C. ffarner, Planning Director and Secreta'ry DATE: February 11 , 1964 Subject: Appeal of Tentative 'Tract 5,Z64 T. S. V. Hunsaker &: Sore have appealed the conditions required by the Planning Commi.asion fo.: arproval of the subject tentative nap. The prime reason for the appeal is the required reduction :. in the nu-nber of unite for the condominium project. Uuch redaction is atrictly a. compromise on the part of the Co=ission. The developer proposed 274 =.ants; the adopted Faster Man for the area would allow i 70 units ; and a standard subdivision mould develop about 1;,'0 units . Since a small portion of the property is prea, enta y co::ed County R-4 and, the remain(ler Caunty A-1. 1 the 242 units approved- by the Cor=isai.:i is the m xi.mu= number =its that could be developed under this zoning. she Co=iasion definitely stated teat it was only because of this eri acing zoning that the 242 units ,raa approved. OtLer:Tise it would be limited to a single f'a: {l.y density of 170 units. The applicant it also appealing the continur.. ou of the variewoe which has to accompany thj tentative map. This was done becauoe the reduction in the number of unita will Necessitate extensive changes in the tentative map and t_e variance certainly should pertain to the may au revised. If the Council shou3 d overrvl e the Co=i esion an the numbor of uni ems. the Comri.ssion would approve the variance on that basin . Hunti ngton'beach 'laznixgammssian u• • P. 0. Box 190 CUT 1tan Huntington Beach, Califormis The applicant states that hia plan provides more off ,street parking than is customarily found in single f=ily subdivisions. This is not tr ta,. Hts plan calls for about 24 parking spaces per unite :including parking on the private driveways. A typical single family tract provides at least 4 spaces per dwelling including the private drive ways. In addition a, single family tract has mueh more on— street parking because there a=e more streets in the tract. As to the requested changes in the conditions of the tract approval, for, the most part the changeo say the same -thing as the conditions except for using much more unnecesoary verbage. Condition No 9 pertains to the key question of the nuzrer of unite in the pro ect. The developer is sug-- genting that four .lots (or uni s ) be dropped, This was offered at the Commission hearing and because these four lots are adjacent to the existing single family tract and because it was proposed. to construct ra basket ball court on tji€ site it was rejected by the Commission due to the noise that would be generated for the neighborhood. Condition No 14 pertains to the developer ' s propona.l to construct sidenalks adjacent to the curb on VZtie four public streets in the project in deviation to adoptod standards. Included in this proposal is the detouring of the sidewalks around the driveway intersections. The Council can vinuali.ze the . problem that such detours in a aaidewalk can create per-- ti cu3.arly for pedestrituio at night. In addition the fire hydrants, street lights, street signs , mail boxesi etc, would have to be located in back of the sidawa lk where, they , rt 1 L , r • untiiox each IJ ` Panninoixiissioxx z P. o. B M City Haig Huntington Decb, Californ" t ? are less ,accessible and less effective . It is the Commission' s feeling that public atreets should be construe''ted to the adopted City Standards . An a general co=ent , there was a great deal of opposition to the entire plan voiced 'by reeidento of the adjoining Dingle fancily subaivi3iort. It :sas their contention that the .eaeeselve nimber of .:nits would inteuvify the problems of schools, traffic , etc. The Comnissioa itias in agreement vrith the points made by the residents and the approval as granted was atrf ctly a compromise due to the existing hold- over county ooninG.
