At their t tudy meeting lest night the Planning
Commission discussed the topic of home occupations which
was referred to them by your body for study and report
back.
Representatives from the Home Council, Rose Owners
Association, Board of Rea►ltore, Chamber of Comaeres Business
Men's Association plus Department Leads were invited to
attend and offer their ideas and opinions.
After rather considerable discussion the Commission
decided thRt home occupations should not be a permitted
use in Huntington BeRch. Pu.rther, each request should be
handled on an individual use variance basis and those that
may be approved would be unobjectionable and approved .for
one year only.
With this slight modification in their attitude
toward the broad picture of home occupations , they now feel
that UV 4812 which is before the City Council on an apyseal
should receive favorable consideration.

On Tuesday evening, Warch 16th., I appeared before the Huntington
Beach Planting Commission to learn the disposition of my request, which was
su'.yritted at an earlier date, for a Use Variance 0812 to allow me to
continue q proffession df teaching piano & organ is my horse studio. x mas
informed that because of an existing ordinance, prohibiting any hose occupation
they were unable to grant this request. I had not been informed at the time
of my application of this ordinance.
As a resident of Huntington Beach, t wish to request that the City
Council ask the Plrnning Ctmmiasion to study said Ordinance and amend it
so the peoples of this area need not be deprived of the opportunity to
study not only music but the other arts as well unde- the guidance of competent
trained teachers. Of courpe there would have to be restrictions Imposed,
such as, only private and not clay* lessons be givers, oo adv rtiting signs or
placards put up, mmd the hours the lessons could be given without, disturbing
the neighbors. Pei-nits could be given on a yearly b sis and could be revoked
for non-coapliance with said restrictions.
I have been a music and piano toacher for over twenty yeara, having
taught even oth--r teachers wito wanted to further their musical education. I
studied at the Sherwood Music Schtvols, Chicago, Ill. , where I earned my
Teacher's Certificate and an qualified to Leach through the eigth grade of music.
I was also a Church Organist for many years in the San Joaquin Malley, Calif.,
where I was born and did most of my t,eact.ing. For the past seven years I have
taught in hou- studio at 863 Congress Street, Cosh Mesa, vith no complaints
frog my neighbors, is the mr.jority of sy students case frcs howeo in this and
adjoning ar"as, f 'left my Congress St. , address and moved to Huntington Beach.
I have students from, Tustin, Santa Ana, Gardpn Grove, Fountain Valley, Costa Mesa,
Newport Beach, Laguna and Orkage to name a few loeplities.

mission to establish conditions of approval for
all how occupations and particularly Use Variance
812*
The Commission adopted the following "Standard
Condition's of Approval for Haan Occupations " at
their mating last night and hereby submit theca
to you dA a guideline. for conditionally approving
all home occupations . In addition, they racco-
wend that a condition of approval be imposed
on Use Variance 812 that would restrict the

hours of operation to no later than 10: 00 P.M.

1 . The business snail be restricted to one room
only in the dwp.11tng and all material, equip-
ment or facilities shall be kept therein.
2. No arage shall be used in coeuw�ction with such
busf%ss, except for parking of business vehicles .

6. There stall he no storage of materials , supplies ,
equi fmtnt or products outside of the one room
of tt.r dwelling used for a home occupation.
7 . The occupation shall not generate pedestrian or
vehicular traffic beyond that normal to the
neighborhood in which it is located.
B . The occupation shall not involve the use of �
camnterc.ial vehicles for delive :-y of materials
to or from the premises .
9 . Any coirm rcial vehicle or equipment used in
con unction with the occupation shall not be
pard on the street or in the front yard of
the premises .
10. The occupation shall not create noise , odor,
dust vibration, fumes , or smrke readily dis-�
cerntble at the boundaries of the parcel on whL ch
it is situated , nor create any electrical dis•-
turbE.rtces adversely affecting the operation of
any appliance or eq' u pvent not on the same parcel .
11 . Any violation oC the conditions for approval cf
a E aw occupation shall be cauac fcr revocation
of the busts ss l. icen4e and itvvediate cessation
of the occupation.
12 . Any license Issued under the conditions set forth
shall to for a vriod not to exceed one year. If
any complaints gave been registered regarding
the conduct of Bach business during the period
for which U has bsen licensed a review and
dttorr.+inat iota on the renewal of said license
shall be made by the City Council .
