Beach City Hall Huntington Beach , California Gentlemen : It is our understanding that two of our proposed lessees, Mr. Richard L. Sinclair and Mrs . Luis M. Naylor, will appear before your council meeting June 20 , 1966 , requesting approval of the zone variance which will allow Mrs. Naylor to operate two catering trucks and Mr. Sinclair to operate four beach equipment rental trailers on Southern Pacific Company property located south of Warnnr Avenue along the beach in the City of Huntington Beach . Southern Pacific Company has been maintaining leases in this area for concessions for several years with the exception of 1965. The rental return has been norainal , but it has been our experience that by granting leases to responsible concessionaires , we are able to exercise control over t•: 7im and their operations , as well as affording a convenience to the public. The proposed leases to Mr. Sinclair and Mrs. Naylor have seven-day termination clauses and it is understood that the Planning Commission of the City of Huntington Beach has submitted its recommendation on condition that the City of Huntington Beach would be in a position to cancel its variance on the basis of a seven-day notice. These leases also require the lessees to carry insurance in amount of $300 , 000 to $750 , 000 public liability and $100 , 000 property damage . These leases also provide that the tenant police the area , and keep it clean and free of rubbish, etc. , and also that the tenant agree to a stipulation made outside the lease agreement to help police oi%r surrounding areas. It has been our experience that the establishment of concessions along the beach tends to eliminate to a great extent the roaming of young people from one beach to another in a search for equipment to rent and refreshments. When people find themselves in an area where these things are not provided; there is a tendency for then to get in their cars and travel to these concession areas and then, perhaps, return to their original beach location, resulting in traffic congestion aAd � hazards. If authorized, we propose to grant leases to Mr. Sinclair and 1 Mrs. Naylor and perhaps two other catering truck operators . We feel this City Council City of Huntington Beach June 17 , 1966 will adequately supply the needs of the people at the beach and it, is not our intention to grant any more leases in this area , Our problem is that unless we grant leased to provide these facilities in the area, constant policing is requireal to preverst unauthor- ' 2 d s irresponsible �d who frequently i e use of the property b irre ons le pedlars ,P P Y Y �' P 9 } possess neither a City permit nor adequate insurance. I am sure that there are disadvantages an well as advantages to systematic utilization of the beach property, such .as we are pzoposing. However, in our opinion, the advantages, as well as our proposed mothod of using the bench area , far outweigh the disadvantages , and we request that you give favorable consideration to our lessees ' petition for variance.
