Jones, City Clark Dear Cuuncil Members: Power, Inc. , in the nano of Huntington Beach Inter-Coomnity Hospital had originally requested a variance for all stages of medical cars, Including convalescent nursing care, to the Planning Commission of Huntington Beach and it was suggested that Huntington !leach Inter- Community Hospital only initially apply for an saute harpital variance. The other request would be granted in the fatttre for the other stages of care and related other ancilliary facilities. We accepted this condition at that time and applied only for an initial variance constituting a general hospital. Convalescent care is cartsinlS, appropriate and necessary within our total concept of medical care and facilities being provided by the Huntington Beach Intwr-Community Hospital and Medical Center. A convalescent facility use permit has been granted by a`pecial Privilege Use Variance 766 on li-2 ,)roporty by the Planning Commission approximately 600 ft away from the variance wlready granted to Power, Inc. for a wedical center. This variance, if granted, will necessitate the ravision and reduction iW size of the planned unique and significant total medical center which ve intend will be one of the outstanding medical centers .in Orange County, b<<ause of the thorough planning and ultimate also of facility already in stage of development. December 4, 1964 I City council Huntington Beach, California Re: Use Varianue No. 766 Gentlemen: I represent Mr. L. E. Gates and Mr. Gerald V. Daniel, the pro- perty owners who have applied for and been granted Use variance No . 766 by the Huntington Beach Planning commission. This de- cision of the Planning Commission was appealed by Power, Inc. , on or about November 13, 1?64 . In considering this appeal, it is respectfully requested that certain facts be considered by you. 1. The application of Mr. Gates and Mr. Daniel was unanimously approved by the Planning Commission upon the recommendation of the planning staff . At the time the matter was brought before the commission there were no objections whatsoever to this var- iance application. 2. The establishment of a general hospital in the Orange county area has not generally been dependent upon the inclusion of nur- sing homes as part of hospital facilities. Reference is made to Westminster Hospital (the proprietor of which is the appel- lant in this matter) , Katella Comunity Hospital in Stanton, Lincoln Community hospital in Buena Park, Anaheim Memorial Hos- pital in Anaheim, Hoag Memorial Hospital in Newport Beach and Paln Harbor General Hospital in Garden Grove . 3 . The convalescent care planned by Mr. Gates and Mr. Daniels is primarily non-acute care for benefit of the elderly on a long term basis rather than care for those convalescing follow- ing hospital treatment. The need for both types of convalescent facilities is present in the community and in fact do not seri- ously compete but may complement one another. J 4 . The population growth of our community has boon so rapid in the past with a similarly projected future growth, that there $-s a continuing need to provide q+ialified care and facilities as proposed in this use variance application. It is apparent from the communication of the appellant, Power, Inc . . of November 13, 1964, that its appeal lacks merit and fails to state a legitimate basis fcr reversing thy: Planning Commission. It is therefore respectfully urged that the appeal 0o reverse the Planning Commission in this matter be rejected and the use variance be granted.
