The rental return has been nominal, but it has been our experience that by granting leases to responsible concessionaires, we are able to exercise. control over them and their operations, as well as affording a' convenience to the public. ,, + The proposed leases to Mr. Sinclair and Mrs. Naylor have seven--day termination clauses and it is understood that the Planning Comaiission of the City of Huntington Beach has submitted its recommendat-ion on condition that the City of Huntington Beach would be in a position to cancel its variance on the basis of a seven- day notice. Our problem is that unless we grant leases to provide tho�:se facilities in the area, constant policing is required to p=event unauthor- ized use of ,the property by irresponsible pedlars , who f-&e uently possess neither a City permit nor adequate insuran::e. I am sure that there are disadvantages as well ac , adtiantages to systematic utilization of the beach prc`.perty, such as we' :ore proposing. however, in our opinion, the advantages, as we.13. as our proposed method of using the beach area, Ear outweigh the disadvantages , and we request that you give favorable consideration to our lessees ' petition for variance.
