M..Mor-Downing Entarprises, Inc., applied to the City PlarniM
Comission for a special use permit to construct an asnu3mmen' slide,
Use Variance #67-55, The Planning Com.ission, Kith only tour memb5rs
voting, turned down the usu permit. The two main roa3ons for turning
dcwn the application Were:
(1) They felt that it Mould create a traffic, hazard by distracting
drivers on Beach Blvd. (Using the Domin .tat Slide for an example)
(2) They felt that the ntructure was unattractive. (Without havins
seen or investigated the intended area of application)
While Beach Blvd. is designated as a stato highway, it is rapidly
becoming; the main Blvd, thoroughfare of the City of Huntington Beach.
Approximately five rest traffic have been installed along the
Boulevard which with the present 1,.ghts, making the traffic halt
every other intersection, linit3 to 30 to 35 KPH, this definitely
could not cause a hazard with traffic moving at this speed. Slides
are not considered particularly unique at the present tiara. For an
example, we point out the slide constructed in Dominguez directly
Adjacent to the San Diego Freeway, which has a speod limit of 65 M.
and a usual traffic ::peed of 70 to 75 M . The City requires a fifty
foot set -back to pre: ent visual obstruction awl the ;0 foot :setback
plus the 20 foot area of the .lide front being ground level could
neither be a visual obstruction or so spectacular as to create a traffic
hazard.
Locrted along reach Blvd. are numerous ligbted, moving signs designed
to attract motoriats, which should be much more distracting to dr!verx
than t,41;r. t:Yicle. Aninated, signs are erected directly adjacent to tho
sidevalk in n=,3rous inV-1iLnees. We do not feel that a slide whose
ruhkLmum eleuoution in in exrnss of 2%% feat from traffic lanes eonstitut.•
A4VI more of :t traffic hazard than animation signs adjacent to thn side-
xal..
Aestk*t.ias mra winly e.matter of opinion, What one lArson considers
unat-Lracti.vo xi&ht pppe,m-. attractive to another parson. i.e. as the
tiffei Tower, thorw is certainly nothing offensive about' a clean
structural erection. n'e slain structure would not be v!.sible train a
direct frontal riew, since the sliding lanes vould oowplete:r hide it.
►'.i1.1er-Downing Enterprises (2)
In fact, the sliding lanes themselves are in a cheerful color,, and
are attractive, giving a reatl,ve holiday effect. to the Boulevar3.
The structure is very clean and simple and is architecturally pleaning.
The City Council of Coat& Kesa has approved a similar slide in the
City of Costa Hasa. Slides ure being erected in Ar►aheim. Buena Park,
West Covina and nany other Cities. Slides are ^u r ran '-ly In operation
in Doninguez, Gardona, Hermosa Beach. Sacramento. San Diego and *AM
other cities. It is hard to bolieve that Huntington Beach would
disapprove a structure than. the above cities consider eonplotely
acceptable.
It would 500M that the City of Huntington Beach sh=lc.:sot deprive
the children of the City from enjoying the pleasuro:: of sliding on
this attractive azusem,nt.
By improving the property. cur51;,g. blacktopping and landscaping the
area, it would be a definite asset to the appearance of the arda. At
the present time, the lot is unpaved, the sidewalks and gutters are
not in, and the lot is in no way an asset to the community, chickens,
hnnrse:s and goats roam the neighborhood. end these animals would be
*enced away from Uie area.
:ho City would not only obtain tax revenue: of an increased valuation,
but the City would obtain sales tax r ivenues from they operation of the
overall. project.
For these reasons we respectfully request that the permit be granted.
