Due to the :size of parcel and the project thin additional height is necessary for proper identification. � Staff Reco=tndation : Approval for a 70 ft. Nigh sign. The area of the proposod sign is lose than the 3000 eq. ft. permitted wit"ain the new sign ordinance. 3. The size of the development is ouch that a sign having sub- stantial size and height is required for proper identification. 4. The proposed sign will set back approximately 70 feet from the street. 5. Unique location as to distance from the freeway and being separated by high powered electrical structures is such that the request is reasonable . Additional information:.: A representative for the applicant eti-plained Lis reasons for the request. COMMISSIONER PORTER: Commissionei, Porter gave the rollowing rensons for voting against the request: 1 . It is felt that the approval of this sign setn a precedent in view of the generally ac-ep ted height in the HUNTINGTON CENTS commercial area of 70 to 75 feet. Approval of this variance would result in a local t;igu height; increase of 50 per cent, over 3 times the ordinance limit. 2. The insurance company tensrit of the Mercury Savings building was discouraged from filing a variance to construct a roof top sign because of excessive height. Mobil was denied a request for a 70 ft. high sign. 3. The Planning staff has recommended a ?0 foot high sign which, like all high signs in the area, will be visible from the freeway and along Edinger Avenue . There are no proposed continuous structures which would block line of sight for the applicant ' s sign from either the freeway (which is elevated some 20 feet) or Edinger. The requested height in an excessive intrusion. 4. While the action was approved by a majority or the Commission (4--1 ) , two members were not present to express their views on this matte-L of considerable importance., 5. It is questionable whether the applicant has an.y hardship present, and therefore, cannot claim any variance in oxceas or local height limitations. Potential sales tax revenue and location from the rreeway to the sign do not in this commissioner's opinion constitute any hardship that in not shared througbout the general area. Levits Furniture is a new, nationally-active , business to Huntington Beach which the City and all of its residents can greatly p:otit from its suc::esaful operation. Advertising , they have a $ 1 MiAlion program propneed, is very important to such a business and the requested 112-foot sign is an important element in such advertising program. I The Chamber of Commerce particularly notes that a sign of the desired structure and height is a very expensive investment for the owner-businessman (estiaated co:,t is $140,000) . No businessman is going to invest the cost of such a sign unless he is reasonably sure it is necessary to his successful operation. With the experience of Levitz Furniture dictating to them that such a sign is a reasonable investment and a necessity in their new location, ve respectfully request the Council' n consideration from this viewpoint and their fullest cooperation in this matter. The Chamber is continuously interested in obtaining for the City, as a mutual benefit, the largest return of sales tax as is possible .
