Dear Mr. Jones ;
On September 26, 1967, the Planning Cormission denied Use Permit 6754
and we would like to appeal the decision to the City Council -at your
earliest convenience. Enclosed is a check for $75.00, which represents
the fee before said appeal . We are appealing to the City Council the
Planning Commission's decision denying Use Variance 6754• for the follow-
ing reasons:
1 . The tenant, Manny's, has attempted to locate in this area for
some time end has been unsuccessful because of the unwillingness of the
cortmercial property owners to the east and nest of the subject property
to build for his use. The only property owner in the area willing to
build for his use is the applicant, therefore, the applicant fads chore
Is a definite hardship based on the Planning Commission's denial of his
use.
Z 2. Every city in the County of Orange, without exception, allows
the construction of restaurants within their Industrial zone.
3. Industrial tenants within the area have encouraged the operator
to open as soon as possible so as to serve their needs. It' is an estab-
lished fact throughout the country that there are restaurants within
Industrial areas t6 serve the industrial employers as well as the general
�ubl lb. It is of prime concern to the :.industrial eartrioyee to have aw;;
f eating ficil ! ty near his plant or factory so tiara Is not wasted travoll"

Gentlemen:
'We would like to oxpreus our opinion concerning the subject
Use Variance, As industrial land and building dev+elopors, we
probably have the largest inwstmont in this part of the city, with
the exception of the regional shopping center and the junior college.
Our industrial buildings are approximately 175 feet, south of the
subject property,
The City of Huntington Beach has vary little prime industrially
zoned property at this tine. The area of Gothard and Edinger is one
of the only two or three areas that are considered prlmw, See do not
think a commercial use of this nature is now nac4asery to further
enhr"ce the future Industrial development of the area.
Ourselves, tying active daily in the area have constant Inquires
for available industrial and office space, but nevrr a request for a
eating place. our present tenantn probably amount to 60 or 40 per-cent
of the industrial employees in the area. They, along Kith ourselves,
feel Mat the throe or four restaurantR in Huntington Center and
others an Beach Atvd, are more than ample for local eating requiv -a to.

in they near future on Gothard Street, by others or oursel•rws, Until
that time, to protect the interest of a well balanced city, coupled
with our own contiguous industrial invesbient, we sea no reason for
the city giving up any of its industrial ac+ned properties for ea=er.

E Regarding our conversation yesterday on tentative plans
for a restaurant- at Edinger. and Cothard Streets , I wish
y to re-state our position.

.o We firmly believe that a restaurant at this location
bwould be beneficial. to this industrial area as it exists
at this time.
Manufacturing plants , such as ourselves , emplay a large
number of faLtory workers on short lunch periods . the
convenience to these people of hnving an eating estab-
lishment here is apparent . Also , thinking toward the
future , a restaurant here will help serve the needs of
future businesses yet to be built in this industrial
tract. Not to be overlooked is the fact that it would
helpp draw new business into the area , as u well estab-
lisped restaurant close by always does .
While the restaurants in the Huntington Center are ade-
quate for those of us with longer lunch periods , satis fac:-
cory service is difficult because of competition with
shoppers and the large number of store personnel who take
their lunch at the same time .
For the reasons stated above , we wish to go on record as
being wholly in favor of a restaurant in this area and
believe that other mnnufacturers in the tract reel as we do.
