Statement of Issue: The city receives annual entitlement grants from the U.S. Department
of Housing and Urban Development (HUD) for both the Community Development Block
Grant (CDBG) and HOME Investment Partnership Programs. Federal requirements include
submission of periodic documents including reports, agreements, and notices. This request is
to designate the City Administrator, Assistant City Administrator, and Economic Development
Director to sign administrative documents related to CDBG and HOME programs.
Funding Source: Not applicable.
Recommended Action: Motion to:
1. Adopt Resolution No. � designating the City Administrator, Assistant City
Administrator and the Economic Development Director as authorized officials to sign
documents related to the administration of the city's CDBG and HOME programs.
Alternative Action: Do not adopt the resolution and advise staff how to proceed.
Analysis: As a participating jurisdiction, the city receives annual grants from the U.S.
Department of Housing and Urban Development for the Community Development Block
Grant (CDBG) and HOME Investment Partnership programs. Allocation of grant funds for
each program requires City Council review and approval. The Code of Federal Regulations
(24 CFR Part 570.501(a)) authorizes the chief executive officer of an agency to designate the
responsibility for grant administration to authorized officials.

During the course of each program year, there are administrative documents which must be
submitted to HUD in accordance with Federal regulations. These are regulatory
informational reviews and periodic reports and status updates relating to funding allocations
and activities that have been previously approved by the City Council. In order to facilitate
efficient and timely response to HUD, and in order to facilitate the conditions of the city's
agreement and contract processes, the request is made to allow review and signature of
administrative documents related to CDBG and HOME by one of the three named authorized
officials.
Allocation of funds from the annual grants to the city, and substantial amendments to any
approved funding will continue to require the recommendations of the Citizens Participation
Advisory Board and approval of City Council. The intent of this resolution is solely to have
City Council designate the named authorized officials to sign administrative documents for
submittal to HUD.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
DESIGNATING THE CITY ADMINISTRATOR, THE ASSISTANT CITY ADMINISTRATOR
AND THE DIRECTOR OF ECONOMIC DEVELOPMENT AS AUTHORIZED OFFICIALS TO
SIGN DOCUMENTS RELATED TO THE ADMINISTRATION OF THE CITY'S COMMUNITY
DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIP PROGRAMS
WHEREAS, the City of Huntington Beach is a program recipient in the U. S. Department of
Housing and Urban Development, Community Development Block Grant and HOME Investment
Partnership Programs (hereinafter collectively referred to as the "Program"); and
Upon City Council approval, annual documents related to the Program are required to be
executed by and on behalf of the City; and
Such documents include but are not limited to, the Consolidation Plan, the Action Plan, the
Consolidated Annual Performance Evaluation Report, funding agreements, Notice of Funding,
Certifications and others (hereinafter referred to as the "Program Documents"); and
The City Council desires to designate certain City officials as "Authorized Officials to
execute the Program Documents on behalf of the City,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve
as follows:
l . That each of the City Administrator, the Assistant City Administrator, and the
Economic Development Director are hereby designated as authorized officials for the purpose of
undertaking Program activities, and are designated and authorized to execute, on behalf of the City,
the Program Documents.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the 15th day of December , 2003 .
