variances should expire one year from their issuance date. Yr'hat public notice
of the ordinance there right have been escaped our notice and we. were not, infortaed
by the.C.1ty of this change. V%hen our builder applied for a building permit he was
notified our variance had.expired and that ha would have to Institute the normal
proceedings for the.issuence of a new variance. This delay would seriously trouble,•
our contractor and his subcontractors, as he has. already ordered much ofthe material.
It would be' disadvantauecus ,.ta ue in that it V?0Uld furthrer',del, ay our but lding, es-
calate our building costs, intensify aIT prublemg of ovexg owdingi and do.lay. the
building of a church tha- can adequately serve the northern portion,,of our city;
Yu conclus
ion, . we feel' if the delay can. Ue, avol,de+d by the Continence of our var3enco)= r
both we as :the church and the city as a<' »!dole stand to 4enefit by this actlon.
